Staff at Rockville Correctional Facility
Recognized for Years of Service
Rockville, Ind. – In 1984 President Ronald Reagan proclaimed the first full week of May to be National Correctional Officers Week in the United States, a tradition continued today.
Commonly referred to as Correctional Employees Appreciation Week, this year’s celebration at the Rockville Correctional Facility (RCF) was scheduled for May 3rd to 9th. However, the result of the world wide Covid-19 pandemic, those plans were postponed as attention was devoted to limiting the spread of the virus and protecting the health and safety of staff and offenders at RCF.
While still focused on limiting the spread of the virus it was still possible to recognize staff the week of September 13th who continue to be dedicated to making RCF such a great place to work, and a safe place for the offender population to serve out their sentences.
Missing from this year’s activities were the usual employee family tours, cookouts, cornhole, kickball, and card games, and the mass gatherings for award presentations. In their place were meals served to on duty employees prepared by Warden Julie Stout and her senior staff. Complete with hamburgers, sausages, baked beans, and the ever-popular cheesy potatoes, no one went away hungry. In the place of the large award presentation ceremony, there were smaller recognition events held with smaller workgroups.
In all, there were 30 employees recognized for achieving milestone years of service to the State of Indiana and the Indiana Department of Correction that ranged from five to 25 years. Each were presented with certificates commemorating the occasion, and will later receive a presentation plaque.
Staff with 25 years of service included Account Clerk Maria Fagg, Correctional Officers Tamera S. Blacketer, Pamela J. Cottrell, David C. Smith, Jacqueline B. Sowers, and Unit Team Manager Buffie R. Pratt.
Employees with 20 years of service are Correctional Officers Rebecca S. Ash and William G. Norris, along with Correctional Lieutenant Rosemarie Lawson and Safety Hazard Manager James F. Simmons.
Those with 15 years of service are Warehouse Foreman Rebecca Pearman, Correctional Officers Kimberly J. Jones, Elliot D. Lofton, John Wayne Meneghini II, and Jasop P. Ryan, along with Program Coordinator Elizabeth L. Haven and Recreation Leader William G. Noel.
Employees with 10 years of service included Correctional Officer Erin Mazique, Correctional Lieutenant Brent L. Irelan, and Correctional Casework Manager Robin E. Gray.
Staff with five years of service included Laundry Foreman Candace L. Soltermann, Stores Clerk Christine M. Earl, Classification Secretary Jillian C. Jones, Maintenance Foremen Todd L. Edwards, Scotty R. Mundell Jr., and Michael Wallace, Correctional Officer Samantha A. Backfish, Correctional Caseworkers Christie A. Leonard and Angela L. Neeley, and Program Coordinator Autumn Wyres.
Warden Stout commented, “All of the staff at RCF were already doing an amazing job every day, but to see how everyone stepped up when tasked with the added challenges of the pandemic all I can say is bravo! Thank you to one of the best teams in all of corrections.”

With 10 years of State service are Correctional Lieutenant Brent L. Irelan, with 20 years of service Correctional Lieutenant Rosemarie Lawson, and Correctional Officer Rebecca S. Ash, and with twenty-five years of service Correctional Officer David C. Smith
