Introduction

Happy Spring!  Things are looking better than they did this time last year!  Covid numbers are down, and road projects are in full swing. 

There are a lot of "New" items in this edition.  Exciting things are in the works at INDOT.  We encourage you to take a look, from training programs to the handling of OJT reporting.  Due to their importance for the construction season, several articles have been carried over from past editions.  Enjoy, and may you have a safe and productive Spring!

Join us Virtually for EDI

Attention DBEs:  The Prequalification Requirements has an Exception!  Specifically the exception is for subcontractors with less than $300,000 in total INDOT work under contract. There has been an important and impactful change to INDOT's application of the prequalification exception.  You need to read this article if prequalification affects your business!

Change in Utilization Important Reminder

If the prime contractor has listed a DBE firm on the Affirmative Action Certification and will not meet the commitment with that firm, a Change in DBE Utilization must be submitted as soon the shortfall is realized. On EOD’s website, https://www.in.gov/indot/2753.htm, there is a link to the Change in DBE Utilization form, and a visual flowchart that is handy for all parties to refer to. Even if the change is a result of INDOT or the Local Agency requesting the change, the prime contractor must submit a change in utilization in a timely fashion.

SPMS Updates

INDOT has improved its Subcontractor Payment Tracking system. Contracts awarded as part of the July 8, 2020, INDOT letting and after, require all subcontractors and DBE, MBE, WBE, and IVOSB firms approved by the Department to log into ITAP and verify all payments received. This process does not apply to Contracts let prior to July 8, 2020. The steps are:

Check Yourself

DBEs: Check Yourself!

Take time and look at your directory entry to make sure your NAICS codes and work type descriptions are accurate and up-to-date.

Your work types should relate to INDOT contract bid items as closely as possible. If your scope of work has expanded, request additional NAICS codes via an amendment application. Contact the Certification or Supportive Services Team for further questions or technical assistance.


Forget

Gentle Reminders

  1. Be sure to submit timely bids to primes. 
  2. Be mindful to submit timely prequalification information.

Both of these affect your reputation and work.

3.  Be sure to submit your No Change Affidavit in a timely fashion.  You should get a reminder email from ITAP.  If you are not, check your SPAM folder.

4. We recommend you review your Directory entry when completing your NCA.  If it needs updating, contact us.

5.  Keep your contact information current.  ITAP feeds the Directory, so if your address, phone number, or email has changed, log into your application and complete an amendment.
