Happy Spring! I think we can all agree that this winter has been a mild one. Let’s not jinx ourselves as we know the Midwest is known for late season snow storms. I would like to turn your attention to a very special event that will happen this summer.
As you are aware, 2023, is the year that the Village will celebrate its 75th anniversary of incorporation, and we have hinted that we will be celebrating this momentous event in a special way. On behalf of the 75th Anniversary Planning Committee, I am happy to announce that the official Community 75th Anniversary Celebration will take place the weekend of August 24th through August 27th with a four-day carnival held on the grounds of the former Divine Savior Church. This event will feature not only carnival rides, but nightly entertainment, a food court showcasing food from local establishments, a beer garden, and so much more. In addition, on the morning of Saturday, August 26th, a community-wide parade will make its way down Montrose Avenue and Saturday evening’s event will be capped off with a beautiful fireworks show.
As the event approaches, we will be posting more information in the June & August editions of the newsletter, our Facebook and Instagram pages, GovDelivery, and the Village’s website. Mark your calendars and plan on joining us for a fun-filled weekend.

New Village-Wide Parking Restrictions
New Village-Wide Parking Restrictions Effective April 1, 2023, parking of any vehicle on any public street within the Village, when parking on such street is otherwise permitted, shall be prohibited from the hours of 2:00 A.M. to 6:00 A.M. unless:
1. the vehicle displays a valid Village of Norridge vehicle sticker; and 2. the vehicle has a valid State of Illinois vehicle registration; and 3. the vehicle is registered (state registration) to an address in the Village of Norridge; or 4. the vehicle has obtained a temporary parking permission.
Please be sure that, if you anticipate having overnight guests, or visitors who may be parking on Village streets past 2:00 A.M., you request temporary parking permission via our online request portal: www.frontlinepss.com/norridgepd. You can also find this link on our website, under the Government Tab, Police Department, Overnight Parking. Overnight parking requests must be submitted prior to 2:00 A.M. of the day requested. Oversized vehicles such as trucks, R.V.’s, commercial vehicles and trailers, must call 708-320-7880. Request for a parking permission in excess of three (3) days must also call 708-320-7880.

Your current vehicle sticker will expire on June 30, 2023. The 2023-2024 renewal applications will be mailed the last week of April, and stickers will be on sale beginning May 1st until June 30th. The cost of a basic sticker will remain at $10 and will be sold to residents who own automobiles, vans, or trucks up to 8,000 lbs. (B-Class trucks).
Don’t Stand in Line - Go Online The Village of Norridge is excited to announce that residents now have another option for renewing their annual Village of Norridge vehicle stickers and pet tags – ONLINE at www.villageofnorridge.com. Residents will still have the option to purchase their vehicle stickers and pet tags in-person at the Norridge Village Hall, or by mail.
Village ordinance requires all vehicles registered to the Village of Norridge to obtain a vehicle sticker as stated in Section 94-302. This includes, but not limited to, cars, trucks, motorcycles and trailers. Proof of registration is required for any vehicle that does not have a preprinted application.
All dogs and cats in the Village must have an animal license on their collar at all times. The cost of each tag is $5.00 and no animal tag shall be issued for a pet unless a current certificate of inoculation in conformance with state law is on file. If the rabies expiration date on the front of your mailed application has expired, proof of current inoculation against rabies must be presented at the time of purchase. No owner shall have more than three dogs or three cats, or any combination totaling more than three in any single dwelling unit.
VEHICLE STICKERS AND PET TAGS MUST BE PURCHASED BY JUNE 30TH. LATE FEES AND FINES WILL APPLY AFTER JUNE 30TH. NEW STICKERS MUST BE DISPLAYED ON THE LOWER RIGHT HAND CORNER OF YOUR WINDSHIELD BY JULY 1ST.

New this year - Community-Wide Garage Sale
At the January 25th, 2023 Village Board Meeting, Ordinance No. 2093-23 was adopted which created the regulations for an annual Community-Wide Garage Sale. We are excited to announce that Friday, June 23rd and Saturday, June 24th are the dates for the inaugural Community-Wide Garage Sale! Important information if you wish to participate:
Village ordinance limits the number of sales permitted during a calendar year to two sales. Participation in the Community-Wide Garage Sale will not count against the limit of two. You may still have two other garage sale events during the year and participate in the Community-Wide one as well!
There is no fee to residents for the Community-Wide Garage Sale, however, you must complete an application to participate.
If you register by June 12th, the location of your sale will be added to our 2023 Community-Wide Garage Sale Event map.
The Community-Wide Garage Sale Event is a Friday and Saturday ONLY event. If you are participating, you may only be open for sales on those two specific days.
The hours of operation for the Community-Wide Garage sale are 7:00 AM to 5:00 PM, or anytime in between.

Garage Sales
Another sure sign of warmer weather are garage or estate sales. Before any garage or estate sale can be held, a permit must be obtained from the Norridge Village Hall 48 hours before the first date of the sale. Residents are allowed two garage sales per calendar year. The owner of the property must appear in person at the Village Hall with I.D. to complete the application. No garage or estate sale shall be for a period longer than three consecutive days. In addition, no sale shall commence before 7:00 A.M. and continue past 5:00 P.M.
The cost for garage sales are $10 for each sale (maximum two sales per year). For estate sales held by an outside company, $50 for the first sale and $100 for the second sale (estate company must provide the Village with a copy of the contract at the time of application). Estate sales held by family members are $10 for each sale (maximum two sales per calendar year).
As you just read above, the Village of Norridge will hold a Community-Wide Garage Sale on Friday, June 23rd & Saturday, June 24th. Residents must register and complete an application to receive a permit for the Community-Wide Garage Sale by June 12th in order to be added to the Community-Wide Garage Sale Map. More information will be provided in the June issue of the newsletter. There is no permit fee for the Community-Wide sale only.

75th Anniversary Banners

Sales of the 75th Anniversary banners have been extended to April 28th. The sponsorship cost of each 30” x 72” banner is $125.The banner will be affixed to light poles along Montrose, Harlem, Foster, Canfield and Cumberland Avenues and Irving Park Road. All sponsors will receive their banner at the end of the official 75th Anniversary celebration.

8th Annual Car Show
The Village of Norridge Car Show Committee will hold its 8th Annual Car Show on Saturday, June 3rd from 9:00 A.M. to 2:00 P.M. at the former Divine Savior Church’s front parking lot, 7740 W. Montrose Avenue, Norridge. Those who wish to showcase their car will pay an entrance fee of $15. The first 125 entrants will receive a goodie bag that includes a dash plaque and event trophy. Participants will be entered into a free raffle with prizes awarded every hour.
This is a free event for spectators. Food and drink will be available for purchase. This popular family event has something for everyone. PLEASE NOTE: the rain date is June 10th. For more information visit our website, Facebook and Instagram pages.

Please join us on May 28, 2023 at 12:00 Noon for the Village’s 30th annual Memorial Day Observance. Part of this ceremony honors Norridge residents and/or family members who have, or are currently serving in the military. Individual names will be read during the ceremony. If you would like to be honored, or would like to submit the name of a family member, living or deceased, to the list that will be read at this observance, please submit the name, rank and branch of service to Joanna Skupien at jskupien@villageofnorridge.com. Prior submissions will once again be read, and do not need to be resubmitted. Deadline for submissions is April 30th.

Yard waste pick-up resumes the week of April 3rd on your regular garbage day. Please use brown lawn bags or open 30-gallon containers marked “Yard Waste Only”. Yard Waste Only stickers are available at Village Hall. Any branches must be bundled and tied in 4-foot lengths and placed next to your garbage cart.
If you have a lawn irrigation system, the Reduced Pressure Backflow Preventer (RPZ) must be tested annually by a licensed plumber with a Cross Connection Control Device Inspector’s license (CCCDL). It is advantageous to you to have the device tested in early spring when the system is being turned on. All tests must be completed and submitted to BSI by your due date.
If you decide to reconnect a previously inactive system, contact the Water Department at 708-453-0319. The RPZ must be tested before you start using the system and then annually by a licensed plumber with a CCCSDL License.
Village Ordinance No. 1328-01 states that between 12:00 P.M. on May 15th and 6:00 P.M. on September 15th, no outdoor uses of water will be permitted between the hours of 12:00 P.M. and 6:00 P.M.
Outdoor water use means the use of water for watering of a lawn, garden or shrubbery and swimming pool filling employing the use of hose, pipe, duct, sprinkler or sprinkling system but shall not include the use of rainwater or recycled water for any of the above named purposes.
The week of May 8th-12th has been designated as clean-up week in the Village of Norridge. On your regular pick-up day, you may dispose of any items other than the following: no construction materials, hazardous waste (including paint, oil & gas), electronics, old tires or lawn mowers will be picked up.
The Village currently prunes parkway trees on a five-year cycle. Pruning is performed to the latest ANSI A300 specifications. In Norridge, yearly pruning begins every winter with several objectives:
• Improve or restore tree structure, • Reduce exposure to risk, • Manage crown size and reduce crown density, • Increase tree health, and • Provide clearance for emergency vehicles, snow plows, street sweeper and homes to a minimum of 14’ on the street side.
Additional pruning includes dying or dead branches, rubbing branches and decayed branches. Although the Village only provides beneficial pruning, it is important to know having an untrained person cutting trees can be detrimental to the tree and even shorten the life span and increase structural failures. It is important to understand how different trees respond and recover from pruning. Each cut affects the tree's future growth. Improper cuts will remain with the tree until death.

The Village removes parkway trees for various reasons, including natural decline, disease, insects, storm damage, utility problems and site issues. After leaf out in spring or early summer, the Village conducts an annual Village-wide evaluation to identify any trees needing removal or further inspection. When a tree is identified to be removed, and orange or white “X” is sprayed on the street side of the tree. This is done as a courtesy to notify residents of the status of the parkway tree in front of their property.
The Village contracts Hendricksen Tree Care as our Arborist. Hendricksen is listed as an Accredited A+ business with BBB, a TCIA Accredited Company, and employs ISA Certified arborists. They have been a Chicagoland premier company since 1964, following all best practices. The company’s owner, R. Hendricksen, is a ISA Certified Arborist, is ISA Tree Risk Qualified and is a TCIA Certified Tree Care Safety Professional.
The Village of Norridge understands that sometimes a parkway tree may need more urgent attention. These situations include broken and hanging branches, branches causing sight obstructions or low hanging branches. When these situations occur, please contact the Norridge Village Hall at 708-453-0800 to submit a service request.
As the weather begins to warm up, residents will begin to have thoughts of summer. If your block is planning a block party, the Village requires residents to obtain a permit to hold a block party. A completed and signed Block Party Application must be submitted to the Norridge Village Board for approval at least 45 days prior to the party date. Once your request is approved, a Block Party Agreement will be mailed to you for your signature. This agreement details the rules and regulations for the day of your block party. The organizer of the block party will be responsible for obtaining a permit. The Village of Norridge, is once again a drop-off facility for the Salvation Army’s Community Kindness Day “Fill the Playpen!” campaign. From April 3rd through April 29th, residents can drop off donations of diapers, pull-ups and wipes (all sizes) at the Norridge Village Hall, 4000 N. Olcott Avenue, during normal business hours. On April 29th, the supplies will be delivered to the Salvation Army.
Donations will also be accepted at the Salvation Army, 8354 W. Foster Avenue, Norridge on April 29th between 11:00 A.M. and 3:00 P.M.

Spring and Summer are times when distraction burglaries are more common. Offenders try to distract you at the door or lure you out of the house in order for an accomplice to enter your home and search for cash and valuables. Many times they use vehicles with no clear identification of the services they are providing. These burglaries typically target our older population.
The Norridge Police Department would like to remind you that the Village of Norridge does not permit unsolicited contractors to go door-to-door without a permit and ID. Village inspectors and water department personnel will always have a Norridge ID, uniform shirt and marked vehicles with Village logos. They usually try to reach you by phone prior to coming to your house. If you have any concerns about why a person is at your door, don’t open the door and contact 911 and request an officer for the suspicious person. Let us all help each other and keep an eye on our neighbors and neighborhood.
The American Public Works Association has designated the week of May 21st through May 27th as National Public Works week. The APWA is proud to announce this year’s theme as “Connecting the World Through Public Works”. This year’s theme illustrates how public works connects us all through infrastructure and service, enhancing the quality of life for the communities these professionals serve.
Interim Director of Public Works Joe Spain and his team help keep our Village strong by providing snow removal, water main repairs, water, emergency management and first response, and right-of-way management. They are what makes Norridge a great place to live and work.

Do you ever wonder who’s the person behind our emergency calls to 911? All we know about them is their voice, which is why National Public Safety Telecommunicators Week (NPSTW), observed every second week in April, has been set aside to recognize and celebrate another kind of superhero - the work of telecommunicators helping to save millions of lives every day. If it weren’t for the telecommunicators flawlessly doing their jobs, billions of lives would have been lost due to untimely assistance. So, throughout the week of April 9th through April 15th, we honor and thank those dedicated telecommunicators who have continued to serve in this demanding profession.
We take this opportunity to thank all the Telecommunicators of MCD, not just this week, but all 52 weeks of the year.
