Lake County and Naval Station Great Lakes (NSGL) have entered into a new intergovernmental support agreement (IGSA) to help pave the way for one of the largest housing demolition projects in the Navy’s history. Officials signed the IGSA today during a ceremony at the National Museum of the American Sailor.
Through the agreement, NSGL can now use Lake County’s job order contract services for demolition and other work. This approach streamlines the process for awarding and completing routine projects, reducing costs by leveraging shared contracts and economies of scale. Lake County contracts with third-party providers to deliver these services locally.
The IGSA will help facilitate the demolition of the 89-acre Halsey Village site. Once home to 351 housing units for Navy personnel and their families, the now-vacant property will be cleared to make way for future development opportunities.
Congress authorized the use of IGSAs in 2013 to allow military installations to partner with local and state governments to share services. This is the second IGSA between Lake County and NSGL in the past year. In 2024, Lake County began providing sand, gravel and soil removal for NSGL, as well as assisting with material procurement.
Opened in 1911, NSGL is the Navy’s only Basic Training Facility in the country. The 1,600-acre installation includes more than 1,150 buildings, 39 of which are on the National Register of Historic Places and contributes more than $4.6 billion to the Illinois economy each year.
The new IGSA was approved by the Lake County Board at its August 2025 meeting. The agreement is available to view online.
