Hello and happy holidays!
It is time to start thinking about renewing your license for 2022. As of December 1st, 2021, you are able to apply for the upcoming 2022 race season. As a reminder to those who are staying at the tracks for training during the winter months you will need a current license to access the backside area.
*All licenses expire December 31, 2021*
Online Process:
If you used our online option last year, or if you would like to try our online process, please see the step-by-step instructions on the back to apply with ease. This is the fastest way to complete your license application with ease by utilizing your phone, tablet, or computer.
Paper Application submission:
Should you wish to complete the process by filing a paper application, you can download it from our website at https://www.in.gov/hrc/. Click on ‘Menu’ at the top left of your screen and then ‘Licensing’ to find the paper application or you can stop by one of our licensing offices where we have paper applications located outside our door.
Upon review and issuance of your license an email will be sent to you as notification. If you have a photo on file, a badge will be mailed to you upon completion of your review process. If we have no available photo, feel free to submit a recent photo of yourself (with your name attached) to INHorseracing@hrc.in.gov.
Plan to visit the licensing office? **Please read before coming in**
In an effort to continue to serve our horse racing participants while at the same time aid in the safety and health of our employees and visiting public, the IHRC has implemented the following process. Masks are required to those who are not fully vaccinated gain access to the lobby area, which is limited to 5 individuals at a time. Due to this limited access, the IHRC requires to have all paper applications completed prior to your arrival. When visiting the office please be mindful of the limited access and social distancing requirements which can result in significant wait times.

Want to apply online?
Steps to apply for your license online:
I DO NOT have an account – How to set up:
- Go to https://hrms.hrc.in.gov/#/login
- Click “Need to Register” to create your profile ID and password
- You will be asked if you already have an IHRC license number. Click ‘yes’ - for your convenience your IHRC license number is located on your of the badge.
- After filling out all the required boxes select “sign up”
- An email will be sent to you for verification of your account. Once you receive the email click on the link within the email (note, this could take up to 20 minutes).
- This link will take you to the IHRC account login screen (where you first started)
I have an account and ready to reapply for a license:
- Go to https://hrms.hrc.in.gov/#/login
- Log into your account *if you have problems logging into your account please call the licensing office – DO NOT create a new account.
- Click on “start a new application” and follow the steps
- Upon completion you will be prompted for payment

Option #1 – finish and pay later (send payment of check or money order through the mail or visit one of the licensing offices to pay)

Option #2 – finish and pay now (pay using a credit/debit card or e-check – convenience fees are associated and charged)
Please note: All applications will not be reviewed until payment and all required information is completed.
Upon payment no refunds will be issued.
