City of Carmel provides construction updates ahead of school year
CARMEL, Ind., July 29, 2025 - As the new school year approaches, the City of Carmel is providing an update on several ongoing infrastructure projects, including the Towne Road raised crosswalk project, College Avenue reconstruction and two bridge projects. Construction will continue through the remainder of 2025 as part of the City’s ongoing commitment to improve public safety, walkability and stormwater management.

Towne Road Crosswalks The Towne Road project includes the installation of raised pedestrian crosswalks with rapid-flashing LED beacons at the intersections of 116th Street, 126th Street, Glebe Street, 136th Street and 141st Street. Due to faster-than-expected progress, schedules have been reevaluated to streamline work and minimize long-term disruptions.
Work is currently underway on Towne Road at 116th Street and is scheduled to begin at 126th and Glebe streets this week. A brief, one-week overlap of closures at these intersections is expected as crews accelerate the construction schedule. The roundabout at 116th Street and Towne Road is expected to be open by Aug. 5.
“This overlap is a special circumstance that allows us to expedite the overall timeline of the project,” said Engineering Administrator Joshua Kirsh. “We understand the timing may coincide with back-to-school activities and are working to ensure continued local access and coordination with surrounding neighborhoods.”
During this time, Main Street will remain open and local access for residents will be maintained at all times.
College Avenue Reconstruction Work continues on the reconstruction of North College Avenue. As of July 25, the intersection of 96th Street and College Avenue is partially open. Phase one, from I-465 to 96th Street, is expected to be substantially complete by Aug. 1, including the new roundabout at Carmel Gateway.

“The new roundabout at College Avenue improves safety and traffic flow at a key entry to the Carmel Gateway campus,” said City Engineer Bradley Pease. “Roundabouts significantly reduce injury crashes and this project reflects our commitment to infrastructure that enhances both quality of life and long-term economic vitality.”
The next phase—reconstruction of the northbound lane (east side of the road) from north of I-465 to 106th Street—is scheduled to begin in August and continue through the end of the year. During this phase, there will be no northbound access from 101st Street to 105th Street. Southbound traffic will be maintained. Work on the southbound lane is scheduled for spring and summer 2026.
The W. 96th Street pedestrian bridge was installed last week. Construction on this project will be substantially complete this fall.
Additional Infrastructure Updates
126th Street Bridge: Hamilton County has begun reconstruction of the East 126th Street bridge near Royce Court and Brookshire Golf Club. The project is expected to continue through the end of October, barring weather delays. The City is working closely with the County to keep residents informed.
Clay Center Road Bridge: Clay Center Road is expected to close the last week of August to begin deconstruction of the bridge near North Claridge Farm. Delays due to supply chain issues postponed earlier construction; the project is expected to be completed by December. Access to Clay Center Elementary will be maintained from the south via 116th Street during the fall semester.
