I didn’t know the NCAA's ruling on the Louisville case was imminent when I named this “The First Five Minutes Edition” of District 8 eNews two weeks ago, but when life gives you an open lane to an extended (and admittedly tortured) basketball metaphor, you take it straight to the rim!

If my term of office was a college game, there would be about 15 minutes left in the first half – no time to panic or turn away from our game plan just yet, but the television timeout (the post-budget Designated Off Period for Metro Council the last week of June and first week of July) provides us an opportunity to make some adjustments.

Our plan going into the game was simple: pound the ball inside, get easy shots and dominate the offensive glass – meaning: attack obvious problems, score as many basic improvements as possible and work hard to correct mistakes when we make them – and it’s working. We are, in fact, getting good looks at the basket and consistently scoring (which we’ll detail more specifically in the July 18 Strategic Plan Update Edition of eNews) but depth and fatigue are clearly going to be issues as the game progresses.

It is an up-tempo style of play with a lot of bumping and hand checks – not to mention a raucous home crowd – which means the ever-present risk of turning the ball over (failing on an issue) and getting pulled away from our offense. (I can assure you that despite the fast pace, there won’t be any foul trouble out of me.)

We are going to have to rely on our bench (that’s you!) to spell our starters – and that includes 3-point specialists to come-in and help support some of our more innovative and breakthrough initiatives. I need to stick to mostly high-percentage shots.

In crunch time, success depends on protecting the basketball, hitting our free throws (taking advantage of opportunities), good ball movement (sharing power and responsibility) and rebounding (cleaning up our mistakes). District 8 Streets Report: And One!?

In this space, we provide updates on major projects and report on upcoming (scheduled and funded) streets and other infrastructure improvements.

At the risk of having to go back and correct myself later, I’m pleased to present *tentative* District 8 FY18 paving and sidewalk plans. I say tentative because the budget has yet to go final, but I am reasonably certain these are the streets that will be paved, and these are the sidewalks that will be fixed beginning July 1 through June 30, 2018.

Why these streets and sidewalks? They are a combination of the Department of Public Works’ priorities, as well as my own. DPW’s FY18 citywide paving and sidewalk budgets are $19.8 million and $2 million, respectively, and the Department funds its District 8 priorities using a share of these dollars. As a reminder, Public Works sets its paving priorities based on the Pavement Condition Index and other factors. The PCI is a numerical index between 0 and 100 used to indicate the general condition of pavement – 55 or below is considered distressed. You can view D-8 block-by-block PCI information here. DPW consults me in putting together its paving list, as well, but its final spending plan is its own. (Otherwise, we’d be paving more local streets and less primary collectors.)

Unlike with paving, I have no real say in Public Works’ sidewalks spend, as the Department simply makes repairs in the order they’re reported, as a matter of policy. (This could change as soon as next year upon completion of a “PCI” for the city’s sidewalk network, though. I wrote last edition about the problem of the current system.

Upon completion of its planning, DPW’s FY18 District 8 paving and sidewalk budgets were $1,034,766 and $30,060, respectively. I am choosing to boost those plans by investing an additional $113,747 in District 8 discretionary funds to pave the worst local streets in terms of PCI, and I am reserving $46,399 to fund my own sidewalk repair plan, which I explained last edition is designed to improve equitable access to the built environment. The best-case scenario is this D-8 sidewalk money will be matched by an 80/20 federal/local split that will provide for my entire sidewalk accessibility plan (88 repairs totaling $218,747) to be scheduled, funded and completed in a single year. If ultimately the full federal match is not available, then I’ll revisit these discretionary “sidewalk” funds with all options on the table for redirecting them.

The alley that runs between the north side of Baringer Avenue and Cherokee Road had badly needed repair work begin June 14 and it will extend through all of July. During the repair period, the alley will be closed daily between the hours of 7am and 3pm.

District 8 Development Report: Smile as You Pass

By now, many of you know that Louisville humanitarian, urbanist, journalist, thought leader and lover of this city, Branden Klayko, has passed away. I learned of Branden’s death Sunday, on my way home from the Boston area, where I spent the weekend celebrating my grandmother’s 100th birthday, admiring New England town planning and looking out plane windows down on America below – marveling at the immensity and beauty of the landscape and, by comparison, the tiny, funny human settlements we’ve built upon it. This all reminded me of Branden, of course – a man about my age (he was 33-years old; I am 36), about my name (Branden; Brandon) and about as considerate as a person can be.

Branden and I weren’t close friends but we were good acquaintances since 2009. We corresponded between Louisville and New York over the years (I turned him on to the quiet garden parks of Tudor City, one of my favorite peaceful places in Manhattan); we met for beers a handful of times once he was home; I visited him in the hospital last summer; we texted.

There is not much I can add to the accounts of Branden’s life and the tremendous impact of his work that hasn’t already been written in hundreds of tributes on social media from friends and followers across the city and beyond, as well as chronicled by professional news organizations (which speaks to the magnitude of his influence). Frankly, I’m at a loss for words, anyway.

“Come on in, or smile as you pass,” Branden said of Broken Sidewalk, his blog, his masterpiece and what he described in a single word as a “community.” What a wonderful welcome and farewell.

District 8 Neighborhood-by-Neighborhood Crime Reports: Court Awareness

The only robbery reported in District 8 last week happened on my block – the 1400 block of Rosewood Avenue – on Friday, around 4:30pm. The victim reported that a black man armed with a handgun approached him and demanded cash.

What’s notable about this crime isn’t that it happened on my street. It is not the race, gender or weapon of the suspect. It’s that I’m just now learning about it from the 5th Division Weekly Crime Report as I prepare to write this column.

None of my neighbors told me about the robbery. I haven’t see anything about it on Nextdoor, or on my neighborhood association Facebook page; our monthly meeting hasn’t happened yet. Despite my efforts to begin organizing a district-wide Neighborhood Watch Network, my own block still doesn’t have one yet.

My point is that we have a lot of work to do to help prevent crime in our area. Organizing takes time, so in the meanwhile the most important action you can take is to stay informed of what’s going on and be aware of your surroundings. You might learn about a crime that occurred on your block – and that knowledge might prevent you from becoming a victim.
