Carmel launches 311: Your new, easy way to report City issues and request services
CARMEL, Ind., Nov. 13, 2025 - The City of Carmel is launching Carmel 311 to provide residents an easy way to report quality-of-life City issues and request government services.
Carmel 311 will help the City to track, manage and resolve issues in one place, enhancing service efficiency and communication with the citizens who report issues. The app will enable residents to report issues on the go, track progress and receive real-time updates from relevant local government departments.
The metrics and data captured by the system will facilitate improved coordination across all teams and give us the ability to proactively recognize patterns and anticipate community needs.
“Carmel 311 facilitates real-time communication between residents and our City team,” Mayor Sue Finkam said. “By enabling residents to report issues directly from their device of preference, it’s easier for leaders to address community needs effectively, build resident relationships, and boost operational efficiency.”
Carmel 311 users can report issues across a variety of categories, such as the need for a city tree to be trimmed, construction concerns or sidewalk trip hazards. The app can also be used to send pertinent alerts to users, such as road closings tied to festivals and other special events.

For access on the go, the Carmel 311 mobile app is available for download on Android and iPhone devices. To download the app onto your mobile device, click one of the links above, or visit the AppStore on your device. The mobile app includes an option to snap and submit a photo of the issue with your device. The app also can use your location data to geo-locate the location of the issue/concern.
Whether using the website or a mobile app, citizens are encouraged to create an account with SeeClickFix so that they can receive updates to the issues that they submit.
