We hope everyone has a Merry Christmas and Happy New Year! The District 10 E-News will return January 6
Councilman Mulvihill and family visit St. John Center
Councilman Mulvihill and members of his family recently visited St. John Center and Director Maria Price, seen at far right above.
St. John Center's mission is to help homeless men address barriers to self-sufficiency and housing so that they may leave homelessness for good. By providing shelter, social services, supportive housing, and serving as a hub with partner agencies, St. John Center is where homeless men “seek help, find hope, and move forward.”

Camp Taylor area/Poplar Level and Trevilian Way MSD sanitary sewer replacement project updates
District 10 residents: please make sure you observe the various message board signs in the construction zones in your neighborhood as they may show critical information about the most updated road closure information.

Eastern Parkway water main replacement

Again, please make sure you observe the various message board signs in the construction zones in your neighborhood as they may show critical information about the most updated road closure information.
From Louisville Water:
The next major road closure will impact Willow Avenue. Because of the location and the size of the main it is necessary to close Willow Avenue from Eastern Parkway to Alexander Road to thru traffic from December 29 to February 10. During this time, on street parking will be restricted but we do not anticipate blocking any driveways. Local homeowners will be allowed to continue to use Willow Avenue to access their homes throughout the construction.
A detour map and information on the project is available at Louisvillewater.com. Customers in the area have been mailed postcards, we will update the NextDoor app and will provide a media update.
We understand this is a major inconvenience but the project is moving along. We have completed the slip-lining and installation of new sections of pipe from the Medical Arts building to Baxter Avenue. Baxter Avenue is now open but Eastern Parkway between Baxter and Bardstown Road remains closed.
No waste collections December 26 or January 2
Garbage/yard waste/recycling: There will be no residential garbage, yard waste or recycling collection on Monday, December 26 or Monday, January 2 within in the Urban Services District (former Louisville city limits). Residents who normally have garbage/yard waste/recycling collection on Monday will have service instead on Tuesday, December 27 and Tuesday, January 3.
Residents normally serviced by private waste haulers should check with those companies for holiday collection schedules.
Staffed Recycling Centers: Staffed recycling centers will be closed Saturday December 24, Monday December 26, Saturday December 31 and Monday January 2.

Recycle your Christmas tree
Metro Public Works will provide curbside pickup of Christmas trees within the Urban Services District (the old City of Louisville boundaries) after the holiday. Beginning Tuesday, December 27, residents with City curbside yard waste pickup may set their Christmas trees and greenery out on their regular collection day. Trees must not be in plastic bags, and all decorations must be removed.
Drop-off sites will also be available for all Louisville/Jefferson County residents at three locations. Two of the three drop-off sites will also instantly recycle trees in to mulch that will be offered back to citizens for home use.
Those wishing to receive mulch must bring an appropriate container in which to carry it. This mulch performs particularly well for acid-loving plants such as azaleas and rhododendrons.
Residents normally serviced by private waste haulers should check with those companies to see whether and when tree pickup is available.
Christmas tree vendors may recycle their unsold trees on Tuesday, December 27 ONLY, and only at the Hubbard’s Lane site.
DROP OFF LOCATIONS
East District Recycling Center, 595 N. Hubbards Lane (Bring containers to take home fresh mulch.)
Southwest Government Center, 7219 Dixie Highway (Bring containers to take home fresh mulch.)
Waste Reduction Center - 636 Meriwether Avenue (Tree drop-off only. Mulch is not available at this location.)
DATES
December 27 through 30, and January 3 at Hubbards Lane and Dixie Hwy sites.
Through January 14 at Waste Reduction Center
TIME
9 a.m. to 4 p.m.

Electronics recycling available
When new electronics such as televisions and computers arrive in homes across the city this holiday season, Louisville citizens shouldn’t relegate the old devices to the garage or basement never to be used again. Let Metro Public Works recycle those newly obsolete electronics instead.
Free post-holiday electronics drop-off service is available at Public Works' Waste Reduction Center at 636 Meriwether Avenue. Drop-off will be available from 8 a.m. to 3 p.m. on these three Saturdays: January 7, January 14 and January 21.
The special holiday promotion is in addition to our regular year round electronics recycling program. Details on the regular program are available on our website at https://louisvilleky.gov/government/public-works/electronics-recycling.

Don't leave your car running and unoccupied
Don't give thieves a Merry Christmas - don't leave your car running unoccupied.
A warning from the Louisville Metro Police Department:
Officers will issue a citation to the owners of any vehicles that they observe running and unoccupied.
First, it's against the law. It's also risky, as it makes it easy for a thief to drive away with your vehicle. Thefts from vehicles, and thefts of vehicles are up this year, so be vigilant.
Rental registry for rental properties in Metro Louisville is now up and running online
Effective March 1, 2017, all property located in Louisville Metro and occupied or offered for occupancy in exchange for money or any other consideration must be registered with Louisville Metro Government. Registration itself is free and the information required includes the rental unit street address along with current contact information of the owner and managing operator.
New owners must register within thirty days of any ownership transfer. Any change in contact information must be updated on the registry within thirty days of said change.
Registration is FREE but requires an account with Develop Louisville. Click the links below to establish an account and access the registry, or to get detailed information and instructions on registry requirements.
For more information about the registry, visit the Codes & Regulations website here.
The need for the Rental Registry was prompted after concerns were raised by code enforcement inspectors, citing the difficulty in finding people responsible for problem properties. Currently, some listings have only a Post Office Box number or LLC as contacts in the event of a violation.

Louisville selected to receive $29.5 million HUD grant to jumpstart Russell revitalization
Louisville is receiving a $29.5 million implementation grant through the U.S. Department of Housing and Urban Development’s (HUD) Choice Neighborhoods Initiative program.
The federal funding is expected to leverage more than $200 million in private, foundation, nonprofit and public dollars to fully implement Vision Russell, a comprehensive transformation plan for the neighborhood, starting with a phased deconstruction and redevelopment of the Beecher Terrace public housing site. Vision Russell was developed over the past two years by Louisville Metro Government, the Louisville Metro Housing Authority (LMHA) and community residents, agencies and leaders.
Vision Russell efforts will focus on several key components in transforming the neighborhood, including:
- Tearing down and redeveloping Beecher Terrace into a sustainable, multi-generational, mixed-income, mixed-use development;
- Developing one-for-one, off-site replacement housing for Beecher Terrace residents in their neighborhoods of choice;
- Increasing safety and security;
- Re-creating strong retail and service centers within the neighborhood;
- Improving educational and health outcomes for Beecher Terrace and Russell households; and
- Improving community connectivity.
Construction in Russell will start in mid- to late 2017 and continue for seven years. At least 25 percent of the work will be performed by minority-owned businesses, 10 percent by female-owned businesses, and a half percent by businesses owned by disabled people.

TARC seeks student artists for "Design A Bus" contest
TARC and TreesLouisville, Inc. are partnering this year for the 18th annual Design-a-Bus contest, featuring artwork by schoolchildren throughout Louisville and Southern Indiana.
This year’s artwork will highlight the theme “Trees Louisville” to draw attention to the need to plant trees for a more livable and healthy community now and for future generations.
The contest is open to all elementary and middle school students in Jefferson, Oldham and Bullitt counties in Kentucky and Floyd and Clark counties in Southern Indiana. Twelve winners will be chosen to have their posters displayed on a TARC bus, and winners and their adult guests will be invited to participate in the Republic Bank Pegasus Parade on Thursday, May 4, 2017 celebrating their victory. Artwork becomes the property of TARC.
Art for the contest could underscore the many benefits of trees. They create stronger, more positive communities with safer streets, less crime and more successful business districts. Trees also lead to improved health and air quality. They absorb storm water, prevent erosion, provide wildlife habitat, moderate temperatures, provide energy savings, and reduce noise levels.
For further inspiration, students are encouraged to visit https://treeslouisville.org/ or ridetarc.org.
Entries should be in marker, crayon or paint and submitted on 11-by-17 white paper, or digitally through a JPEG or PDF file. Entries will be judged on visual appeal, creativity, originality and message. All artwork is to be produced by the student only. This year's entry deadline is Friday, Feb. 24, 2017.
Entry forms must be attached to hard or digital copies. For copies of entry forms, visit www.ridetarc.org or e-mail Russell Goodwin rgoodwin@ridetarc.org or Jessica Holman at jholman@ridetarc.org. Digital copies of entries with forms attached can also be sent to Russell and Jessica. Paper entries should be sent to TARC, c/o Marketing Department., 1000 W. Broadway, Louisville, Ky. 40203.

Reverend Kirk M. Bush of Harrods Creek Baptist Church started a petition asking Wal-Mart to reconsider its decision to cancel the planned supercenter development at 18th & Broadway.
