 At the City Commission meeting, the Commissioners heard from sellers and residents in oral and written testimony concerning the sale and discharge of fireworks over the Independence Day Holiday. Comments regarding the balance of mental health considerations and support of businesses were key discussion items. Discharge dates have been set to the weekend prior to the 4th of July, and the 3rd and 4th of July after discussions to find a compromise of the conflicting interests.
Kansas state law allows for the sale of fireworks from the 27th of June to the 5th of July. In a 4-1 vote, the Commission approved the sales days of June 27th through July 4th from 10 am o 10 pm with discharge being on June 28th, 29th and July 3rd from 10 am to 10 pm and July 4th from 7 am to 10 pm.
Permit and performance bond fees remain that same as last year at $2,500 and $1,000 respectively.
The City Commission approved a final grant agreement between KDOT and the City to fund extension of rail at the Kansas Logistics Park. The award for $3,044,419 is to fund 75% of the costs of construction.
This grant was given subject to GAF's commitment to building in Newton and after GAF signed a development agreement in May of 2023, KDOT began working with the City to draft the rail agreement. While the City will be bound to pay for any excess over the amount of the grant, this is a project that has been on the City's Comprehensive Plan and is dependent on development to move forward.

- Approved an updated agreement with Caring Hands Humane Society for animal control services for $47,000 per year with an addition $20 per day for days in excess of the standard 3 day hold.
- Approved plans and specifications for Country Club Lift Station and set bid time for February 22nd at 11 am. .
- Received an update on the the City's NPDES Stormwater permit.
