District 13 Brightside Fall Clean-up
 I was proud to sponsor Phase 2 of the clean-up of Fenley Cemetery last Saturday as District 13's project for the Fall Brightside Clean-up. We completed the first phase in the spring as volunteers cleaned out the neglected and overgrown cemetery. The second phase was to locate, identify, repair and clean headstones.
I want to thank all of our volunteers from Passport Health, Volunteer Match and the Iroquois Neighborhood that braved the last Saturday's weather to continue this clean-up of Fenley Cemetery.

The DixieDoOver Project has
received $16.9 million in funding from the TIGER Federal Grant
program. The T.I.G.E.R. (Transportation Investment Generating Economic
Recovery) program was developed by Congress in 2009 to generate economic
development and improve access to reliable, safe, and affordable transportation
for disconnected communities both urban and rural, while emphasizing improved
connection to employment, education, workforce development, community
revitalization and other opportunities.
The Dixie Highway Master Plan was commissioned to study the need
for improvements along the corridor to help spur economic development and
improve safety.
The estimated $35 million project, which currently runs from Oak
Street to the Gene Snyder interchange, has already received over $12 million in
funding from the state budget to proceed with design and construction.
The long awaited demolition has begun on the non-historic sections of Colonial Gardens as part of the renovation and redevelopment work for the facility.
Earlier this year $25,000 in the current city budget was earmarked to provide a better exterior appearance pending the non-historic demolition with things such as better fencing, temporary lighting, and signage for this economic development. Additional funds were also budgeted for roof repairs to the historic structure.
After years of neglect, the property was purchased by Metro Louisville in 2013. The following year, the city approved a $1.2 million dollar development to Underhill Associates to commercially develop the property. The agreement calls for development of at least 16,000 square feet of new retail, restaurant and commercial outlets on the property.
Colonial Gardens’ critical location across the street from the Iroquois Amphitheater, positions this project as a prime economic development for South Louisville.

The
Louisville Jack O' Lantern Spectacular includes over 5,000 professionally
carved jack-o-lanterns in themed scenes and set to music along a nearly
one-third-mile trail through the woods of Iroquois Park. Because carved
pumpkins don’t last forever, the display completely changes every seven
days.
Proceeds from the Jack O' Lantern Spectacular benefit Louisville
Metro Parks Foundation. The trail is approximately 1500 feet long and may take
between 30 to 60 minutes to walk.
The Jack O' Lantern trail is a soft surface trail, and there are a few steep
slopes. Staff and volunteers are stationed along the trail and can offer
assistance as needed. The trail is appropriate for children, adults, and active
seniors. Only service animals are allowed on the trail.
 Daylight Savings Time ends November 1st, 2015, at 2:00 AM
Most cell phones and computers will change automatically, but those pesky analog ones definitely won't.
And while you're changing your clocks, remember to check your smoke detector batteries. One third of all smoke detectors have dead, near dead or disconnected batteries in them doubling occupants' chances of perishing in a home fire. It's also a great time to change that box of baking soda in the fridge and the air filter in your furnace.

 LIHEAP Subsidy Begins November 4
The
Subsidy Phase of LIHEAP (the Low Income Home Energy Assistance Program) begins
Nov. 4th. LIHEAP provides utility assistance for income eligible
residents of Jefferson County, with a household income at or below 130% of
the federal poverty guidelines.
Residents wishing to apply must have an appointment.
Scheduling for appointments will begin, in person only, Nov. 2 between 7 a.m. -
4 p.m., and Nov. 3 between 7 a.m. - 1 p.m. at the Central LIHEAP Office only
located at the Urban Government Center, 810 Barret Ave., Room 127.

 Veterans
Day Parade
The 2015 Veterans Day Parade and Massing of the Colors is set
for Wednesday, November 11 at 11:00 a.m.
Thousands will gather downtown to honor
our nation's veterans. The parade will march along Main Street from 3rd to 6th
concluding with a ceremony on the steps of the Kentucky Center for the Arts.
“It’s our goal to make Louisville the most supportive and responsive community
in the nation for veterans,” said Mayor Greg Fischer.

Louisville
Metro residents have three good options for disposal of falling leaves this
autumn. The best option is a “Love ‘em and Leave ‘em” approach that leads to
healthier yards as described below.
Other
choices, in order of preference, include reusable containers and compostable
containers. As a last resort the Solid Waste Management Division of Public
Works is offering a free leaf drop-off service. The drop-off service will be
available Tuesday through Saturday, November 10 through December 5.
Drop-off
will not be available on November 26 and 27 in observance of the Thanksgiving
holiday. Only loose leaves will be accepted. They will be turned
into compost and used in mulching projects throughout the city. Containers used
to bring leaves to the drop-off sites must be disposed of off-site by
residents.
This
is the first leaf season since enforcement of an update to the Yard Waste
Container Regulation went into effect on January 1, 2015. The update requires
that yard waste be disposed of in reusable or compostable containers instead of
regular plastic bags.
The
drop-off service will complement methods citizens used successfully to comply
with the regulation through the planting and growing seasons. Residents are
urged to consider one of the following disposal methods before using the
drop-off service:

For a healthier lawn, mulch leaves with a lawnmower and let them settle into
the turf system along with grass clippings and trimmings as a natural
fertilizer and weed deterrent. Get more information on this Love ‘em and Leave

Next
Best: Place yard waste in reusable containers no larger than 40 gallon capacity
that have handles (old style trash cans) to reduce the need for continual
purchase of single-use bags.
Still
Good: Place yard waste in paper bags designed for yard waste collection or in
compostable plastic bags that meet ASTM D6400 standards.
