Highlights from Lake County’s 2025 Annual Report
As the year comes to an end, Lake County is proud to share its 2025 Annual Report. This report looks back at some of the projects, improvements and services that have advanced our mission: To provide exceptional services and support for Lake County’s people, communities and environments.
Each year, County departments work together to support the priorities of the Lake County Strategic Plan. The plan, which was developed with resident input, focuses on six areas: Safe Communities, Economic Opportunities, Adaptive Infrastructure, Sustainable Environment, Healthy and Inclusive Communities and Superior County Operations and Services. Our Annual Report celebrates the important progress in each area.
 Regional Operations and Communications (ROC) Facility
One major highlight was the opening of the new Regional Operations and Communications (ROC) Facility in Libertyville. The building is Lake County Government’s first net-zero facility and serves as Lake County’s central hub for emergency preparedness and response. It is the home of LakeComm, the new consolidated 9-1-1 emergency communications center that supports 30 law enforcement and fire and EMS agencies, as well as our own Emergency Management Agency.
In total, more than $150 million in infrastructure projects were under construction across the county in 2025. Highlighted projects include the Darrell Road corridor improvements, the White Deer Run Reservoir in Vernon Hills to increase water storage, and the rebuilding of the century-old Sylvan Lake Dam.
Lake County also introduced one of the nation’s first bird-friendly development ordinances for residential areas in unincorporated communities and has made significant progress on its Lake County Tree Planting Initiative, helping to reduce nutrient pollution and limit stormwater runoff.
Our impact on residents and communities has been significant as well. The Dolly Parton Imagination Library launched in Lake County to promote early literacy. Residents set new donation records through the Operation Dropbox program for Veterans, and more than 3,000 residents received training on digital tools through Lake County’s Digital Growth Initiative.
Accomplishments like these, and all the other ones in the Annual Report, are only possible because of the passionate Lake County employees who are dedicated to their work, the continued support and involvement of the community, and the collaboration with our many partners. We congratulate and thank everyone who participated in these projects and initiatives throughout the year, and we look forward to even more progress in 2026.
