Louisville’s Metro Council moved quickly to approve a needle
exchange authorized under a new state law to combat heroin addiction and abuse.
The council, on a bipartisan vote of 22-0, voted to permit local
public health officials to operate a substance abuse treatment service that
will allow intravenous drug users to exchange used syringes for sterile ones.
Louisville became Kentucky’s first city to authorize the program
to be run by the Department of Public Health and Wellness
At the Council's Public Safety Committee State Representatives
Denny Butler, Joni Jenkins and John Tilly spoke about the legislation passed
and the benefits the other 35 states that have programs have
realized. Nearly 30% of those that participate in an exchange program seek
and enter treatment within the first year and crime lowers in those
communities.
LMPD Chief Conrad spoke about the need to protect first responders
who may get stuck by an uncapped needle.More information will be shared as it
becomes available. The Health Department hopes to have a plan in place early
summer.
