Dear Neighbor,
Last Friday over 200 people gathered to celebrate the opening of the new Lake County Regional Operations & Communication Facility (the ROC) on our Libertyville campus. This building brings together thirty police, fire, and EMS agencies to reduce 911 call transfers, improve coordination, and, in the long run, reduce costs across our partnering agencies. Our Lake County Emergency Management Agency (LCEMA) will also be located here, utilizing the space to prepare and train Lake County and local communities for major storms, disasters and countywide emergencies. During emergencies, LCEMA activates the Emergency Operations Center, where partners from across the state and county, such as the Illinois Emergency Management Agency and the Red Cross, come to coordinate resources for people in need. I am grateful to all the partners for this enormous step forward in improving public safety across Lake County.
As we get ready for the 4th of July, I want to thank all our Girl Scout and Boy Scout leaders and scouts for the volunteer work they do in preparing our communities for our important national holidays. Here in Lake Bluff, Troop 42 distributes the parade book to every home, and helps us recognize and remember our veterans and those who made the ultimate sacrifice on Memorial Day and Veterans Day. It was an honor to be invited to celebrate Andrew Rosa to thank him for his many years of mentorship and leadership. I also want to recognize Aquiles Fischer for his decades of service to scouting.
A few weeks ago I visited Staben House in Waukegan, a transitional housing center for homeless women with children managed by the Waukegan Township. Since its inception, Staben House has served thousands of women and children in need. The new renovation is very beautiful, and I thank all of the donors and volunteers who made it possible.
I've had a few residents reach out to me about the recent weekend swim ban at Sunrise Beach in Lake Bluff. The Lake County Health Department (LCHD) tests the Lake County's Lake Michigan water at beaches 4 days/week (Monday - Thursday) and results are received the following day. When a test comes back with high E. Coli numbers, a swim ban is put in place for 24 hours. If high E. Coli numbers are returned on a Friday, most local jurisdictions will collect a sample on Friday and bring it to an IEPA certified lab for testing to avoid a swim ban over the weekend. I appreciate the work of our LCHD Environmental Health team who, in addition to their other duties, test the water at over 100 inland and Lake Michigan beaches.
I've also had some questions regarding when Scooters (corner of 176 and Waukegan Road) will open. Scooters received their liquor license in March 2024 and the owner is in the process of remodeling the space.

In late April I joined Illinois Governor JB Pritzker, Lieutenant Governor Juliana Stratton and a delegation of public and private sector leaders on a trade mission to Mexico. The mission, organized by Intersect Illinois, the state’s economic development organization, connected us with leaders in agriculture, finance, education and government. These relationships help open doors for future business collaborations, attract new investments and ultimately fuel job creation and economic growth throughout Illinois.It was an incredible opportunity to strengthen our economic ties and explore ways to bring more investment and job opportunities back home—to Lake County. Supporting Economic Growth Through Housing
Last month was The Big Event, Lake County Partners annual gathering of hundreds of business and government leaders focused on keeping Lake County a strong, growing and vibrant place to live and work. This year’s key message was clear: to stay competitive and keep our economy growing, we need more housing. Leaders stressed that Lake County’s continued success depends on building more housing in the right places. Without enough housing, especially homes that working families can afford, it becomes harder for those workers to live here. That not only affects families, but also local businesses, schools and services that rely on a stable and nearby workforce. Doing so will help support job creation, which will keep our communities thriving. A 2023 Lake County study showed that in order to attract and retain residents and businesses, the County must have a diverse housing stock that provides options for households at different life stages, ages, incomes and sizes. The lack of housing also limits the county’s ability to attract and retain workers.
To help fuel economic growth, Lake County and the Chicago Metropolitan Agency for Planning (CMAP), with support from Schreiber Philanthropy, a charitable organization committed to supporting well-being and economic mobility in Chicagoland, are teaming up to expand affordable and accessible housing in Illinois’ third most populous county. Schreiber Philanthropy awarded CMAP a grant to identify a menu of housing solutions to address the need for affordable housing in Lake County. Learn more

Lake County #10 in United States for Economic Development!
Today, Site Selection Magazine announced that Lake County is ranked #10 in the country for economic development. Chicagoland - of which Lake County is a part - is also ranked #1 in the nation for 12 years running. I want to thank Lake County Partners, led by President Kevin Considine and his team; our state and municipal partners; and especially our outstanding County staff. We couldn't get all these projects done without their tremendous partnership. Lake County Partners was also a nominee for the Economic Development Organization of the year award by the Illinois Manufacturers Association. We will continue to work together to recruit and retain businesses in Lake County and I look forward to letting you know about more local successes soon!

Staying Safe in the Heat: Find a Cooling Center Near You
Summers are getting hotter, and the hot and humid weather can be dangerous for people who are outdoors for long stretches, or who do not have access to an air conditioned space. If you’re outdoors, please remember to stay hydrated, wear light clothing, and take breaks in the shade or indoors when you can.
If you or someone you know needs relief from the heat, Lake County’s Cooling Center Finder can help you locate a nearby cooling center. Just be sure to call ahead to confirm hours before visiting. Please check on neighbors who may not be able to get to a cooling center. You can always dial 211 or contact the local non-emergency police if you know of someone in need.
Thank You To Our Auxiliary Deputy Unit
We recently recognized our Auxiliary Deputy Unit for their dedicated and selfless service to our community. Over the past year alone, these volunteers gave more than 13,000 hours of their time to support the Lake County Sheriff’s Office. Whether it's helping during emergencies, assisting with traffic and crowd control, searching for missing persons, or supporting community events, their presence is felt across Lake County.
Their unwavering commitment to public safety and community support truly makes a difference each and every day. On behalf of the entire Board—and our residents—thank you to the Auxiliary Deputy Unit for being a vital part of what makes Lake County such a strong and caring place to call home.

County Receives Champion of Victims’ Rights Award
Lake County State’s Attorney Eric Rinehart and Chief of Victim Services Jacqueline Herrera Giron, along with the entire Victim Services Division, were honored with the Champion of Victims’ Rights award from Marsy’s Law for Illinois.
The recognition highlights their leadership and their ongoing commitment to supporting crime victims and enforcing Marsy’s Law in Lake County. The office is viewed as a statewide model for victim-centered practices, including hosting the largest annual victims' rights awareness event in Illinois. Learn more
Lake County Emergency Management Agency Honored
Chosen by peers from across the state, the Lake County Emergency Management Agency (EMA) has been recognized for setting the standard in emergency preparedness. The agency received the 2025 Emergency Management Agency of the Year award from the Illinois Emergency Services and Management Association (IESMA), a group comprised of emergency management professionals, private sector and first responders from across the state. Bringing Free Books to Children in Lake County
Thanks to our Regional Superintendent of School Dr. Michael Karner and a grant from Dolly Parton, a new initiative is providing free books to children from birth to age 5 through the launch of the Dolly Parton Imagination Library in Lake County.
The Imagination Library mails free, high-quality books to children each month from birth to age 5, regardless of family income, fostering early literacy skills and a love of reading. In less than two months, Lake County is one of the fastest-growing locations for the Imagination Library. Learn more

LCDOT 2025 Construction Program
The Lake County Division of Transportation (LCDOT) announced the 2025 construction program that includes $117 million for infrastructure projects to increase driver and pedestrian safety, improve mobility and reduce carbon emissions across Lake County's transportation system.

Be Aware of Buckled Pavement
Extreme heat and humidity can cause pavement to buckle, and it's been happening more frequently across the Midwest this week. Please stay alert, avoid driving over damaged pavement and safely pull over if needed.

Investing in Long-Term Infrastructure Preservation
Lake County Public Works (LCPW) is committed to maintaining our vital water and sewer systems. The 2025–2029 Capital Improvement Program (CIP) lays out plans for projects aimed at modernizing and preserving these critical assets, ensuring they continue to meet the needs of Lake County. Share Your Transportation Challenges, Future Aspirations
Lake County residents are invited to contribute their transportation experiences to CMAP’s 2026 Regional Transportation Plan through this questionnaire. Whether you travel by driving, rolling, walking, or taking public transit, the Chicago Metropolitan Agency of Planning wants to hear about transportation challenges and future aspirations for getting around northeastern Illinois.

County Expands Access to Lake Michigan Water
The Pekara Water System, which includes the Pekara, Inverrary and Horatio Gardens neighborhoods in the Buffalo Grove area, will begin receiving Lake Michigan water in the coming weeks as the system transitions away from well water. While the current well system meets all Illinois EPA standards, residents have long raised concerns about taste, smell and water hardness. The wells are also not a sustainable long-term solution and would be costly to upgrade. The project to connect the Pekara system to Lake Michigan water was made possible by $1.1 million in American Rescue Plan Act (ARPA) funds allocated by the Lake County Board. Through a new 20-year agreement between Lake County and the Village of Buffalo Grove, water will be provided via the Northwest Water Commission. Learn more
Improving Stormwater Infrastructure
Flooding is a real challenge for many Lake County communities. Thanks to a $122 million state appropriation, the Lake County Stormwater Management Commission is making major progress on capital improvements to reduce flooding across the county and protect homes, businesses, and keep roadways open. On June 6, we celebrated the kickoff of a major stormwater improvement project in Wauconda. This project will enhance drainage from Bangs Lake to Route 176, helping manage high water levels and reduce flooding risk. These outstanding checks have been issued by the Lake County Treasurer (Accounts Payable, Juror and Payroll) or the Lake County Collector (primarily property tax refund checks). Donation Drive To Benefit Veterans Breaks Records
The McHenry County Department of Health, in partnership with the Lake County Health Department, is proud to share the results of the sixth Annual Operation Dropbox donation drive. Together, the two counties set new records for the Operation Dropbox program, with a combined total of 132 organizations and 11,427 pounds of donations, the highest in the program’s history. This year marked the program’s expansion into Lake County, bringing a new level of regional collaboration and community involvement to support local veterans and their families. In Lake County, 40 organizations participated as drop site locations and collected 4,507 pounds of donations. Lake County donations were directed to the Lake County Veterans and Family Services, the county’s satellite site for Veterans Path to Hope. Build Basic Computer Skills Through No-cost Programs
The Lake County Digital Growth Initiative is hosting no-cost digital skills programs at libraries across the County this summer. If you are looking to build your basic computer skills, including using email, accessing telehealth, or using tools like Microsoft Word, or if you just need a refresher, these programs are for you!

Expanding Bird-friendly Building Requirements in Unincorporated Areas
The Lake County Board has taken another meaningful step to protect our environment and the bird species that call our region home. Building on the innovative bird-friendly design policies we adopted last year, we’ve now expanded these requirements to include residential developments in unincorporated Lake County. The Board approved a new ordinance that will require bird-friendly building design in all new residential construction, effective July 12, 2025. This initiative reflects our continued commitment to preserving the beauty and biodiversity of Lake County, especially as we recognize the importance of World Migratory Bird Day. These new standards not only help safeguard local and migratory bird populations, but also reinforce Lake County’s leadership in environmental stewardship. Follow These Tips to Swim Safely
Whether enjoying the waters at your local pool or your favorite beach, it is important to protect yourself from illness, prevent the spread of germs and practice safe swimming.
The Lake County Health Department monitors lake water for E.coli bacteria in over 100 Lake Michigan and inland lake beaches to ensure that the water is acceptable for swimming. Now through Labor Day, beach closure information can be found through the interactive map on the Health Department’s Beach Monitoring and Advisories web page, which is updated daily by 10 a.m. Learn more
Hundreds of New Trees are Planted
Recently, the Zion-Benton Public Library and Villages of Gurnee and Port Barrington held tree planting events to celebrate the planting of native trees in their areas.
Through the Lake County Tree Planting Program, we are working in partnership with communities to strengthen our natural infrastructure, especially in areas where tree canopy is limited and stormwater management is a concern. The first round of the 2025 program is supporting the planting of hundreds of new trees across eight different communities.

This is part of the Gun Violence Prevention Initiative and is designed to help our community partners, law enforcement, and residents better understand the issue, track trends, and guide prevention efforts. Lake County Celebrates Pride Month
Demonstrating our commitment to support the dignity, worth and freedom of the LGBTQIA+ community, the Lake County Board displays the LGBTQIA+ Pride Flag through June in Lincoln Plaza at the Lake County Administrative Complex in Waukegan. We're proud to stand with our LGBTQIA+ neighbors and celebrate the diversity that makes Lake County strong.
And why are we wearing orange? June is also Gun Violence Awareness and Prevention Month. Gun violence is the leading cause of death for children and teenagers. The Safe Gun Storage Act passed the Illinois House and Senate and awaits Gov. Pritzker’s signature. It mandates that gun owners store their firearms in a secure, locked box in any place where they know or “reasonably should know” that a minor without permission to access a firearm, an at-risk person or someone who is prohibited from obtaining a firearm can access the weapon.

Virtual Education Will Expand to More Illinois School Districts
I’m pleased to share that Illinois Virtual Schools & Academy (IVSA), in partnership with the University of Illinois System, will expand its virtual education initiative to more districts across Illinois. After a successful pilot in Lake County, this partnership will provide access to over 380 course options for students, including Advanced Placement and electives, fostering a bright future for our youth. Congratulations to Dr. Michael Karner
Dr. Michael Karner, Lake County’s Regional Superintendent of Schools, received the Talent Advancement Award at Lake County Partners Big Event. This annual award honors individuals who make significant contributions to strengthening the local talent pipeline.
He also was recognized as one of the recipients of Government Technology’s Top 25 Doers, Dreamers and Drivers Award, recognizing those who work at the state and local levels to propel government towards the future.
Since stepping into his role in 2021, Dr. Karner has championed several initiatives centered on students, teachers and school staff. Highlights include launching the Virtual Schools Academy and introducing ReferralGPS, a free mental health service. He also led the creation of the Navig8Lake career awareness program and kick-started a variety of student engagement events across the region.
County Honors Law Enforcement Heroes
The Lake County Sheriff’s Office held their annual Police Memorial at Lincoln Plaza in Waukegan. The event honored 20 law enforcement heroes who paid the ultimate sacrifice, serving and protecting the people of Lake County.
Law enforcement personnel, pipes and drums, honor guard and community members from throughout the County gathered to recognize and pay tribute to those who were honored during the ceremony.

Thank You K9 Duke for Your Service
Sheriff John D. Idleburg is proud to announce the retirement of K9 Duke after ten years of dedicated service to the Lake County Sheriff’s Office. On June 17, members of the Sheriff’s Office and K9 handlers from across the region gathered to give K9 Duke a heartfelt walk-out ceremony, honoring his decade of commitment. He officially clocked out for the last time and rode home with his human partner, Deputy Dwight Arrowood. K9 Duke will now enjoy a well-earned retirement filled with love and relaxation alongside the Arrowood family.

Meet K9 Enzo
The Lake County Sheriff’s Office is excited to introduce its newest four-legged team member, K9 Enzo! Specially trained and certified in Electronic Storage Detection (ESD), Enzo uses his incredible nose to locate hidden electronic devices, such as phones, USB drives, and memory cards that may contain critical digital evidence.
Enzo recently completed intensive training at Jordan Detection K9, where he earned his certification and quickly became known for his drive, determination and enthusiasm (especially for tennis balls). His specialized skills will support investigations aimed at protecting vulnerable populations and bringing offenders to justice.

Honoring K9 Dax
K9 Dax has been honored at the state level and in Washington, D.C., as a fallen K9 hero.
K9 Dax was posthumously honored at the Illinois Law Enforcement Memorial Ceremony in Springfield for his incredible service and sacrifice. His name also has been etched into the National Law Enforcement K9 Memorial, a lasting tribute to his bravery and dedication.
Attending these events were Deputy John Forlenza, K9 Dax’s handler, and Sheriff John D. Idleburg to receive the honor on Dax’s behalf. Also present was K9 Lux, Dax’s son and Deputy Forlenza’s current partner, representing the enduring legacy of courage and dedication that Dax leaves behind.
Lake County is grateful for Dax’s unwavering commitment to keeping our communities safe, and we will never forget his service.

$1.02 Million Gift Fuels Land Restoration at Oriole Grove, LFOLA locations
A $1.02 million gift from Lake County resident Paula Lillard honors a lifelong love of nature and creates an endowment supporting long-term land restoration across 1,086 acres in Lake Forest and Lake Bluff. The donation strengthens a partnership between the Lake County Forest Preserves and Lake Forest Open Lands Association. Given in memory of her late husband John, the gift reflects the couple’s shared devotion to the outdoors and ensures their legacy of conservation continues for generations. It will support restoration at Middlefork Savanna in Lake Forest, Oriole Grove Forest Preserve in Lake Bluff and nearby lands cared for by Lake Forest Open Lands. Board Approves 48 Acres for Expansion
The Lake County Forest Preserves Board approved the purchase of two land parcels totaling 48 acres to expand Ray Lake and Half Day forest preserves. The larger, 38.7-acre Sidhu property near Wauconda holds high ecological value and will help protect water quality and wildlife habitat. A second 9.3-acre parcel near Vernon Hills secures important wetlands and full ownership of a portion of the Des Plaines River Trail. Both acquisitions are funded by a 2024 bond issue dedicated to land preservation. Read more »
Family Donates True Family Tree
A centuries-old bur oak tree that served as the heart of one family’s memories has been donated—along with 2.5 surrounding acres—to the Lake County Forest Preserves. Linda Raymond, whose family made countless memories beneath the tree’s wide canopy, said the donation ensures the land will be protected.
Located in Newport Township, the parcel borders Dutch Gap Forest Preserve and once hosted a hobby farm. Read more »

Exhibit Showcases Wildlife Majesty
Some of the most powerful images ever captured of the animal kingdom are part of a special exhibition at the Dunn Museum in Libertyville. National Geographic: The Greatest Wildlife Photographs reveals rare and dramatic moments in nature through the lenses of the world’s top photographers. The exhibit runs now through September 21.
The exhibition features approximately 60 photographs, accompanied by audio-video elements and interpretive panels that provide context through text and graphics. Learn more »
Superheroes Coming to the Dunn Museum
The Dunn Museum is unveiling a new gallery space this summer with Alex Ross: Heroes & Villains, a special exhibition spotlighting one of the most celebrated artists in comics. Known for using gouache paints to create lifelike portraits of Marvel and DC characters, Ross has helped elevate the comic book world to the realm of fine art. The exhibition will run June 29, 2025 through February 16, 2026.
The Dunn Museum will host a ticketed preview event, “A Night with Alex Ross,” on Saturday, June 28 from 5 to 8 p.m. Guests will have the rare opportunity to mingle with Ross and enjoy a private preview of the new special exhibition before it opens to the public. Carved Cathedral Makes Chicago Debut
A hand-carved folk-art cathedral from the Dunn Museum in Libertyville is now on display at the Intuit Art Museum in Chicago. Crafted by Mundelein artist Charles Warner (1884–1964), the piece was inspired by his childhood in Poland. Intuit curators discovered it through the Dunn Museum’s virtual exhibit Color & Light: Charles Warner’s Miniature Cathedrals.

Summer Concert Series Announced
Enjoy summer evenings filled with live music, nature and community at Independence Grove in Libertyville. The 2025 concert lineup for the popular Concerts in the Plaza series has been announced, featuring free outdoor performances at Millennia Plaza, set against a scenic 129-acre lake.
Shows run Tuesday nights from 7 to 8:30 p.m. through August 5. This year’s schedule includes local favorites and tribute acts covering everything from the Beatles and Steely Dan to ‘90s hits, country, reggae and blues. Craft Brews Celebrate Heroes, Villains and Local Flavor
Two new limited-edition beers—Heroes and Villains—launched at the Beer Garden at Independence Grove, inspired by the upcoming superhero-themed exhibition at the Dunn Museum. Created in collaboration with Harbor Brewing Company, the bold brews reflect the personalities of comic book legends.
The blueberry and cherry-infused golden ales will be available in cans exclusively at the Beer Garden and Harbor’s taprooms. The collaboration brings together art, flavor and local craft beer for a creative twist on summer sipping. Learn More
Golf Clubs Swing into Gear
Countryside Golf Club in Mundelein is now open for the season, welcoming golfers back to its scenic 36-hole course. With two distinct 18-hole courses, the club offers a mix of challenges and play styles for all skill levels.
ThunderHawk Golf Club in Beach Park and Brae Loch Golf Club in Grayslake also are now open. ThunderHawk, designed by Robert Trent Jones Jr., is renowned for its natural beauty and challenging layout. Brae Loch offers a classic golfing experience with a course suitable for various skill levels.
Trail Safety Reminders
As warm weather draws more visitors outdoors, the Lake County Forest Preserves is reminding the public to prioritize safety while enjoying the trails. Motorized vehicles, including ATVs, motorcycles and both electric and gas-powered dirt bikes, are not allowed in the forest preserves.
Class 1, 2 and 3 e-bikes are allowed on trails where bicycles are permitted. Riders must follow posted speed limits or maintain a maximum of 20 mph where not posted. The Ranger Police will issue fines and citations to violators. Anyone who witnesses unauthorized motorized vehicles or unsafe riding is encouraged to call 847-529-4500 and report the location immediately. Learn More »

Our 2024 Celebrating Cicadas marketing campaign earned a Bronze Anvil Award—the top national honor in media relations—from the Public Relations Society of America. It’s like the Oscars of PR, recognizing creativity, storytelling and teamwork.

All Lake County board and committee meetings can be viewed on lakecounty.tv and on cable television (Comcast channels 18 or 30, depending on where you live, and AT&T U-Verse Channel 99).
The public also is welcome to attend all meetings in person at the Lake County Administrative Tower, 18 N. County Street, Waukegan or may attend meetings remotely using the registration link on the front page of each meeting’s agenda.
Individuals attending meetings in person or remotely may present their public comments during the meeting. Those not in attendance may provide written public comment via email or by mail. View the current meeting schedule. All meetings are recorded and are posted on the Lake County website.
