City of Carmel hosts community leaders from Georgia and Kentucky

This week, the City of Carmel hosted community leaders from Rome, Ga. and Prospect, Ky. on a two-day informational tour of the city with a focus on planning and infrastructure-including the benefits of our 156 roundabouts.
"It’s a pleasure showing off our city and talking about all the hard work it takes to make it the great community it is today," said David Littlejohn, transportation administrator and ADA coordinator with the Department of Community Services who served as one of the City guides for the tours.
City of Carmel department leaders Mike Hollibaugh (Department of Community Services), Henry Mestetsky (Redevelopment Commission) and Bradley Pease (Engineering) joined the tours to share their insights and expertise with the visiting city groups.
From improved safety measures on our roadways, world-class city services and beautiful public art, our visitors saw firsthand why Carmel is considered a national leader in city design. "Both cities were extremely impressed with how beautiful and advanced our city is," said Transportation Development Coordinator Kevin Whited who organized the visit. "They are leaving Carmel motivated to institute changes to their own development plans and transportation infrastructure."

DORA is now activated
Carmel's new Designated Outdoor Refreshment Area (DORA) is now active! Have you seen a logo on the sidewalk yet, like the one pictured here?
How does the DORA work? Purchase an alcoholic beverage from a participating establishment, get it “to go” in a DORA cup and continue enjoying it within the designated DORA boundaries indicated by the image shown here.
Carmel's DORA ordinance was approved on July 17, 2024, with the area spanning from just north of Main Street to Carmel Drive, and from west of the Monon Greenway to just east of Range Line Road. The DORA means even more energy and interest to already vibrant areas that include Midtown, Monon Boulevard, Carter Green and our Arts & Design District.

New traffic pattern on Gazebo concert nights
The City of Carmel has established a new traffic pattern to assist with the flow of traffic on the evenings of the Summer Family Concert Series at the Gazebo at Civic Square.
Wednesday nights, now through September 10, from 6:30 to 9:30 p.m., traffic between Range Line Road and 3rd Ave SW will utilize Gradle Drive only. Veterans Way will be closed and there will be no vehicular access to the south side of the fountain. The yellow area on the west side of the fountain indicates accessible drop-off, bike parking is available on the south side of the fountain.

From Hamilton County Highway Department
146th Street and Allisonville Road Traffic Phase Switch Drivers should expect delays and movement restrictions during the phase switch. Below is a summary of movement restrictions and anticipated timeframes:
Monday, June 9, 7 - 10 p.m. One lane of traffic for eastbound and westbound 146th Street will be closed within the project limits for placement of temporary pavement markings and adjustments to temporary barrier walls.
Monday, June 9, 10 p.m. - 5 a.m. Tuesday, June 10 The ramps between 146th Street and Allisonville Road will be closed. One lane of traffic for eastbound and westbound 146th Street will be open utilizing the bridge over Allisonville. One lane of traffic for northbound and southbound Allisonville Road will be open under the bridge. Drivers on Allisonville Road should expect a short duration closure near 10 p.m. to remove the traffic signal.
Tuesday, June 10, 5 - 6 a.m. The ramps between 146th Street and Allisonville Road will be reopened. The north and south ends of the roundabout will be closed for placement of temporary pavement markings. Vehicles using the northeast and southwest ramps will be required to turn right onto Allisonville Road.
Tuesday, June 10, 6 a.m. All movement will reopen.
Drivers are encouraged to avoid this intersection during the phase shift and seek an alternate route. If you are unable to utilize an alternate route, please use extreme caution when driving through the work zone. Drivers should expect traffic delays when traveling through the construction zone during these periods.

Department of Community Services
Ordinance D-2770-25
Carmel’s single-family rental registry and cap ordinance was approved by the City Council at the Monday, June 2 Council meeting. We appreciate the response to this ordinance but want to share where we are in the process.
We have begun talking with our neighbors in the City of Fishers and their technology partners about what they have learned and how we might move our process forward, with the passage of this measure we will have much to undertake as we navigate both the permitting and registration portions of the new ordinance.
Over the next six months, our team will undertake the administrative work to put the ordinance into effect. As we create the required elements of the program we will communicate with our residents and the Council to ensure everyone understands how the initiative will be rolled out.
As of now, the permit requirement will be effective January 1, 2026. There will be early enrollment opportunities, but the system has not yet been put in place to do that.

2024 Water Quality Report
To comply with Indiana Department of Environmental Management state regulations, Carmel Utilities issues an annual Water Quality Report (also called Consumer Confidence Report) that details the quality of your drinking water. The purpose of this report is to raise understanding of drinking water and awareness of the need to protect our drinking water sources.
We are pleased to report that Carmel Water tap water met all Environmental Protection Agency and state standards in 2024.
