City of Peoria Issues RFQ to Transform Former Expo Gardens Site to New Housing
A Unique Opportunity to Build New Homes in the Middle of Peoria
Peoria, IL (April 20, 2026) - The City of Peoria has issued a Request for Qualifications (RFQ) to redevelop the former Exposition Gardens site located at 1601 W Northmoor Road, Peoria, IL 61614. All submissions must be received by 2:00 pm on Tuesday, June 9, 2026. The goal of the RFQ is to attract new residential development in the center of the city.
“This site presents a rare opportunity in Peoria,” explained City Manager Patrick Urich. “We’re seeking partners who can help shape a neighborhood that compliments the surrounding area and supports Peoria’s continued growth.”
The city of Peoria purchased the site through a foreclosure auction in 2025 for $1,201,100 with the goal of supporting new middle-income housing development. With 70 acres of land, the former Exposition Gardens site has the capacity to accommodate up to 200 dwelling units.
“Expanding access to quality, attainable housing is one of my top priorities,” said Mayor Ali. “This RFQ represents an opportunity to advance Peoria’s housing goals, particularly by expanding options for middle-income homebuyers.”

Pre-Submission Meeting and Property Tour A pre-submission meeting and site tour will be held on May 11, 2026, offering potential applicants an opportunity to ask questions and better understand the development vision.

RFQ Submission Deadline All RFQ submissions must be received by 2:00 PM CT on June 9, 2026. There are two (2) ways to submit an RFQ proposal:

- Proposals can be submitted online through BidNet (link)
- Hardcopy Submission
- Deliver to: City of Peoria, Purchasing Division, 419 Fulton Street, Room 108, Peoria, IL 61602
- Submit one original and three copies
- Submit in a sealed envelope or package clearly marked with the RFQ title and number
- Include the applicant’s name, company name, and return address on the envelope
