Unfinished Business
Ordinance No. 44-2025 To Amend Certain Portions Of The Unified Zoning Ordinance Of Tippecanoe County, Indiana, Designating The Time When The Same Shall Take Effect. (UZO Amendment #122) (Gasoline Service Stations) (Submitted by Area Plan Commission) [No. of Readings 1 of 1]
This ordinance is a response to a request from the City of Lafayette to amend the Unified Zoning Ordinance (UZO) to address the rapid proliferation and over-saturation of gas stations within Lafayette city limits. The amendment sets new standards and restrictions, including decommissioning requirements, for gas stations, fueling centers, truck stops, car washes, and oil change businesses. Each jurisdiction making up the APC must vote on the amendment. That is the reason it comes to WL City Council. WL, and any other APC jurisdiction, may choose to join Lafayette with these new rules if the Council chooses to do so.
This ordinance passed. The Lafayette City Council made changes to the ordinance that will go to the APC and then those amendments will come to West Lafayette City Council, probably at the December 1 meeting.
Ordinance No. 45-2025 An Ordinance Authorizing The Acquisition, Construction And Installation Of Certain Improvements To The Sewage Works Of The City Of West Lafayette, Indiana, The Issuance Of Additional Revenue Bonds In One Or More Series To Finance The Cost Thereof, The Collection, Segregation And Distribution Of The Revenues Of Such Sewage Works, The Safeguarding Of The Interests Of The Owners Of Such Revenue Bonds And Other Matters Connected Therewith, Including The Issuance Of Notes In Anticipation Of Such Bonds, And All Matters Related Thereto (Sponsored by Mayor) [No. of Readings 2 of 2]
This is ordinance authorizes the issuance of bonds for the planning and design of improvements to the Wastewater Treatment Facility to accommodate the growth of the community.

New Business
Ordinance No. 46-2025 To Amend Certain Portions Of The Unified Zoning Ordinance Of Tippecanoe County, Indiana, Designating The Time When The Same Shall Take Effect. (LV Collective – Andree Sahakian) (Chauncey Annex Redevelopment) (CBW to PDMX) (Submitted by Area Plan Commission) [No. of Readings 1 of 1] Note: This Ordinance was filed with a Legal Description; however, the Clerk's Office is waiting on a cleaner version of it before uploading it. It is expected to be added as Page 3 of the Ordinance by October 28, 2025.
This ordinance is proposed to rezone a property on the north side of State Street, the former location of La Bamba and Jimmy John’s, to allow for a 15 story apartment building. A description and renderings are provided in the agenda packet.
This ordinance was tabled by the petitioner’s request to the December 1 WL City Council meeting.
Ordinance No. 47-2025 To Amend Certain Portions Of The Unified Zoning Ordinance Of Tippecanoe County, Indiana, Designating The Time When The Same Shall Take Effect. (UZO Amendment #123) (Large Data Centers) (Submitted by Area Plan Commission) [No. of Readings 1 of 1]
This ordinance is a proposed amendment to the UZO to define large data centers and to limit their location in Tippecanoe County.
This ordinance passed.
Ordinance No. 48-2025 An Ordinance Amending Various Sections Of The West Lafayette City Code (Payment Fees and Reduced Fees for Low-Income Relief) (Sponsored by Controller) [No. of Readings 1 of 2]
This ordinance amends City Code to update some of the language regarding payment of fees. Also, it eliminates the “Unoccupied Premises” provision in the Code. All changes are indicated in ordinance copy in the Agenda Packet.
This ordinance passed on its first reading and will be heard and voted on again at the December 1 Council meeting.
Ordinance No. 49-2025 An Ordinance Allowing Managed Natural Landscapes In The City Of West Lafayette, Indiana (Sponsored by Councilor Bellisario) [No. of Readings 1 of 2]
This ordinance amends the City Code to allow for “Managed Natural Landscapes” in the city limits. The definition of a Managed Natural Landscape is given in the indicated changes to the code available in the Agenda Packet.
This ordinance was tabled in Pre-Council to the December 1 Council meeting to clarify some of the statements in it prior to a vote.
Resolution No. 21-2025 A Resolution Requesting The Transfer Of Funds (Miscellaneous) (Prepared by Controller) [No. of Readings 1 of 1]
This resolution asks for a transfer of funds from one account to another to accommodate imbalances to those accounts. The proposed transfers are listed in the resolution.
This resolution passed.
Resolution No. 22-2025 A Resolution Of The Common Council Of The City Of West Lafayette, Indiana, Affirming The First Amendment, Supporting The West Lafayette Public Library's Adoption Of The American Library Association's Library Bill Of Rights, And Declaring The City Of West Lafayette A Free To Read City (Sponsored by Councilors Burr and Schenkel) [No. of Readings 1 of 1]
This resolution is stating support for First Amendment rights of free access to library materials, commending the West Lafayette Public Library, opposing censorship in the form of removing books from the library, and declaring West Lafayette as a Free to Read City.
This resolution passed.
Resolution No. 23-2025 A Resolution Reappropriating The Necessary Funds Resulting From The 2021, 2023, and 2024 Community Development Application Of The City Of West Lafayette Under Title I Of The Housing And Community Development Act Of 1974, As Amended (Submitted by Department of Development) [No. of Readings 1 of 1]
This resolution reappropriates funds from the 2021, 2023, and 2024 Community Development Block Grant Funds. Those changes are provided in the copy of the resolution in the Agenda Packet.
