MetroTV moving to Channel 184

Spectrum, a local cable television service provider, has begun to make changes to their system to increase security. As a result, some channels will change in the coming month as the upgrades are completed.

MetroTV, the local government channel that gives you access to Council meetings, special events, and other city information, will move from it's current location on Channel 25 to Channel 184.

This change will be tiered as the work to upgrade their system proceeds.

Rehabilitation Tax Credit Programs

A tax credit lowers the tax owed by an individual. A tax credit differs from a tax deduction in that an income tax deduction lowers the amount of income subject to taxation, while a tax credit is a dollar-for-dollar reduction in income tax liability.  In other words, a tax credit of one dollar reduces the amount of income tax owed by one dollar. Taxpayers are urged to seek the advice of a qualified tax professional before proceeding with any tax credit rehabilitation project.

Safer Exit Ramp Project Kicks off Major Dixie Highway Improvements

Ramp realignment in Shively is first phase of substantial project to transform city’s busiest highway into a safer, more business-friendly destination

LOUISVILLE, Ky.  (Aug. 7, 2017) – A long-awaited project to make a Watterson Expressway exit safer is underway, making travel into Shively and Dixie Highway more efficient and less hair-raising for drivers and pedestrians.

The construction is the first phase of an accelerated plan to improve safety and traffic efficiency throughout the Dixie Highway corridor – a comprehensive set of projects that will invest more than $50 million along the highway over the next two years in the city’s busiest highway.

Mayor Greg Fischer joined Congressman John Yarmuth and representatives from the Kentucky Transportation Cabinet and Metro Council to announce the beginning of the ramp realignment, and to preview the additional projects that will make the entire highway safer and easier to travel for both drivers and pedestrians.

“Traffic-choking designs like the current exit ramp make it difficult to get to our thriving businesses in south and west Louisville. This realignment will be a relief for every driver who travels in this area,” said Mayor Greg Fischer. “This project is the jump-start for a series of improvements that will transform Dixie Highway and our neighborhoods in the south and west.”

About the realignment project

The current exit from I-264 westbound onto northbound Dixie Highway is short, and funnels directly into Dixie Highway without a designated merge lane or stoplight.  Traffic often backs up along the ramp as drivers wait to safely move onto Dixie.

The project will realign the I-264 westbound ramp to Dixie Highway (US31) north into a T-intersection, including a traffic signal to safely move vehicles off the exit. The southbound lanes of Dixie are unaffected by this project.  A new sidewalk under the Watterson Expressway will be added later. 

“This exit ramp is a white-knuckle journey for drivers, and it’s tricky for northbound Dixie vehicles to navigate as well,” said Matt Bullock, chief district engineer for the Kentucky Transportation Cabinet. “By improving this ramp, we’ll make arriving on Dixie Highway a safer, more welcoming experience for drivers and pedestrians.”

The realignment project will require the exit ramp to be closed for a total of nine consecutive days (including two weekends to limit traffic impacts). The contractor, Milestone, has not yet identified those closure dates.  The $724,000 project is scheduled to be completed by November.

“The City of Shively is excited for the project to begin, and we are looking forward to the changes it will create for us and all of Dixie Highway,” said Shively mayor Sherry Conner. “We are thankful for all the support we have received from all parties – whether it was financial or moral, we appreciate it.”

More Dixie improvements to come

The ramp realignment is the first phase of a two-year construction plan for significant improvements throughout the corridor, called the New Dixie Highway Project. Those improvements will fuel transformation of a major economic corridor for southwest and west Louisville. 

The New Dixie Highway Project is the first major construction project from Mayor Fischer’s “Move Louisville” initiative. 

Fueled by a nearly $17 million federal TIGER grant, the New Dixie Highway Project will include new fiber-linked traffic signals, new concrete and landscaped medians, and a first-in-the-city bus rapid transit line from TARC to run between downtown and the Gene Snyder Freeway. 

“The New Dixie Highway project is the largest concentrated investment in Louisville’s transportation network since we began the Ohio River Bridges Project,” Fischer said. “When complete, the new Dixie Highway will be safer for everyone, more efficient for motorists, more reliable for transit users and more enticing for business owners, consumers and investors.”

“This is another important step forward in making Dixie Highway safer and improving the commute for drivers and pedestrians alike,” said Congressman Yarmuth. “Transportation goes hand and hand with economic growth, so I'll continue to work with federal, state, and local leaders to make sure we pursue every opportunity available to fund these critical projects."

The project is currently up for bid through the Kentucky Transportation Cabinet, and construction may begin as early as this fall, with completion expected in December 2019.

Air Pollution Control District Notice

Notice of Action on a Title V Construction Permit

            The Louisville Metro Air Pollution Control District (District) proposes to issue a construction permit to Zeon Chemicals L.P. (synthetic rubber manufacturing plant), 4100 Bells Lane, in accordance with Regulation 2.03. The construction project is to install a new monobutyl fumarate (MBF) tank. The 30-day public comment period starts August 5, 2017, and ends on September 4, 2017. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Police Reports This Week

First Division

Major Eric Johnson Johnson began his career in 1999 with the Louisville Division of Police (LPD). Prior to merger, he served as a patrol officer and a flex detective in the former Third and Fifth Districts. After merger, Johnson served in the Fourth Division and Metro Narcotics. In August 2005, Johnson was promoted to Sergeant and served in the First Division as a patrol and Division Detective supervisor.  In April 2013, Johnson was promoted to Lieutenant and assigned to the late-watch platoon in the Second Division.  In October 2013, Johnson became the Strategic Planning Lieutenant, where he oversaw the department's strategic plan, the Mayor’s LouieStat program, the department’s response to the President's Report on 21st Century Policing and a series of performance improvement initiatives.   After being promoted to the rank of major, Johnson commanded the Administrative Services Division. Major Johnson is a graduate of Southern High School and holds a Bachelor’s Degree in Criminal Justice from the University of Louisville (U of L). He has received certifications in LEAN and Six Sigma. He also earned certification as a Balanced Scorecard Professional in advanced strategic planning.

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).   After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Joshua Judah Major Judah has been a police officer for 16 years, joining the former Louisville Division of Police in 2001. He served as a patrol officer all across Louisville, in neighborhoods ranging from Crescent Hill, Clifton, The Highlands, Downtown, Phoenix Hill, Old Louisville, Russell, Shawnee and Portland. He served as a detective in the Crimes Against Children Unit for three years, investigating physical, sexual, and internet crimes against children across Louisville Metro. He was promoted to sergeant in 2009, where he served in the 3rd Division in southwest Louisville. He was promoted to lieutenant in 2011 and served in the Chief’s Office and the 4th Division. Major Judah was most recently the commander of LMPD’s Technical Services Unit, which encompasses all of LMPD’s technical projects. Examples of these projects include body cameras, in-car cameras, investigative software applications, in-car computers, and gunshot detection systems. Major Judah was also responsible for the Real Time Crime Center, which monitors LMPD’s nearly 200 surveillance cameras, as well as the Crime Information Center, which analyzes crime trends and provides strategic intelligence for the LMPD and its law-enforcement partners in the region. Major Judah holds a BA in History from Centre College and is currently pursuing his Master’s Degree in Criminal Justice from the University of Louisville. He was the recipient of LMPD’s Commanding Officer of the Year award in 2015. He is a graduate of the Academy of Police Supervision class 39 at Eastern Kentucky University, the 127th Session of the Southern Police Institute’s Administrative Officer’s Course at the University of Louisville, and the 263rd Session of the FBI National Academy. Major Judah lives in Louisville with his wife Katie and their daughters, Miriam and Leah.
