Martin promoted to Indiana Chief Data Officer

In a joint announcement July 1, Indiana Governor Holcomb appointed new leaders for the Indiana Department of Labor (DOL) and Indiana Management Performance Hub (MPH). Josh Martin was promoted to the Chief Data Officer (CDO) role at MPH as part of the announcement, while Joe Hoage was appointed as commissioner at DOL. 

Martin has been with the agency since 2015 and previously served as Chief of Staff, as well as interim CDO prior to his promotion. Prior to joining the agency, Martin served as the program director of government efficiency and financial planning at the state Office of Management and Budget.

"I am extremely excited for the opportunity to lead MPH as the State of Indiana’s Chief Data Officer," Martin said. "Not everyone is so lucky to guide a group that is as smart, dedicated and innovative as our MPH team. I look forward to continuing to improve outcomes for Hoosiers by bringing data to the people."

"Right now, MPH is focused on helping the State of Indiana combat COVID-19. Much of the work we are doing for this is scalable and will be able to be used for other initiatives when the time comes. Moving forward, I would like to see increased emphasis on collaboration and data literacy for state employees, organizations and the public. The power of data comes from being able to understand the information and the story it can tell."

In his announcement, Gov. Holcomb stated he was excited to appoint "dedicated servants who use their expertise to provide Hoosiers with great government service." Holcomb added, "Josh leverages data to address complex problems and improve the lives of Hoosiers."

Martin earned his master’s in public affairs from Indiana University Bloomington in 2011 and his bachelor’s degree from Purdue University in 2009. 

MPH leads efforts in release of COVID-19 Cases by ZIP code map, datasets

Earlier in June, Indiana MPH debuted a map visualization online that shows COVID-19 cases by Indiana ZIP codes. The data, updated weekly by noon each Monday, is the latest resource on the Indiana COVID-19 Data Report site hosted by the Indiana State Department of Health (ISDH). 

"We are excited to provide this information, as many organizations have been asking for this to help address local response," said Josh Martin (@INDataJMartin), Indiana Chief Data Officer and MPH Director.

The COVID-19 Cases by ZIP dataset is available on the Indiana Data Hub along with eight other COVID-19 related datasets. (View data on the Hub)

The Cases By ZIP Code Map breaks down the positive test counts by ZIP code throughout the states. If there are less than five cases in a ZIP or less than 1,500 total population, the information is suppressed. There are also filters to show the top 50 ZIP codes for African Americans and the top 50 ZIP codes for Latinos based on 2010 census data.

Indiana MPH brings COVID-19 data to the people

In a time of uncertainty and slow-down for some, MPH has increased work production, providing data that is driving decision making for the State of Indiana’s COVID-19 response. Whether supporting dashboards, studies or collaborative initiatives, MPH continues to bring #DataToThePeople.

Examples of this include:

Support can include data ingestion, cleansing and linkage. In some instances, it also includes providing analytics, guidance and visualization creation.

Much of the collaboration and research around COVID-19 data has been happening in the MPH’s new Enhanced Research Environment (ERE). ERE is a secure collaboration environment that expedites research and analysis by bringing research teams, their code and data together for the greater good. This environment does not allow for the removal of data, adding enhanced privacy and security protections.
