Carmel Artomobilia to feature first look at new 96th Street roundabout art
This Saturday from 11 a.m to 5 p.m. plan to join the 15th anniversary of Carmel Artomobilia that will feature a new sculpture that will be installed at the roundabout at 96th Street and Priority Way. Artist Arlon Bayliss, whose Carmel sculptures include "Homage to Hoagy" in front of the Palladium, "Grace, Love and Joy" at Old Meridian and Pennsylvania Street, and "Beacon Bloom" at 96th Street and Westfield Boulevard, will be at Artomobilia along with the fabricators of his sculptures, bo-mar Industries.
Artomobilia features a distinct gathering of recognized artists, collector cars and automotive enthusiasts showcased on the streets of the Carmel Arts & Design District.

Construction and Traffic news
Range Line Road and 116th Street Roundabout: The roundabout is OPEN!
Keystone Parkway and Main Street Bridge - There will be a full closure of the Main Street bridge over Keystone August 26-28 for overlay and resurfacing of the bridge deck. Expect the bridge to close Friday evening and be open to traffic early Monday morning. Keystone Parkway and its on/off ramps will remain open but no east/west traffic will be permitted across the bridge.
South Range Line Road - September 1 and 2, from 5 - 9 a.m., Range Line Road will be closed between 116th Street and Carmel Drive for curb work. Range Line will be open to traffic by 9 a.m. each morning and the intersections at Carmel Drive as well as 116th Street will remain open for traffic during these times.
West Smoky Row Reconstruction: This project includes the reconstruction of Smoky Row, west of Range Line Road, including a new bridge over Little Cool Creek. This project has experienced delays but Smoky Row is expected to be open in December. The roundabout at the west end is expected to start in September for a 60-day period of work. During this time, local traffic will be maintained, but the roadway will be closed to the general public motorist and pedestrians. Work along this corridor will continue into the spring with a final completion of all plantings and restoration expected in May of 2023.
East Smoky Row slip lane at Keystone Parkway: This work will continue through October with no scheduled closures of the intersection.
106th Street and North College Avenue Roundabout: On or after September 6, expect a full closure of the intersection for the construction of a roundabout. This 60-day full closure will be substantially complete in November. This project includes the construction of a multi-use path from Pennsylvania Parkway to College Avenue along 106th Street. The construction of this path is in the city's existing right-of-way and should not cause a closure of 106th Street.

Carmel Utilities continues replacing aging water meters across the community with new, enhanced equipment allowing for more accurate readings and better water efficiency.
Please note, as the project moves to Phase Two, there are new instructions:

Carmel Utilities Award
Congratulations Jaimie Foreman!
Congratulations to Jaimie Foreman, who was recently presented with the 2021 American Water Works Association (AWWA) Operator’s Meritorious Service Award at the Indiana Section AWWA annual conference. Jaimie, Carmel Utilities Drinking Water Regulatory Compliance Supervisor, received this recognition by meeting several criteria, including: continuous compliance with all public health standards in treated drinking water AND consistent and outstanding contribution to plant maintenance, thereby prolonging the useful life of equipment. Jaimie’s name will also be included in the September issue of Journal – American Water Works Association.

City Council committee continues to review the Comprehensive Plan, next meeting September 19
The City Council’s Land Use and Special Studies Committee has held three meetings to review, ask questions and recommend revisions to the proposed Comprehensive Plan. An additional committee meeting is scheduled in September before the proposed plan returns to the full City Council.
