Community input will inspire design of Carmel’s next great neighborhood
Carmel residents will play an active role in shaping the design of the City’s newest planned district as part of a just-kicked-off design competition.
Three premier urban design firms have been invited to take part in the CNO District Design Competition, offering their respective visions for the 80-plus acre area east of U.S. 31 and bounded by City Center Drive to the north, Congressional Drive to the east and south and Pennsylvania Street to the west. The area includes the former CNO Financial Group campus among several other properties.

Construction season is in full swing in Carmel
We know—there’s a lot happening on our roads right now. These improvements are critical for Carmel’s future, but we understand it can be frustrating in the moment.
Here are a few tips to help you get around more smoothly:
Know Before You Go You can get regular updates via this weekly e-newsletter. Closures this week include:
- 116th Street and Towne Road (expected to reopen in approximately three weeks)
- 131st Street and Towne Road (expected to reopen next week)
- 126th Street and Towne Road to close soon
- Glebe Street and Towne Road to close soon
- Closures of the roundabouts at Towne and 136th Street and 141st Street are forthcoming
- Towne Road over I-465 is closed for bridge work by INDOT. We’ll provide updates as we receive them from the INDOT team.
Travel Smart Avoid peak times when possible—especially during the morning and evening rush. Mid-morning and early afternoon tend to be smoother.
Use Alternate Routes Carmel is a well-connected community with numerous access points to many destinations. Plan accordingly, even if a re-route takes a few extra minutes.
- 106th Street and Towne Road is open
- 96th Street and Towne Road is open
- All other closures have a signed detour route. Please follow the posted signs to navigate around the work zones.
Be Patient & Stay Safe Crews are working as quickly—and safely—as possible. Your patience helps them do their jobs and keeps everyone safe.

Mayor Sue Finkam selected for prestigious Bloomberg Harvard City Leadership Initiative program
Mayor Sue Finkam has been selected for the ninth class of the Bloomberg Harvard City Leadership Initiative.
Established by Bloomberg Philanthropies, Harvard Kennedy School and Harvard Business School as a first-of-its-kind program to help close the gap in executive development for the public sector, the multipartisan Bloomberg Harvard City Leadership Initiative equips mayors and senior municipal officials with the tools and expertise to solve pressing local challenges, strengthen their city halls and improve outcomes for residents.

CENTER PARKING GARAGE CLOSURE
The entrance to the Center Parking Garage adjacent to the Tarkington Theater (3 Carter Green) and the Mezz 42 apartment building (881 3rd Avenue SW) is currently under construction. Current tenants and residents have been notified of parking relocation during this time. This link takes you to a larger image of the map.
Public parking closures are effective the following dates and times:

Monday - Friday, July 14-18: No access after Monday at 7 a.m.

NEWS FROM THE HAMILTON COUNTY HIGHWAY DEPARTMENT
126TH STREET CLOSURE (BRIDGE 154) Please be advised, the 126th Street between Brookshire Parkway and Royce Court will be closed to all thru traffic for bridge rehabilitation starting Monday, July 21.
The estimated roadway reopening date is Saturday, Oct. 11, 2025. Local traffic will continue to have access to their homes, while thru traffic is asked to utilize the posted detour of Keystone Parkway – 131st Street – Gray Road.

Mark your calendars for Public Safety Day
Carmel Fire and Police and other City of Carmel teams will join local, state and federal public safety agencies to engage and educate the public on safety and emergency preparedness. Each year, this event draws crowds with interactive activities for all ages.

The Carmel Climate Action Committee is tasked with advising and making recommendations regarding the implementation of the Carmel Climate Action Plan (CAP). Strategy PE-1 of the CAP involves public education about sustainability and the environment. This new section of the newsletter will help meet this goal by providing useful information, tips and resources for residents.
