Carmel activates Designated Outdoor Refreshment Area (DORA)
CARMEL, Ind., May 16, 2025 - The Memorial Day weekend will mark the activation of Carmel's new Designated Outdoor Refreshment Area (DORA), with the launch officially taking place on Friday, May 23. This initiative will allow patrons to purchase alcoholic beverages from participating establishments and enjoy them within the designated DORA boundaries. Carmel joins Hamilton County neighbors Noblesville and Westfield, who launched their districts in 2024.
In July 2023, Indiana authorized municipalities to create DORAs, giving them the legal ability to designate specific outdoor areas where people can carry and consume alcoholic beverages purchased at participating businesses during the following hours:
Monday through Thursday: 5 - 10 p.m. Friday and Saturday: 11 a.m. - 11 p.m. Sunday: 11 a.m. - 9 p.m.
Based on research by Carmel City Councilor Jeff Worrell, which identified the DORA as a strong fit for Carmel's existing districts, Carmel's DORA ordinance was approved on July 17, 2024. The area will span from just north of Main Street to Carmel Drive, and from west of the Monon Greenway to just east of Range Line Road.

"The DORA will only amplify that energy, allowing our residents and visitors alike to fully enjoy the vibrant atmosphere of areas including Midtown, Monon Boulevard, Carter Green and our Arts & Design District. It's about enhancing the experiences we already love."
