CarmelLink summer construction updates
The City of Carmel works diligently with consultants, contractors, utilities and others to develop schedules and complete projects in a timely manner. Despite these efforts there are times that delays, conflicts and procurement issues can have impacts to these schedules beyond our control. We greatly appreciate your patience while we work to make the roadways safer and more efficient.
CarmelLink Construction Projects
West Smoky Row Reconstruction: This project includes the reconstruction of Smoky Row Road, west of Range Line Road, including a new bridge over Little Cool Creek. Delays to the bridge construction will keep the road closed past the start of school. The project is expected to be substantially complete and open to traffic before the year ends.
East Smoky Row slip lane at Keystone Parkway: This work will continue through October with no scheduled closures of the intersection.
Main Street Roundabouts (Richland/Lexington) at Carmel High School: Roundabout work at Richland Avenue is anticipated to be substantially complete and open to traffic before school starts August 10. The south side of the new Lexington Boulevard roundabout will be under construction as school begins with two-way traffic maintained on Main Street north of the construction. The Lexington Boulevard roundabout is anticipated to be complete in October with a scheduled traffic switch in mid-September to complete the north side of the roundabout.

Southbound Range Line Road: The southbound lane of Range Line Road closed on Monday, August 1 between Red Truck Road and Gradle Drive for five days for utility work in preparation for the new addition to the Carmel Police Department. This work is adjacent to the former Huntington Bank site.
Keystone Bridge Overlays/Resurfacing of bridge decks: Work will consist of full closures of the bridges for east-west travel with on/off ramps for Keystone remaining open. Main Street is scheduled for weekend of September 10 and 116th Street is scheduled for the weekend of September 17. Concrete pavement patching on the southbound exit ramp from 116th Street to Keystone Parkway will take place September 19-25 with no closure anticipated. All weekend closures will take place on Friday night with work taking place through late Sunday or early Monday morning.
116th Street and Range Line Road Roundabout: Substantial completion of the roundabout is expected by the end of August with work continuing in the right-of-way through the fall.
106th Street and College Avenue Roundabout: Construction on the roundabout will begin at the start of September. This will be a complete closure currently scheduled for 60 days.
College Avenue Reconstruction: Planning for the reconstruction of College Avenue from 96th Street to 106th Street is currently ongoing. Construction is anticipated to begin in the Spring/Summer of 2023.
Monon Greenway Reconstruction near Carter Green: This work between Gradle Drive and City Center is anticipated to be substantially complete by early November.
