City of Carmel wins Sister Cities International's Best Overall Award

The City of Carmel has been recognized for outstanding commitment to global friendship, cultural exchange and international collaboration with the prestigious Sister Cities International 2025 Annual Award for Best Overall Program among cities with a population between 100,001 and 300,000.
The City of Carmel received this award for its outstanding 2024 programming, which celebrated all six of its sister city relationships—Cortona (Italy), Jelgava (Latvia), Kawachinagano (Japan), Rueil-Malmaison (France), Seiffen (Germany) and Visakhapatnam (India). Designed to increase cultural awareness, education and international collaboration, Carmel launched a year-long series of initiatives that included public exhibits, student exchanges, delegation visits and large-scale community events.

Construction season is in full swing in Carmel
We know—there’s a lot happening on our roads right now. These improvements are critical for Carmel’s future, but we understand it can be frustrating in the moment.
Here are a few tips to help you get around more smoothly:

Travel Smart Avoid peak times when possible—especially during the morning and evening rush. Mid-morning and early afternoon tend to be smoother.
Be Patient & Stay Safe
Crews are working as quickly—and safely—as possible. Your patience helps them do their jobs and keeps everyone safe.

TOWNE ROAD INTERSECTIONS The latest updates on the Towne Road intersections are as follows:
- Main Street and Towne Road opens to traffic Monday, July 28 by end of day
- 126th Street and Towne Road to close Tuesday, July 29
- Glebe Street and Towne Road to close Tuesday, July 29
- 116th Street and Towne Road is expected to be open to traffic Tuesday, Aug. 5
Please keep in mind that these dates can be affected by the weather.
CENTER PARKING GARAGE CLOSURE
The entrance to the Center Parking Garage adjacent to the Tarkington Theater (3 Carter Green) and the Mezz 42 apartment building (881 3rd Avenue SW) is currently under construction. Current tenants and residents have been notified of parking relocation during this time. This link takes you to a larger image of the map.
Public parking closures are effective the following dates and times:

Monday - Friday, July 21-25: No access after Monday at 7 a.m.
96TH STREET On Friday, Aug. 1, 96th Street will be closed between Ditch Road and Springmill Road from 9 a.m. to 3 p.m. for the pouring of concrete on the newly placed pedestrian bridge. The detour in place will utilize 106th Street.

NEWS FROM THE HAMILTON COUNTY HIGHWAY DEPARTMENT
126TH STREET CLOSURE (BRIDGE 154) Please be advised, the 126th Street between Brookshire Parkway and Royce Court is closed to all thru traffic for bridge rehabilitation.
The estimated roadway reopening date is Saturday, Oct. 11, 2025. Local traffic will continue to have access to their homes, while thru traffic is asked to utilize the posted detour of Keystone Parkway – 131st Street – Gray Road.

CFD is looking for Helmet Heroes!
The Carmel Fire Department (CFD) is excited to announce the launch of its new community safety program, “Be a Helmet Hero,” designed to encourage safe biking/skating practices by promoting helmet use among cyclists in Carmel.
This initiative aims to reduce the risk of traumatic brain injuries, particularly among children, by rewarding safe biking/skating behavior with sweet incentives.
How to spot a Helmet Hero
Carmel firefighters will keep an eye open while out on the City’s streets and trails, for cyclists/skaters who are riding safely and wearing helmets. Those demonstrating proper helmet use are eligible to receive a free ice cream coupon, generously donated by local ice cream shops, including Sub Zero Nitrogen Ice Cream, Dairy Queen and Culver’s.
The Helmet Heroes initiative will run now through July 31, while supplies last, with firefighters actively engaging with the community to spread the message of helmet safety.

Mark your calendars for Public Safety Day
Carmel Fire and Police and other City of Carmel teams will join local, state and federal public safety agencies to engage and educate the public on safety and emergency preparedness. Each year, this event draws crowds with interactive activities for all ages.

The Carmel Climate Action Committee is tasked with advising and making recommendations regarding the implementation of the Carmel Climate Action Plan (CAP). Strategy PE-1 of the CAP involves public education about sustainability and the environment. This new section of the newsletter will help meet this goal by providing useful information, tips and resources for residents.

Hamilton County offers free native plants after invasive removal
The Hamilton County Invasives Partnership (HIP) and the Hamilton County Soil and Water Conservation District (SWCD) are teaming up to help residents restore their landscapes—one tree at a time. Through the Invasive Species Trade-In Program, property owners who remove invasive plants from their Hamilton County properties are eligible to receive free native plants from the SWCD’s fall native sale.

Bike Carmel presented by IU Health, encourages everyone to participate in events for all ages and all levels of comfort on two wheels.
Saturday, Aug. 9: Family Fun Ride at Carmel Elementary School Registration begins at 8:30 a.m. with a relaxed, two-mile ride beginning at 9:30 a.m. There will also be games and activities for the family.
Tuesday, Aug. 12: Slow Roll Dinner Cruise Adults! Join Bike Carmel for a relaxing, one-hour bike ride around town. Meet at Midtown Plaza at 5:30 p.m. to check in, depart at 6 p.m. for a casually-paced ride then grab dinner and a drink at one of Midtown's restaurants after the ride. Cruisers, e-bikes or whatever two-wheeled bike you have are welcome!

Calling all creatives!
Allied Solutions Center for the Performing Arts invites Indiana-based artists, organizations to submit proposals for New Works
New Works is an initiative to promote and sustain local artists and arts communities by supporting the creation of new works in various disciplines.
A panel of judges will select one winner in the visual arts and three winners in the performing arts, which can include music, dance, theater and other fields. The four winning proposals will receive $2,500 each to create and premiere the works during a livestreamed public event May 30 in Allied Solutions Center’s Tarkington theater. The winning visual arts piece, which can be two- or three-dimensional, will be displayed for one year in the main lobby of the Payne & Mencias Palladium concert hall.
The submission deadline is Friday, Sept. 12 at 11:59 p.m. Further details and application instructions are available at this link.
