Former Corrections Officer and Three Inmates Arrested Following Battery             Investigation in Jail

Madison-Recently, Indiana State Police Detectives completed an investigation into a battery that occurred in July of 2019 in the Jefferson County Jail.  The investigation resulted in the arrest of a former corrections officer and three inmates.

The investigation by Detective Nate Adams, Indiana State Police-Versailles, began in July 2019 when a battery between inmates at the Jefferson County Jail was referred to the Indiana State Police by the Jefferson County Sheriff’s Office.  The investigation determined that on July 29, 2019, at approximately 5:00 pm, Jefferson County Inmates Tyler W. Dukes, age 32, and Jason T. Spicer, age 34, battered another inmate in the laundry room of the Jefferson County Jail.  The investigation further indicated that inmate Steven W. Oneal, age 30, assisted the other two in carrying out the battery.

The investigation further revealed that Jefferson County Jail Captain Chyenne M. Jarrett, age 24, escorted the suspects to the area where the victim was located to allow the battery to take place.  The investigation also determined that Jarrett confiscated drugs and drug paraphernalia from inmates in the jail and improperly stored the evidence in her desk without following standard procedures.

Jarrett is no longer employed with the Jefferson County Sheriff’s Office.

At the conclusion of the investigation, the case was presented to a special prosecutor assigned to the case.  As a result, Chyenne Jarrett was charged with one count of Official Misconduct, Level 6 Felony, and one count of Aiding/Causing Battery, Class A Misdemeanor.  Tyler Dukes and Jason Spicer were both charged with one count of Battery, Class A Misdemeanor.  Steven Oneal was charged with one count of Aiding/Causing Battery, Class A Misdemeanor.

All four suspects were recently arrested and will soon face initial court appearances in Jefferson County, Indiana.
