For the Subsidy Phase of LIHEAP, residents can apply regardless of the status of their utility bills and need to bring the most recent heating bill or verification from a landlord stating heating expenses are included in rent.
Appointments will be issued at all three LIHEAP offices weekdays between 8:00 a.m. to 1:00 p.m., based on appointment availability. Upon registering for an appointment, residents will receive an appointment slip verifying the appointment date, time and location. LIHEAP applications will be completed at the time of the appointment and the assistance received is a one-time benefit, paid to the heating vendor. All offices will be closed November 26 and 27 for the Thanksgiving holiday and no appointments will be issued on Fridays at the East Office. Applicants must be Louisville Metro/Jefferson County residents with a household income at or below 130% of the federal poverty guidelines and willing to provide the following documentation at the time of their appointment:
- Proof of all household income for the preceding month (food stamp award letter, Social Security award letter, pay stubs, etc.). If there is no income in the household, please complete a “Proof of No Income” form prior to applying for benefits.
- Social Security card(s) or official documentation with social security numbers or Permanent Resident Card Numbers for everyone living in the household.
- Most recent heating bill or verification from landlord that heating expenses are included in the rent (i.e. lease agreements).
Individuals who are unable to apply for this program in person may send a representative on their behalf with a note including the applicant’s signature and phone number. Call 574-1157 for more details on how this process works. Residents who are homebound and who are unable to send a representative, may call 574-1274.

Louisville Metro residents have three good options for disposal of falling leaves this autumn. The best option is a “Love ‘em and Leave ‘em” approach that leads to healthier yards as described below.
Other choices, in order of preference, include reusable containers and compostable containers. As a last resort the Solid Waste Management Division of Public Works is offering a free leaf drop-off service. The drop-off service will be available Tuesday through Saturday, November 10 through December 5.
Drop-off will not be available on November 26 and 27 in observance of the Thanksgiving holiday. Only loose leaves will be accepted. They will be turned into compost and used in mulching projects throughout the city. Containers used to bring leaves to the drop-off sites must be disposed of off-site by residents.
This is the first leaf season since enforcement of an update to the Yard Waste Container Regulation went into effect on January 1, 2015. The update requires that yard waste be disposed of in reusable or compostable containers instead of regular plastic bags.
The drop-off service will complement methods citizens used successfully to comply with the regulation through the planting and growing seasons. Residents are urged to consider one of the following disposal methods before using the drop-off service:
Best: For a healthier lawn, mulch leaves with a lawnmower and let them settle into the turf system along with grass clippings and trimmings as a natural fertilizer and weed deterrent. Get more information on this Love ‘em and Leave ‘em approach at www.lelelouisville.com.
Next Best: Place yard waste in reusable containers no larger than 40 gallon capacity that have handles (old style trash cans) to reduce the need for continual purchase of single-use bags.
Still Good: Place yard waste in paper bags designed for yard waste collection or in compostable plastic bags that meet ASTM D6400 standards.

Help your community by recycling! Our landfills are a finite resource with only so much space to hold all of our community's trash. Recycling as much as possible keeps reusable materials from going to the landfill and extends the landfill's life. Councilwoman Fowler has partnered with Solid Waste Management to provide a Recycling Bin at Sun Valley Park to allow Southwest residents to dispose of recyclable materials for FREE!
(Only Paper, Cardboard, Plastic, and Glass are allowed. No hazardous materials or containers are permitted.)
