City of Carmel announces 2025 street paving list
CARMEL, Ind., May 16, 2025 - The City of Carmel Street Department has released its list of 2025 street paving projects. More than 50 lane miles of roadway are scheduled for an upgrade this spring and summer as the Street Department kicks off its annual effort.

Each paving project begins with concrete and curb repairs, a phase that typically takes a couple of weeks to complete. This is followed by milling the top surface of the blacktop and repaving it with a new, two-inch thick layer. Milling and paving projects require three to five days to complete and will necessitate lane restrictions.
The Street Department uses the Pavement Condition Index (PCI) rating system to determine the priority of repair for our roadways. StreetScan (pictured) is employed to survey all 1,400 lane miles of Carmel roads bi-annually. Laser-measuring technology assigns PCI scores to each road segment. This laser device is mounted at the rear of a vehicle with a roof-mounted camera for 360-degree imagery.
“By continuing to utilize data-driven asset management, we are able to objectively prioritize roads for resurfacing. This treatment method allows us to extend our road networks life, while ensuring high standards are maintained,” said Matt Higginbotham, Carmel Street Commissioner.
