INDOT Inactive PO's and Expiring Project End Dates (PED)
Good news, INDOT has created a Local Road and Bridge CCMG Guidance Document for Local Public Agencies to assist locals when applying for Community Crossing Matching Grant funds. The guidance document provides details on grant requirements and rules, helpful links, important reminders, and lists fatal flaws to avoid.
Additionally, INDOT has created a new step-by-step presentation to Access and Complete the CCMG Application Process. This presentation has screenshots, references, examples, mapping issues to avoid, and lists fatal flaw to avoid in your application.

The LPA must have and submit a compliant Title VI Transition Plan and a compliant ADA Implementation Plan to INDOT to be eligible for federal or state funding (including Community Crossing). LPAs are required to submit a Title VI Transition Plan yearly to INDOT on or before October 1st. ADA Implementation Plans are required to be submitted to INDOT every three years. If the LPA has not submitted a compliant Title VI/ADA Plan, one must be submitted with the application for funding. If a plan has been submitted, and if the LPA knows or suspects they have ADA and/or Title VI deficiencies, or they have received a letter from INDOT indicating so, the LPA must provide a commitment letter with their application confirming these deficiencies and how and when the deficiencies will be addressed. If the LPA does not have a compliant Title VI/ADA Plan, the LPA must submit a voluntary commitment letter (VCAP) verifying that the community will provide a compliant ADA Transition Plan and Title VI Implementation Plan by a specified date no more than 120 days from the date of the letter’s execution. For example, if the LPA’s letter is dated October 1, 2023, the LPA’s ADA/Title VI Plans must be submitted to INDOT on or before January 29, 2024, or risk losing funding eligibility.
LPA’s can use any format for the VCAP letter as long as the VCAP contains all of the following information:
- Identification of the individual responsible to ensure the deficiencies are resolved and contact information for that individual;
- Identification of every deficiency being addressed with a summary of the action plan to address those deficiencies;
- Estimated timeline for resolution of each deficiency;
- A statement of commitment to resolving the deficiencies by a representative of the community authorized to commit the community;
- If a compliant Title VI/ADA Plan needs to be submitted, a date, 120 days from the date of the VCAP letter in which those Plans will be submitted.

The Indiana Department of Transportation will begin accepting applications for Rural Federal-aid projects on October 30, 2023, at 8:00 AM EST. The call will close on December 1, 2023, at 12:00 PM EST. Applications selected will be announced in the spring of 2024. This call for projects will be for projects with development to be commenced by September 1, 2024. For selected projects, the construction funding year will be determined after a development schedule is submitted.
The applications will only be accepted through the INDOT Technical Applications Pathway (ITAP) Local Call Application (LCA) from certified Local Public Agency (LPA) Employees in Responsible Charge (ERC).

2023-2 CCMG Call for Projects
INDOT will announce the municipalities awarded funds for the 2023-2 CCMG Call for Projects sometime in the fall of 2023.
