Work is scheduled to begin on $17.9 million State Road 28 rehabilitation project in Frankfort

CLINTON COUNTY, Ind.-The Indiana Department of Transportation announces work will begin in early April for a road rehabilitation project on State Road 28 in Frankfort from approximately C.R. 200 W. to South Hoke Ave.

The eastbound lanes of S.R. 28 will close Thursday, April 1 between McKinley and Jackson St.
(S.R. 39). The westbound lanes will remain open. This phase is scheduled to be completed August 6. At that time traffic will be shifted onto the newly constructed eastbound lanes and the westbound lanes will close for reconstruction. The west end of the project is scheduled to be completed October 31 of this year. The official detour follows I-65 to S.R. 47 to S.R. 39 and back.

On or after Monday, April 5 the intersection of S.R. 28 and S.R. 39 will close for five days for water main installation, reopening Friday, April 9 at 9 p.m.  This closure for both directions of S.R. 28 spans from Main St. to Harrison St. and for both directions on S.R. 39 from Clinton to South St.  The detour for S.R. 28 will utilize I-65 to S.R. 47 to U.S. 421 and back and the detour for S.R. 39 utilizes I-65 to S.R. 47 and back.

This project was awarded to E & B Paving LLL for $17.9 million and will resurface or reconstruct portions of S.R. 28 from C.R. 200 W. east to Jackson Street, the addition of a right turn lane from westbound S.R. 28 to northbound Jackson Street, and then continue with the reconstruction of S.R. 28 from Jackson Street eastward to Hoke Ave. The project also includes the addition of dedicated left turn lanes on S.R. 28 at Clay Street, the reconstruction of the storm water system, reconstruction of sidewalks to be American with Disabilities Act (ADA) compliant on the south side of S.R. 28 from West St. to Hoke Ave., and a shared use path on the north side of S.R. 28 for the total length of the project.

This project is scheduled for completion in the fall of 2022.
