Louisville Water Company (LWC) has scheduled a second meeting regarding its proposal for a back-up generator and access road at the Crescent Hill Water Treatment Plant, near the intersection of Frankfort and Stilz Avenues. This second "community conversation" will be held on Tuesday, September 27, beginning at 6:30 p.m. at Louisville Water Tower Park.

LWC captured questions and comments from the first meeting in August and promised a follow-up meeting. During this second meeting, LWC will address the questions and comments it has received and share updated designs of the generator building.

Reducing solid waste is reducing the amount of trash that goes to landfills.  For most of this year, Metro Public Works has been working on a strategy to cut down on the use of landfills by reusing goods and materials as much as possible. The next step in that process is next week – and you're invited.     

Public Works will host a meeting of the Reuse Committee on Thursday, September 29, 2016 at the Southwest Regional Public Library. The committee is a community wide citizen effort begun in February to design a strategy to help cut down on the use of landfills by reusing goods and materials as much as possible.

Anyone with an interest is invited to take part in the meeting scheduled for 6:00 p.m. to 7:30 at the library at 9275 Dixie Highway.

The aim of this Collective Impact Committee for Reuse is to help achieve the city’s goal of diverting solid waste going to the landfill by 90 percent by the year 2042.

The September meeting will build on the brainstorming from the February launch, formalize a structure and planning process for the committee, and start the leadership selection process.

One of the ways District 9 spends your tax dollars is graffiti removal in the public rights-of-way.  The Highland Commerce Guild's graffiti removal team regularly removes such graffiti when it is spotted. 

The graffiti removers have been very  busy recently.  In August alone, they removed graffiti in forty D9  locations.  An example is the flood wall along Mellwood Avenue near Brownsboro Road.  The photo shows the wall after graffiti  was removed.  (We're not including the "before" photo so as not to reward or encourage the vandal). 

The best prevention of graffiti is its quick removal, since the primary goal of graffiti vandals is for their "work" to be seen. If graffiti is removed quickly, there's less payoff for the risk and work involved.  If there is graffiti on your private property, we cannot remove it but encourage you to do so as soon as possible.  If you see graffiti in the public rights-of-way (for example, a street wall, traffic sign or sewer grate), contact me or 574-1109 with the exact address and a description of  the item the graffiti is on.  We'll turn it in for removal.

The Clifton Community Council is working with the Urban and Public Affairs Department of the University of Louisville to write a Clifton Neighborhood Plan. The purpose of a Neighborhood Plan is to assess the current situations and issues of the neighborhood and work directly with neighborhood residents/neighborhood businesses/stake-holders to plan for the next ten years.

The UofL Masters of Urban Planning program is teaching and preparing graduate level students to become City/Urban planners.

There will be three public meetings and all stakeholders of Clifton are invited and encouraged to attend. Meetings will take place at Clifton’s Campus of Northeast Church; 131 Vernon Avenue.

• Thursday, September 22 at 6pm, 131 Vernon Ave. Visioning session led by students. UofL team will lead stakeholders through a collaborative process to help identify key issues, formulate a neighborhood vision, and begin prioritizing specific goals/objectives/implementation strategies towards carrying out the neighborhood vision.
• Thursday, October 13 at 6pm, 131 Vernon Ave. Workshop/Midterm presentation. UofL team will provide an overview of analysis and tasks completed thus far and will lead neighborhood stakeholders/workshop participants through exercises to focus on questions of where, what, and how much based on the specific planning goals/objectives.
• Thursday, December 1 or Thursday Dec. 8 at 6pm, 131 Vernon Ave. Final presentation to the CCC and community. UofL team will present the final plan.

The UofL Neighborhood Planning Studio is a graduate level course in the Masters of Urban Planning program. Over the course of the semester (8/25-12/8), six students work to create a professional-quality neighborhood planning document for a specific neighborhood organization. The course is structured to give students hands-on planning experience and they are expected to function as a planning consultancy team, with the neighborhood organization serving as their client. 

The next step in the proposed redevelopment near the intersection of Lexington Road and Grinstead Drive is two follow-up neighborhood charrette meetings scheduled for Monday, September 26 and Wednesday, September 28 both beginning at 7:00 p.m. at Girl Scouts of Kentuckiana Learning Center, 2115 Lexington Road. The meeting is being hosted by Bardenwerper, Talbott & Roberts, PLLC, to discuss a zoning change from C-2 to Planned Development District consisting of mixed residential, office, retail and restaurant on 3.32 acres at 2294, 2300, 2338 & 2340 Lexington Road and 2501, 2503, 2509, 2511 & 2515 Grinstead Drive. The property is located within the Irish Hill Neighborhood, but will impact surrounding neighborhoods.

The Metro Department of Public Health and Wellness has scheduled a community educational forum on Wednesday, September 28 from 6:00 – 7:30 p.m. at 400 E. Gray Street, to discuss e-cigs and hookah and the effects on indoor air quality.

Over 500 communities across the country have passed laws that prohibit the use of e-cigarettes, “vaping”, or the use of hookahs in indoor public places. Mayor Fischer’s administration has called for a community discussion on expanding the current smoking ordinance to include e-cigarettes and hookahs.  expanding the current smoking ordinance to include e-cigarettes and hookahs.

LIHEAP (Low Income Home Energy Assistance Program) is a federally funded program that provides financial assistance to help low income residents pay utility bills. The Subsidy component of LIHEAP begins Nov. 1, 2016. 

Pre-registration opportunities will be offered beginning Oct. 3rd for those Jefferson County residents who are on a fixed income, and who are elderly (age 60 or over) or disabled receiving Social Security, SSI, pension or Black Lung benefits.  These early registration events take place at 14 community centers and senior centers across the community.

Mark your calendars for Saturday, October 22nd for a cleanup of Frankfort Avenue between Mellwood and Story Avenues in the Butchertown Neighborhood. Volunteers should plan to meet at 8:30 a.m. at Frankfort and Mellwood for coffee and breakfast sandwiches, and the cleanup will officially begin at 9:00 a.m. We’ll supply bags, gloves, and t-shirts on a first-come, first-serve basis.
