Four Promoted to Correctional Sergeant at RCF

Rockville, Ind. – Rockville Correctional Facility (RCF) Warden Julie Stout is pleased to announce the promotions of four facility staff to the rank of Correctional Sergeant.  All four of these staff, Jacob Coniglio, Samuel Estell, Steven Marckel, and Aubrey Stewart are promoting from the rank of Correctional Officer.

Following three and one-half years of service in the U.S. Army’s 101st Airborne, Sergeant Coniglio joined the Indiana Department of Correction (IDOC) as a correctional officer at RCF in June of 2018.  Sergeant Coniglio serves as a Security Skills Adjunct Training Instructor where he trains associate staff in security policies and strategies.  He is a member of RCF’s elite Emergency Squad, a team of specialized staff trained to handle emergency situations. 

Sergeant Estell began his IDOC career at the Putnamville Correctional Facility in 2018 as a correctional officer.  He transferred to RCF as a correctional officer in 2019.  He is certified to carry NARCAN which can be administered as a lifesaving intervention for individuals experiencing an opioid overdose. Sergeant Estell is a member of IDOC's Technical Response Team (TRT) which is deployed to contain and clean up IDOC sites should they become chemically or biologically contaminated.  He and the rest of this team have been deployed no less than six times to help stop the spread of the Coronavirus COVID-19 disease.  Because of the high level of success of the TRT, Sergeant Estell and his cohorts were recently recognized by IDOC Commissioner Rob Carter who presented each of them with a Commissioner's Challenge Coin.  

Sergeant Marckel began his IDOC career as a correctional officer at RCF in August of 2018.  He also serves as an Adjunct Training Instructor in Security Skills, and Personal Protection where he trains fellow staff in defense techniques.  Sergeant Marckel is the RCF Facility Wellness Champion.  In this role he provides facility staff with information and encouragement to help with participation in the My Active Health Wellness Program, an initiative created to help state employees become a healthier workforce.

After graduating Ivy Tech’s Criminal Justice Program Sergeant Stewart joined the IDOC as a correctional officer at RCF in February of 2019.  Sergeant Stewart is a member of a specialized group of staff, the Sexual Assault Response Team, who when called upon, assist offender assault victims, maintain crime scene preservation, and help identify the perpetrator.   Sergeant Stewart is also a member of the facility Peer Leadership Program providing professional assistance to coworkers.

Each of these staff members have personally committed themselves to learning and mastering their daily duties while also completing training that qualifies them to work specialized assignments throughout the facility.  Another duty shared by each of the recently promoted staff is service as Facility Training Officers.  This provides a learning bridge for newly hired correctional officers after completion of the Correctional Training Institute classroom courses to guide them how to apply the training once assigned to duties at the correctional facility. 

Correctional Sergeants are the first line of supervision for correctional officers and are an essential asset in the daily operation of a prison.  They provide staff with directions and resources to do their jobs and are a source for offenders seeking additional guidance or who are in need of redirection.
