HCBS Training Announcement
This is notification that the HCBS Waivers Settings Final Rule 101 Training is now available on the Kansas TRAIN online education platform.
HCBS providers shall ensure all staff and recurrent volunteers have consistent and reinforced training annually and/or as needed, which must include the Settings Final Rule. Training of new staff and recurrent volunteers must be provided within three months of their starting date with a provider. A competency test with a passing score of 100% shall be required of all provider staff. A certification of completion for the course will be issued to each staff to be kept on file by the provider.
HCBS providers shall keep a record of trainings and awareness for all provider staff, recurrent volunteers, and persons-served to be shown upon request to KDADS during HCBS ongoing monitoring and complaint checks. Provider records shall describe how staff are trained and monitored on their understanding of the HCBS Settings Final Rule. Training records must be kept on file for five years. The HCBS Program Integrity/Compliance Team shall offer guidance and training on how to remediate a settings’ identified areas of non-compliance when needed and upon request.
All services subject to HCBS Settings Final Rule requirements must assure all staff complete this training. This includes self-directed and agency directed services. This course meets the HCBS Settings Final Rule training requirement of the HCBS Settings Ongoing Monitoring Compliance Policy.

To Access the online training modules at Kansas TRAIN:
- Go to: https://www.train.org/ks/welcome
- If no current sign-in credentials, select the “create an account” option and follow system prompts.
- Enter Login Name and Password.
- How to locate training:
- Enter the training title or the Kansas TRAIN ID # (see module chart below) associated with the module into the search bar.
- Click on the training module when it populates.
- Click “launch” take training located at the top of the module page.
- Training can be repeated until a successful passing score is achieved.
- Staff is to print training completion certificate for the service provider to have on file for KDADS ongoing monitoring checks.
The chart below lists the required training module for all HCBS setting staff.
