CARMEL MAKES NATIONAL NEWS
Carmel's roundabout strategy to improve traffic flow and save lives has once again made national news. After being featured on the front page of the Sunday New York Times a few months ago, CBS National News visited our City and filed this report, which aired Thursday.

Carmel unveils new mural by contest winner artist Jessica Eastburn in the Arts & Design District
Mayor Jim Brainard with the new mural.
A new mural was unveiled Saturday, August 13 at Sophia Square during the Allied Solutions' Meet Me on Main gallery walk. The mural, "Around Town," was voted the winning submission to the recent public art mural contest sponsored by the City of Carmel and the Indiana Arts Commission. The mural has been placed inside the lighted interior entryway just steps away from the Monon Greenway and the courtyard at Sophia Square. It is visible through the windows in the breezeway between Monterey Coastal Cuisine and Pad Thai restaurants.
Jessica Eastburn, an artist from San Francisco, submitted the design that was a finalist among more than a dozen submissions from across the United States. Finalists' submissions were put to a public vote at various events in the Arts & Design District and Eastburn's design was the winner. The colorful mural uses symbolism to pay homage to noteworthy aspects of Carmel and Indiana. Some of the symbols found within the mural include:
- Lilly pads in a pond, a reference to the Japanese Garden at City Hall.
- The words” “GO” and “STOP” to pay tribute to one of the nation's first traffic light, invented by Leslie Haines and placed at Main Street and Range Line Road in 1924.
- An array of fruits to celebrate the Carmel Farmers Market.
- A vintage Indianapolis 500 race car to celebrate the Indianapolis 500.
- A depiction of the state flower, the peony.
- The feet of a bunny rabbit and a night sky filled with firefly lights to celebrate some of the most recognizable fauna of the state.

Contruction and Traffic news
Range Line Road and 116th Street Roundabout: The roundabout is expected to be substantially complete for the public on or after midday Monday, August 22. This means that vehicles will have access to all legs of the roundabout and it should be functional for the public motorist in all directions. Work will continue at the intersection and in the right- of-way and is expected to be complete the beginning of October, barring unforeseen circumstances like weather or other delays.
Keystone Parkway and Main Street Bridge: There will be a full closure of the Main Street bridge over Keystone August 26-28 for overlay and resurfacing of the bridge deck. Expect the bridge to close Friday evening and be open to traffic early Monday morning. Keystone Parkway will remain open.
West Smoky Row Reconstruction: This project includes the reconstruction of Smoky Row Road, west of Range Line Road, including a new bridge over Little Cool Creek. This project has experienced delays but Smoky Row is expected to be open in December. The roundabout at the west end is expected to start in September for a 60-day period of work. During this time, local traffic will be maintained, but the roadway will be closed to the general public motorist and pedestrians. Work along this corridor will continue into the spring with a final completion of all plantings and restoration expected in May of 2023.
East Smoky Row slip lane at Keystone Parkway: This work will continue through October with no scheduled closures of the intersection.
106th Street and North College Avenue Roundabout: On or after September 6, expect a full closure of the intersection for the construction of a roundabout. This 60-day full closure will be substantially complete in November. Running ahead of this project is the multi-use path from Pennsylvania Parkway to College Avenue along 106th Street. The construction of this path is in the city's existing right-of-way and should not cause a closure of 106th Street.
