K-15 construction funding
The City received word this week that Newton will receive $1.2 million in City Connecting Link Improvement Program (CCLIP) funding from the Kansas Department of Transportation for the next phase of K-15 construction. This will be a full pavement reconstruction of Main Street from 11th Street to 13th Street, including the full intersection at 12th and Main. This is a major project that will be coming in the next couple of years.
 Newton Rec Commission
- The last day of public swim at Newton Pool is Aug. 13. The Pooches' Plunge dog swim will be Saturday, Aug. 17.
- Newton Recreation Commission staff is obtaining quotes for a new sound system at Fischer Field. The estimated cost is around $30,000, to be funded by the Public Building Commission.
- The Rec Commission approved a not-to-exceed budget for 2025 with a small mill levy reduction. The budget hearing will be at 7 a.m. Wednesday, Aug. 21 at the Rec Center.
 First Street water tank
Demolition began this week on the old First Street water tank. This demo has been a long time coming, as the 1939 tank had reached the end of its useful life. The first of two new tanks was completed and brought into service earlier this year. Once this demolition is complete, work will begin to construct a second new tank on the site. Having two tanks will allow one to be taken down for maintenance while maintaining adequate water storage for the city.
Engineering & Project Updates
- The Themian Park Committee appointed by the City Commission, Board of Education, and Rec Commission met this week and approved a site layout. Staff will be putting a detailed estimate together and bringing it back to the committee the first week of October. The proposal will then be taken to all three governing bodies for approval. The Themian Park group is raising funds through the Newton Community Foundation to pay for the proposed improvements. Once funds are raised, the project can be put out for bids.
- The traffic signal and intersection improvements at First and Spencer are underway.
- The Police training facility bid opening occurred this week, with Accel Construction as the low bidder. The City Commission will consider bids at the July 23 meeting.
- Code enforcement staff sent out 56 tall grass/weed violation notices this week.
- Reconstruction of Runway 8-26 at Newton City/County Airport is expected to gain 90% funding for design work from the FAA. The City Commission will consider moving forward with design work at the July 23 meeting.
- Staff submitted an application last week to the U.S. Department of Transportation for a SMART grant to assist with traffic analysis and signal upgrades throughout Newton. This is a federal grant with strong competition. Award notices will be later this year or early next.

Parks & Public Works
- The poured-in-place rubber surfacing was repaired at Lincoln Park and Athletic Park playgrounds.
- Parks staff refreshed the landscaping and mulched at Midtown Arboretum.
- Four cemetery services were held this week.
- Street and Parks staff finished burning the limb pile from the May 19 wind storm.
- Inspectors tagged 21 locations for having junk at the curb. Six scheduled a bulky item pickup and were charged the $10 fee, and 15 were taken care of by the resident.
