ARPA Investments Driving Positive Change Across Kent County
After years of planning and collaboration, two projects, partially funded by our American Rescue Plan Act (ARPA) allocation, are poised to address critical issues in behavioral health and workforce development.
Behavioral Health Crisis Center
The recent ribbon-cutting ceremony for the new Behavioral Health Crisis Center (BHCC) on the Trinity Health Grand Rapids campus marked a pivotal moment for mental health care in the region. This state-of-the-art facility, set to provide walk-in behavioral health services around the clock, embodies the essence of community-driven support for those in crisis.
This project has been a long time coming, with groundwork laid as far back as 2017. Through the concerted efforts of various stakeholders including healthcare systems, education institutions, law enforcement agencies, government bodies, insurance providers, and community advocates, the BHCC stands as a testament to collective determination and compassion.
What sets the BHCC apart is its "no wrong door" approach to crisis care. Regardless of income, insurance type, or zip code, adults in Kent County will have access to vital behavioral health services, ensuring that no one falls through the cracks in their time of need.
West Michigan Construction Institute Expansion
Another ARPA-funded project is the expansion of the West Michigan Construction Institute (WMCI). Responding to the burgeoning demand for skilled professionals in the construction industry, WMCI's expansion will introduce two new trade programs catering to high school students, adult learners, and commercial construction professionals alike. By increasing the institute's capacity and curriculum, the project aims to equip West Michigan's workforce with the skills and credentials necessary to thrive in a competitive market.
Thanks to a $1 million ARPA grant, this project is on track for completion in early 2025. Beyond addressing the immediate needs of the construction sector, the initiative underscores a broader commitment to empowering individuals and fostering economic growth across the region.

Proposed Lodging Assessment Increase to Boost Regional Development
The Board of Commissioners has taken a significant step towards funding transformative projects throughout the region. On May 2, the Board voted to place a proposed increase to the County’s lodging tax (otherwise known as the Visitors Tax) on the Aug. 6 primary ballot. If approved by voters, this increase would raise the County’s ability to levy the assessment to 8%.
Kent County’s Visitors Tax has remained at 5% since 1989. However, recent legislation now allows counties like Kent to seek voter approval for an increase up to 8%.
Given that a significant portion of overnight visitors to Kent County come from outside the broader Grand Rapids-Kalamazoo-Battle Creek region, the Visitors Tax solely impacts individuals who use lodging services (less than 30 consecutive dates) within the County. This means that the burden of the assessment falls largely on visitors rather than local residents.
If approved, the Board would then consider amending the County’s lodging ordinance and levying the assessment up to the 8% cap, effective Jan. 1, 2025. Furthermore, the Board would decide on the allocation of the additional revenue generated from the Visitors Tax. As per the stipulations of the law, the additional revenue could potentially support various convention and entertainment venues, including the Acrisure Amphitheater, a soccer stadium currently under development, and a potential aquarium.

As Public Service Recognition Week draws to a close, we want to recognize the dedicated individuals who serve our nation in various governmental roles. Since 1985, the first week in May has been a time to express gratitude to federal, state, county, local, and tribal government employees for their contributions.
The Board extends its sincere thanks to our nearly 2,000 County employees for their hard work and dedication. Whether it's maintaining infrastructure, providing essential services, or fostering community well-being, their commitment is instrumental in enhancing our community's quality of life.
