LG&E Rate Case Settlement

LG&E

Earlier this year, when LG&E requested significant gas and electric rate increases – including an enormous increase in monthly basic service charges - Metro Council urged Louisville Metro to intervene in the case.   I introduced a resolution urging intervention, which noted that “increased fixed charges sought by LG&E have the potential to undermine energy efficiency and disproportionately impact low-income Louisville Metro residents”.  The resolution attracted multiple co-sponsors and was ultimately passed 20-0.  Louisville Metro intervened in the case.

Yesterday’s announcement of a proposed settlement in the case is a significant improvement from LG&E’s request. The overall increase is substantially reduced and the monthly basic service charge increases are slashed.  Under the proposed settlement agreement, LG&E agreed to a basic service charge increase of less than $4.00 per month next year, as opposed to the requested increase of almost $22.00 per month.  

Louisville Metro should be at the table whenever a utility seeks an increase in its charges to our residents.  That’s particularly important when a utility is proposing an increase in monthly basic service charges that disproportionately affects low income individuals and reduces incentives for energy conservation.

The agreement is subject to approval by the Public Service Commission. The PSC is scheduled to consider the case on May 9.

It’s Earth Week and there are many ways to celebrate in D9.  Volunteer opportunities at the Waterfront Botanical Garden and Barret Middle School are featured in our calendar. More ways to improve our tree canopy at a discount have been announced.  Louisville Earth Walk happens April 22 (see the calendar).  You can help Salt River Watershed Watch, drink a beer made from Beargrass Creek water and watch a film about the creek, all at D9’s Apocalypse Brew Works (or watch the film from home on KET).  Brightside is selling compost.  All that - and much more- in this Earth Week edition of the D9 eNews.  Thank you for subscribing! 


Sustainability Story: TreesLouisville Tree Rebate Program

TreesLouisville

TreesLouisville Rebate Program, in partnership with the Louisville Metro Division of Community Forestry, has just been launched. This is an incentive to get homeowners to plant trees on private property; this program will run through May 31, 2017 and will allow eligible participants to receive 40% back (max. $80) on the purchase price of a shade tree.

  • Participants must be residents of Jefferson County and trees must also be planted in Jefferson County.
  • Trees must be considered a shade/canopy tree (verified by submitting itemized receipt with form)
  • Trees must be planted in a residential yard
  • Trees must measure at least 1in. diameter

More information can be found online at: treeslouisville.org/rebate. Participants may submit their rebate through the form on this page and tri-fold brochures are available at local garden centers. Shade trees are generally medium to large sized trees that have spreading canopies (think oaks, maples, lindens and elms), though smaller species like redbuds, serviceberries or dogwoods would also fall under this category. Avoid dwarf ornamental varieties. If you have questions about whether your tree is eligible for a rebate, email info@treeslouisville.org.

If you haven’t seen Morgan Atkinson’s Documentary, Beargrass: The Creek in Our Backyard, there are several opportunities this week.

Friday, April 21 from 6:00 to 10:00 p.m.: Salt River Watershed Watch Earth Day Fund Raiser at Apocalypse Brew Works.  At the annual fundraiser, participants will be able to sample Beargrass Beer and the other Apocalypse Beers on Tap.  After dark, the Beargrass Documentary will be shown in an outdoor setting for the first time.

Meet Your Legislators at Café LOUIE - April 22

Plan now to attend an informal meeting at the St. Matthews – Eline Branch of the Louisville Free Public Library to meet your local legislators on Saturday, April 22 from 9:00–10:00 a.m. Legislators will include State Representatives and Senators, along with Louisville Metro Council members. Café LOUIE is a partnership of the 2015 Bingham Fellows, Leadership Louisville Center, and Friends of the Louisville Free Public Library.


Payne & Charlton Streets Construction

The Kentucky Transportation Cabinet (KYTC) is doing some bridge deck repair on the I-64 overpass on Payne Street. Temporary signals are in place at eastbound and westbound Payne and at S. Charlton. The road work will involve both sides of the intersection.

Please use extreme caution when navigating through this intersection, which is usually heavily travelled on Thunder Over Louisville Day, this Saturday. The best advice may be to avoid the intersection if possible. If you do use it, pay special attention to the temporary signals and signage. Work is scheduled to be complete by the end of April.


Frankfort Avenue Area Lead Service Renewal Project

Over the next few weeks, Louisville Water Company will work on the water service lines on Payne Street and S. Jane Street. Specifically they are replacing Louisville Water’s lead service lines with newer materials, primarily copper. The project should be complete close to the end of the month, except for paving, which will be completed later. For more information on the project, please click here


TARC Service for Thunder Over Louisville

Thunder Over Louisville

TARC is increasing service into downtown Louisville and designating five post-event boarding areas for Thunder Over Louisville on Saturday, April 22. The service plan mirrors TARC service for Thunder in recent years.

Post-event boarding in downtown Louisville will be restricted to five locations, all within blocks of the waterfront. Buses will operate until 11:00 p.m. at several locations, click here for a complete list. Due to traffic, buses have limited access on downtown streets after the event.  The boarding locations are designed to keep buses out of heavy traffic as much as possible and to get people home as quickly as possible.

Beginning at 3:30 p.m., on the day of the fireworks, more buses will be added on routes serving downtown, improving the frequency of bus arrival times at stops and adding capacity. However, as the event draws closer, downtown routes may be delayed due to police barricades and heavy pedestrian traffic.

Regular TARC fares will apply.  A one-way fare is $1.75 or 80 cents for passengers over the age of 65, riders with disabilities and ages 6-17. TARC ID is required for reduced fare. Children under the age of 5 ride free.

Free Paper Shredding – April 29

The Chamber of St. Matthews, City of St. Matthews and community partner Eclipse Bank, will host a paper shredding event on Saturday, April 29 at the St. Matthews Community Center, 310 Ten Pin Lane. A+ Paper Shredding will be on hand with two trucks from 9:00 – 11:00 a.m., or until the two trucks are full. Small businesses, nonprofits, churches and St. Matthews residents are welcome to participate. Participants may shred up to two boxes of documents per household or business. Boxes should be no larger than “banker boxes” or 24x12x10 inches. Additional boxes can be shredded for a $10 donation. This is a drive-through event.


Free Shakespeare in the Park – April 29

Kentucky Shakespeare is proud to announce the fourth annual Shakespeare in the Parks tour. Their 6-actor, 85-minute production of Julius Caesar will be in District 9 on two dates:

  • Saturday, May 13 at 6:00 p.m. at Story Avenue Park, 1519 Story Avenue. The rain space will be Crescent Hill Methodist Church.

Brightside Premium Compost Sale – April 29

Get ready for spring with Brightside and Waste Management of Kentucky’s Premium Compost Sale on Saturday, April 29 from 9:00 a.m. – Noon at the Outer Loop Recycling and Disposal Facility, 2673 Outer Loop. Cost is $2.50 per bag or $40 per cubic meter scoop.

Compost helps in a variety of ways by keeping weeds down, keeping the soil cool, helping winter root development, top dressing for fertilizing lawns, providing an aesthetically pleasing landscape and improving soil texture and pH. 


Lexington Road Safety Project Meeting – May 18

Metro Louisville will host a second public meeting regarding Lexington Road at 6:00 p.m. on Thursday, May 18 at the Girl Scouts of Kentuckiana, 2115 Lexington Road.

  • The Lexington Road project is to improve safety along the corridor while maintaining functionality. It is an implementation of the Lexington Road Corridor Transportation Plan which involved community engagement and was completed in 2015
  • The scope of the project is Lexington Rd through the intersections of Payne St and Grinstead Dr
  • It is in coordination with a repaving of the roadway slated for later this year
  • Travel lanes will be reduced from 4 to 2 in order to calm traffic (speed reductions, lane changing, passing, etc.)
  • Left turn bay on eastbound Lexington Rd to northbound Grinstead Dr (to I-64) will be extended to accommodate rush hour congestion
  • Dedicated left turn lanes will be introduced at Girl Scouts of Kentuckiana and The Woods at Lexington Road
  • New dedicated left turn lanes from Lexington Rd to Payne St
  • Remaining right of way will be dedicated to painted medians and bike facilities
  • Creates a safer environment for all users
  • Average daily traffic (ADT) count is 10,800 but appears to be trending downwards due to Ohio River Bridges Project completion
  • Typical 4 to 2 roadway reconfigurations can accommodate up to 15,000 (ADT)
  • Improvements in safety and functionality are projected at the intersections of Payne of Grinstead
  • Lexington Rd is very similar in design to Grinstead Dr which underwent a similar treatment (2012) and has shown a 67% reduction in collisions
  • There will be two public meetings from 6:00 to 7:30 at the Girls Scouts of Kentuckiana (2115 Lexington Rd, Louisville, KY 40206) on April 19th (Wednesday) and May 18th (Thursday)
  • Meetings will be an opportunity to see and discuss the design
  • Metro has funding to study Lexington Rd from Payne St to Baxter Ave for additional improvements in the future

Compassionate Message is Rock Solid

Ursuline Sisters

Louisville Mayor Greg Fischer has designated April 15 – 23 as “Give A Day” Week. Acts of service and compassion are crafted and carried out by individuals, businesses, religious, civic and neighborhood groups, as well as corporate employee teams. Projects vary but the overall theme is demonstrating love, hope and kindness through actions.

In the past, the Ursuline Sisters of Louisville have done various projects spreading a word or deed of kindness. This year the sisters at the Motherhouse and Sacred Heart Home channeled their artistic energy and painted rocks with a special word or message.

Some of these colorful rocks will be shared with the Sacred Heart Schools on the Ursuline Campus, while others will show up wherever the sisters go… be it the grocery store, a neighbor’s lawn, their doctor’s office, to name a few spots. It is the Ursuline way of sharing a compassionate word with others and hopefully making a difference.
