Prepare for Changes Coming This Summer
Indiana's early child care and education system can expect several significant changes this summer. While the Office of Early Childhood and Out-of-School Learning (OECOSL) will continue to share updates about these changes, you can begin preparing now. Visit the links below for important details about each initiative.

Pay by Enrollment voucher program: On July 15, Providers will use a new portal to record child absences. This update replaces the swipe cards and POS machines that families currently use to track their child's attendance. Register for webinars this week that will include additional information, including timelines and a live demo of the new system.
- 2024 Indiana legislative session: Several changes will go into effect this summer, including expanded voucher eligibility for employees of licensed child care programs and changes to family child care home operations.

CCDF Plan Public Comment: Indiana Family and Social Services Administration (FSSA) is seeking input on the CCDF Plan for the 2025-2027 fiscal years.

System Update: Three-Year Consent Forms
Three-year consent forms for background checks will go live on July 1. Moving forward, Indiana child care employees will only have to complete a consent form every three years or when they update their fingerprints.
The fingerprint process will remain the same. FSSA requires new fingerprints every three years, even when the caregiver changes jobs. If your consent form expires before your fingerprints expire, you will need to submit a consent form twice — once when it expires, and again when you get new fingerprints.

Provider Support Group Registration opens in July
SPARK is now offering five Provider Support Groups. These weekly one-hour sessions are designed to help you connect with peers, share common challenges and discuss collaborative ideas and suggestions for follow-up. Virtual SPARK Provider Support Group registration opens July 1. Provider Support Groups are open to any provider, even if you have participated before.
These virtual Support Groups offer opportunities to talk about your successes and challenges in a safe, confidential, online setting with your peers and a Licensed Clinical Social Worker (LCSW).
In these Support Groups, you can discuss topics like:
- Finding and retaining staff
- Supporting staff during challenging times
- Supporting families who are struggling with life experiences
- Building resiliency and coping skills in ourselves, our teams, and our families

Registration for upcoming SPARK Group Coaching is now open, with the first group launching on July 8.
Learn and grow in a collaborative environment with like-minded providers on similar paths to improving their programs with high-quality care and education.
