Indiana's Supreme Court and Teachers' Toolbox

Indiana's Supreme Court

The Indiana Supreme Court is the highest court in the judiciary branch of state government.

The history of the state Supreme Court goes back to 1816 with Indiana’s first constitution. Governor Jonathan Jennings appointed three judges (John Johnson, James Scott and Jesse L. Holman) to seven-year terms. View a historical listing of all of Indiana’s Supreme Court justices here. Later, the new state constitution of 1851 reorganized the court and called for elected justices with six-year terms. By 1881 the caseload of the Indiana Supreme Court had increased more than could be handled and an amendment to the state constitution led to the creation of a lower court, the Appellate Court of Indiana, in 1891. Read more about the history of the Indiana Supreme Court here and the Appellate Court of Indiana here. Both the Supreme Court and the Appellate Court judges were subject to party nominations and elections every four years until a 1970 amendment to the state constitution changed the process to a 10-year term of appointment with a yes-or-no retention question to Hoosier voters. The current Indiana Supreme Court consists of a Chief Justice and four Associate Justices. There are 15 Judges of the Indiana Court of Appeals, formerly the Appellate Court of Indiana, which is the second-highest court in the state.

Court vacancies are now filled by a non-partisan seven-member Judicial Nominating Commission, and three nominees are submitted to the Governor to choose an appointee within 60 days. Follow the Judicial Nominating Commission in action this spring. In January 2017, Justice Robert D. Rucker announced his retirement after 26 years of service as Indiana’s 105th Supreme Court justice. A recent press release notes that the Nominating Commission, chaired by Indiana Supreme Court Chief Justice Loretta Rush, is accepting applications until March 3, 2017 at noon. The commission will then review applications and interview qualified candidates in March and April. The interviews, open to the public, will take place at the Indiana State House in room 319.

Each year, the Chief Justice of the Indiana Supreme Court makes a “State of the Judiciary” speech to the Indiana General Assembly. View the text of those speeches from 1988-2017 (video from 2002-2017) here. For historical reference, digitized copies of published case reports from the Indiana Supreme Court can be viewed from 1817-1847, 1847-1903 and 1904-1921 on Hathi Trust Digital Library. Likewise, historical case reports from the Appellate Court of Indiana from 1891-1922 are available. More recent court decisions are available online. To learn more about Indiana’s judicial branch, with content geared toward grades four through 12, explore the Courts in the Classroom educational outreach program of the Indiana Supreme Court.

Teachers' Toolbox

The Indiana Department of Education (IDOE) issues a newsletter called the Teachers’ Toolbox, which features information useful to librarians around the state. If you’re curious about what’s happening in classrooms and want to design your programs and exhibits around student academics, check out the resources in this newsletter. Teachers’ Toolbox originated in February of 2016 and is released about once per month during the school year. The content is created and compiled by the academic content specialists and career and technical education (CTE) state program leaders of the Indiana Department of Education College and Career Readiness Division with support from the IDOE Office of Special Education. Specialists and state program leaders include a variety of information ranging from strategies and ideas to use in the classroom; upcoming professional developments; networking opportunities for teachers; features of standout or innovative schools, classes or teachers; resources to use with instruction to ideas and ways to work across disciplines.

The inception of Teachers’ Toolbox came about in hopes to create a content-based resource for teachers and instructional coaches at both the elementary and secondary levels. The first page of each publication is designed for all levels and all content areas with different features that are applicable to educators across disciplines. The remainder of the publication is divided by contents areas and school levels, with typically about one page dedicated to a content area and/or level. All issues are archived on the IDOE Teachers’ Toolbox website. Librarians and educators can sign up to receive Teachers’ Toolbox via email. View the February 2017 issue here.
