Honor veterans at annual St. Charles ceremony Nov. 11

Riverside Ave., St. Charles. The ceremony includes the National Anthem, a prayer, remarks, gun salute and Taps. All are welcome to attend.

Holiday Homecoming to light up St. Charles, Nov. 28 & 29!
Don't miss the 2025 St. Charles Holiday Homecoming Nov. 28 and 29. The festivities start with the Lighting of the Lights Ceremony at 5 p.m. Friday.
On Saturday, kick off the holiday season with a free screening of Elf at 10 a.m. at the Arcada Theatre, then celebrate Shop Small Saturday by supporting local businesses and entering a grand prize giveaway. Families also can stop by to visit Santa in his new cottage on 1st Street Plaza from 1 to 4 p.m. Cap off the day with the Electric Christmas Parade at 5:30 p.m. along Main Street, from 6th Street to 4th Avenue.

Electric Christmas Parade entry forms due by Nov. 7
The St. Charles Business Alliance is accepting entry forms for the 2025 Electric Christmas Parade through Nov. 7. Local businesses, community groups, and nonprofits are invited to participate in this juried event to help light up the city at 5:30 p.m. Nov. 29.

 >>The public is invited to the Community Resources Event from 6:30 to 8 p.m. Nov. 6 at the St. Charles Public Library, 1 S. 6th Ave., in St. Charles. St. Charles residents will learn, connect and discover the services and programs that are available from representatives of the City of St. Charles, St. Charles Township, St. Charles Community Unit School District 303, the St. Charles Park District and library. Offices Closed Nov. 27 and 28 for Thanksgiving
Meeting information and agendas are available at stcharlesil.gov/meetings. Agendas are posted 48 hours prior to the meeting. City offices will be closed Nov. 27 and 28 in observance of Thanksgiving. As always, police, fire, and emergency services will remain available 24/7.
Daylight Saving Time ends Nov. 2. Remember clocks will be set back one hour Saturday night, Nov. 1.

 Ward 4 Alderpersons present Spirit of St. Charles Awards
Alderpersons David A. Pietryla and Bryan Wirball presented "Spirit of St. Charles" awards to Ward 4 recipients during the Oct. 6 City Council meeting. The recipients included St. Charles East High School student Ellie Marie Corcoran for athletic and academic excellence, and Cris and Tom Anderson, and Hotel Baker owners Rowena and Joe Salas and team for their leadership and commitment to the betterment of the St. Charles community.
The ward-focused awards recognize students, individuals and businesses or organizations who contribute to making St. Charles a vibrant community. Awards are presented at the first City Council meeting of each month through April 2026.

 St. Charles leaders discuss hot topics at Chamber member event
During the St. Charles Area Chamber of Commerce City Update membership event in October, Mayor Clint Hull, City Administrator Heather McGuire, and Economic Development Director Derek Conley talked about issues surrounding redevelopment of the former Charlestowne Mall and Police Station sites, the Fox River Dam Joint Task Force, shared data, and introduced the City's new Police Chief, Dan Likens. Alderpersons David Pietryla, Bob Gehm, Jayme Muenz, and Ron Silkaitis also were in attendance, along with City staff.

City Council adopts new Bike Policy Ordinance
 As e-bikes, e-motos, scooters and other micromobility devices grow in popularity, City Council last month adopted a new Bike Policy Ordinance aimed at improving safety for cyclists and pedestrians while reinforcing St. Charles’ commitment to being a bike- and pedestrian-friendly community. The new ordinance aligns with state law and incorporates recommendations from Ride Illinois. The Bike Policy page of the City's website further explains where and who can ride, best practices and potential penalties.

IMEA's new solar project could power up by end of 2026
The City of St. Charles' current energy provider IMEA (Illinois Municipal Electric Agency) approved a contract with a developer to buy all the energy from a solar farm, with anticipated commercial operation beginning as soon as late December 2026 or early January 2027. Once complete, IMEA's energy portfolio will contain about 20% total renewable energy, up 9% from today.
The City's current IMEA contract is set to expire in 2035. Over the coming years, the City will begin exploring its options, which could include seeking a new energy provider by 2030 or potentially extending its contract with IMEA. No permanent decisions have been made at this time.

City seeking proposals for prime First Street-area site
The City of St. Charles is inviting developers to submit proposals for a prime lot within the First Street Redevelopment Project in our vibrant downtown district.
We're looking for a project that complements the surrounding area while bringing fresh ideas to the table — especially those that incorporate additional residential units to help balance the overall First Street mix.
Original plans (approved in 2006) envisioned 3- to 4-story buildings with ground-floor commercial and upper-level office/residential space. But with changes in the market and the City’s vision, we’re open to new concepts that align with the character and future of downtown.

Dunham Road resurfacing begins Nov. 3
 >>Starting Nov. 3 (weather permitting), crews will begin milling and resurfacing Dunham Road from Muirfield to just south of Kirk. During construction, traffic will be reduced to one lane with flaggers directing vehicles during work hours. The project is expected to take less than two weeks to complete. This much-needed work will improve a section of roadway causing ongoing issues with patching and plowing. Thanks for your patience while we make these upgrades!

>>Leaf Collection began Oct. 27. The City's contractor, Kramer Tree Specialists, plans to complete three collection cycles by Dec. 5. Check the Progress Map (updated daily) to see which neighborhoods have been serviced and what remains for the month: https://bit.ly/3W3brJO. Additionally, Lakeshore Recycling Systems will offer free bagged leaf collection from Dec.1-30 for any remaining leaves on your regular refuse collection day.

Tips to winterizing your water service to protect plumbing
As winter approaches, the Public Works Department often receives questions about how to properly “winterize” your water service. If your home will be vacant for an extended period — due to vacation, a move, a home sale, or renovations that require shutting off the water — it's essential to take steps to prevent frozen pipes.

Drain Pipes: When turning off the water for an extended time, all pipes must be drained.

Circulate Heated Air: Allow heated air to circulate around pipes and water meters. Insulate problem areas and keep cabinet doors open to maintain warmth.

Maintain Temperature: In vacant homes, do not turn off the heat. Instead, lower your thermostat to maintain a minimum temperature that will help prevent freezing. Installing a programmable thermostat can help regulate the temperature efficiently.

Let Faucets Drip: Allow a slow drip from faucets connected to pipes near exterior walls to help prevent freezing.

Avoid Air Compressors: Do not use an air compressor to “blow out” a private water service. This can introduce dirt and contaminants into the water supply, posing a health risk to residents and others drinking City water.

Health Dept. to host online Winter Ready Workshop
Join the Kane County Health Department on Zoom at 2 p.m. Nov. 5 for a free "Winter Ready Preparedness Workshop for Home and on the Road." This online session will cover building a winter emergency kit, staying safe during power outages and extreme cold, preparing your car for winter travel, protecting your family, pets, and neighbors, and accessing trusted local resources.

Protect Your Property from Flood Damage
To reduce damages on property that is susceptible to flooding:
- Apply watertight seals to brick and block walls to protect against low level flooding (less than 2 feet).
- Elevate furnaces, air conditioners, water heaters and major appliances on platforms, or move them to higher floors.
- Sandbag and remove items from areas prone to flooding. Elevating or relocating the entire structure may be a feasible option.

Snow removal reminders
Safe, clear streets are the goal of the City’s snow removal operations. Here are some friendly reminders from the Public Works Department to support snow-removal crews:
- Please avoid shoveling, plowing, or dumping snow from your driveway or private sidewalk onto city streets or sidewalks.
- Kindly keep all refuse and recycling containers off the street to aid in snow removal.

 Trunk-or-Treat with St. Charles Police on Halloween!
The St. Charles Police Department will be hosting its annual Halloween Trunk-or-Treat event at the Police Department on Oct. 31, from 3 to 7 p.m. Families are invited to stop by during their neighborhood rounds for some treats from our local officers, and meet Charlie from the K-9 Unit!

 Notice: Fire Department to conduct special Electric Vehicle Emergencies Training near old police station site in November
The St. Charles Fire Department will host an Electric Vehicle (EV) Emergencies Training from Nov. 11 through 13. The hands-on training exercises will focus on EV fire extinguishment techniques, vehicle extrication procedures and safety measures during EV-related incidents. The parking lot, east of the former Police Department building, will be closed from 7 a.m. to 5 p.m. Nov. 13 to accommodate this training and cleanup. The program provides firefighters with valuable, real-world experience working with emerging vehicle technologies and underscores the fire department's commitment to fire safety, innovation and preparedness.

The Equity & Inclusion Commission makes recommendations to City Council to ensure the community is open, inclusive, and welcoming to all individuals regardless of age, gender, race, culture, sexual orientation, religion, or abilities.
November is Native American Heritage Month
 November is Native American Heritage Month, which is rooted in proclamations made by Presidents of the U.S. dating as far back as 1986, according to the Library of Congress. Especially this month, we acknowledge the ancestral homeland of Indigenous Peoples and honor their culture, traditions, and contributions both past and present. To celebrate and learn more, our community is offering a few opportunities to engage with Indigenous culture and heritage.
Through Dec. 20, the St. Charles History Museum is featuring the exhibit Grounded: A Story of Historical Reckoning and Indigenous Resilience.
On Nov. 22, the St. Charles Writers Group will host Illinois Poet Laureate Mark Turcotte at the St. Charles Public Library for a discussion of his work.

Column: Mink Spotted Along the Fox River

In October, a keen-eyed resident strolling along the Fox River reported an unusual sighting: a North American mink darting among the riverbank rocks. While not unheard of in our region, minks are elusive, and spotting one is a rare and exciting event for St. Charles nature enthusiasts.

Don’t trash it — smash it during annual Pumpkin Smash on Nov. 8
Give your pumpkins a second life at the Pumpkin Smash, from 9 a.m. to noon on Saturday, Nov. 8, at the City’s Public Works Department, 1405 S. 7th Ave. This fun, eco-friendly event is hosted by the City of St. Charles Natural Resources Commission to help keep pumpkins out of landfills and turn them into compost instead.

The Art of Dessert auction at Graceful Ordinary set for Nov. 24
The St. Charles Arts Council's annual The Art of the Dessert fundraising event will take place from 5:30 to 8:30 p.m. Monday, Nov. 24, at The Graceful Ordinary in downtown St. Charles. Guests will bid on more than 40 decadent desserts created by local and professional bakers, just in time for Thanksgiving celebrations. All proceeds from the event will benefit community art programs in St. Charles, supporting creativity and connection throughout the city. Festive casual attire is encouraged!
