Carmel International Arts Festival this weekend!
When September's final weekend arrives, so does the Carmel International Arts Festival (CIAF), a two-day juried exhibition held in the City's Arts & Design District. More than 100 professional artists will display their creations across nine different: jewelry, painting, 3D, 2D, wood, ceramics, glass, fiber and photography.

Dedication of Rosemary Waters Way
This year, the City of Carmel, in conjunction with Carmel International Arts Festival, is pleased to announce a special tribute to longtime CIAF leader, Rosemary Waters, with a dedication of a temporary street name change. Waters was the heart and soul of the festival during her 18 years of leadership.

CARMEL INTERNATIONAL ARTS FESTIVAL ROAD CLOSURES Road closures for the Carmel International Arts Festival will be in place in the Arts & Design District from 4:30 p.m. Friday, Sept. 26 to 10 p.m. Sunday, Sept. 28. Barricades will be in place and are indicated on the map below, with diagonal red lines.
Please note that Main Street will be temporarily renamed "Rosemary Waters Way."
MAIN STREET - U.S. 31 TO OLD MERIDIAN STREET Paving will occur on Main Street from U.S. 31 to Old Meridian Street between the hours of 6 p.m. and 6 a.m. on Sept. 29 and 30. The nighttime hours should reduce disruptions to daily traffic and facilitate the overall construction schedule.
TOWNE ROAD UPDATES (weather- and progress-permitting):
- 136th Street is closed through September
- 141st Street will close after 136th Street opens
- Towne Road Bridge over I-465 is an INDOT project that has an expected completion of early 2026
CLAY CENTER BRIDGE The bridge south of Main Street and north of the Claridge Farm neighborhood entrance is closed through November.
SOUTHBOUND RANGE LINE ROAD
Monday, Sept. 29 through Tuesday, Oct. 7, Southbound Range Line Road will be closed between Walnut Street and City Center Drive.
A detour route will be provided using Walnut Street, 3rd Avenue SW and City Center Drive. Northbound Range Line Road will remain open.
NEWS FROM HAMILTON COUNTY HIGHWAY The Hamilton County Highway Department is responsible for all roads, bridges and small structures (less than 20-foot span) within Hamilton County which are not state highways and which are not within the corporate limits of a city or town.
126TH STREET BRIDGE REHABILITATION 126th Street between Brookshire Parkway and Royce Court is closed for bridge rehabilitation with an expected completion date of mid-late October.
Local traffic will continue to have access to their homes, while thru traffic is asked to utilize the posted detour of Keystone Parkway – 131st Street – Gray Road.

The Indiana Department of Transportation (INDOT) announced this week that construction for the Level Up 31 project will begin on or after Monday, Oct. 6. The first phase of work includes multiple ramp closures, local access restrictions and detours in the two-mile improvement area. The speed limit will also drop to 45 MPH along I-465 and U.S. 31 in the construction zone while activity is occurring. Drivers may encounter delays during peak travel times in Indianapolis and Carmel.
Phase 1 will consist of three closures:
- Closure of the southbound U.S. 31 ramp to 106th Street through late-December
- Closure of eastbound 106th Street from Illinois Street to U.S. 31 through late-December
- Closure on the eastbound I-465 ramp to southbound Meridian Street through mid-December

The Carmel Climate Action Committee is tasked with advising and making recommendations regarding the implementation of the Carmel Climate Action Plan (CAP). Strategy PE-1 of the CAP involves public education about sustainability and the environment. This section of the newsletter helps to meet this goal by providing useful information, tips and resources for residents.
