This special edition is dedicated to 2019 Open Enrollment. Please review all the enclosed information concerning your health care coverage. During this period, you can choose to make additions or changes to your benefit selections.

All Open Enrollment communications, including carrier information, rates and plan summaries, are posted on the
Open Enrollment 2019 website:
www.in.gov/spd/openenrollment.

This information applies to state employees eligible for benefits and does not apply to conservation officers, excise officers, Indiana State Police plan participants, temporary employees or contractors.


Eligibility requirements

There are no medical, dental or vision pre-existing condition limitations for participants on the state’s plans. All active, full-time employees and elected or appointed officials are eligible to participate. Dependents of eligible employees may be covered under the State’s benefit plans. In order for dependents to be covered, the employee must be covered.

For the purpose of benefits eligibility, full-time employees are defined as active employees whose regular work schedule is at least 37½ hours per week. Part-time, intermittent and hourly (temporary) employees who worked an average of thirty (30) or more hours per week over a 12-month review period would also be eligible for medical insurance. Part-time, intermittent and hourly (temporary) employees working less than thirty (30) hours per week over a 12-month review period are not eligible for insurance or related benefits.

Need assistance entering elections and navigating PeopleSoft? In-person help sessions with benefits experts are available. All sessions are located in IGC-S Training Room 31.

October 24 to October 26: 8 a.m. to noon
October 29 to November 2: noon to 4 p.m.
November 5 to November 13: 9 a.m. to 3 p.m.
November 14: 9 a.m. to noon

When do my 2019 Open Enrollment changes take effect?

Medical, dental and vision changes/enrollments:

  • Effective: January 1, 2019
  • First Deduction: December 26, 2018 (2 days of 2018 rates; 12 days of 2019 rates)

Flexible Spending Account (FSA) and Health Savings Account (HSA) changes/enrollments:

  • Effective: January 1, 2019
  • First Deduction: January 9, 2019

Life insurance changes/enrollments:

  • Effective: January 13, 2019
  • First Deduction: January 9, 2019

For direct bill agency employees, your benefits will be effective January 1, 2019. For deduction information, please see your agency’s Payroll Department.


Enhanced Benefits to the Employee Assistance Program

The state recognizes the importance of self-care for both your body and mind. As such, Indiana State Personnel is thrilled to announce two major enhancements to the current Employee Assistance Program (EAP) that is offered to all state employees, dependents and members of the employee’s household. These enhancements include increasing the number of free face-to-face counseling sessions from three (3) to eight (8) and offering a new online emotional wellness program.

Vision plan changes save you money

The State recognizes that frames and contact lens can be expensive. In an effort to save you money, State Personnel is excited to announce an increase to both the frame and contact allowances under the vision plan for 2019. Beginning January 1st, the plan will cover the first $150 dollars of your frames or contact lenses. This change has the potential of saving you $40 to $45 respectfully.

Dental benefits increasing for 2019

The State is making it even easier for you to receive dental care by increasing the annual maximum benefit for 2019. As of January 1st, the maximum benefit will increase from $1,000 to $1,500. This increase ensures that more of your dental care is covered under the plan than ever before.

Special Enrollment Opportunity for Supplemental Life Insurance

State Personnel is excited to announce that employees who are currently enrolled in supplemental life insurance have a one-time opportunity during Open Enrollment to increase their coverage amount without going through the Evidence of Insurability (EOI) process. Increases in coverage can be made in $10,000 increments up to $40,000, not to exceed $200,000. To be eligible for the increase, you must be enrolled in supplemental life, actively working, and have never been denied life insurance coverage through the Securian EOI process. If you wish to increase your coverage amount you must actively select the new coverage level within your Open Enrollment event in PeopleSoft.
