Dear Neighbor,
I hope this email finds you well and that you had a safe and enjoyable holiday season. As always, things are very busy in Lake County. In fact, 2024 was a record year of ecoomic development for us, thanks to our involvement with the Greater Chicagoland Economic Partnership and Lake County Partners. The strong year was celebrated with major investments, new jobs, continued collaboration and the implementation of strategic initiatives that support business, advance economic mobility and enhance quality of life. I've written before about Halsey Village, the community just north of Route 137 and east of Green Bay Road, that has been dilapidated for many years. Late last year I attended a meeting at the Naval Base with Navy leaders, Senator Duckworth, Congressman Schneider, Mayor Rockingham, and others to discuss next steps and possible future plans for this property. I am pleased that almost all residents have been relocated to other housing units and that the Navy is evaluating the site for potential military or community purposes. I am hopeful that this property could be used for housing and commercial development, as it is perfectly situated near employment hubs, major roadways and public transportation. As I learn more I will keep you apprised.
You may have read about the vast number of homes across the country that have lead pipes, and the Biden administration's push to remove them due to the long lasting negative effects of lead in drinking water, such as damage to the brain and nervous system. Per the CDC, infants who drink formula prepared with lead-contaminated tap water may be at a higher risk of exposure because of the large volume of water they consume relative to their body size. While the City of North Chicago is in the process of removing lead pipes (thanks to a federal grant obtained by Congressman Schneider), hundreds of households are still impacted. I am working on a project with Mayor Rockingham, the North Chicago School District, North Chicago Community Partners, and a very generous anonymous donor to distribute Brita water filters and pitchers (specifically designed to remove lead from drinking water) to households with young children. I am grateful for the partnership on this project and will be sure to update you on the progress.

Vote At Any Lake County Polling Place This Election Season!
Early voting has begun at the Lake County Clerk’s Office in Waukegan for the February 25 Consolidated Primary, which only impacts the City of Waukegan Mayor and Treasurer race and the City of North Chicago Mayor and Alderperson Ward 5. Thanks to Lake County Clerk Anthony Vega and federal ARPA dollars awarded by the Lake County Board, Lake County voters can cast their ballot at any of the fully equipped vote centers located throughout Lake County, regardless of their residential address. Lake County voters will still be assigned a Preferred Election Day Voting Site but are no longer restricted to voting at that location.
There is often a great deal of confusion and inconvenience for residents when voting, especially when their voting place has changed or they have moved within Lake County. This program offers greater accessibility, convenience and efficiency for all voters in Lake County. Learn more
Lake County Regional Office of Education Secures Prestigious $9.9 Million EIR Grant to Enhance Student Well-Being and Achievement
We are proud to announce that Dr. Michael Karner's office, the Lake County Regional Office of Education, has been awarded a $9.9 million grant under the highly competitive Education Innovation and Research Program. The five-year grant will fund an innovative program aimed at transforming student well-being, behavior and academic success in elementary schools across Lake County.
As one of 33 recipients nationwide this year, Lake County joins prestigious institutions in receiving funding for educational research and programming. Learn more
It's The Law in Illinois
I've received many calls about ICE (Immigration and Customs Enforcement) activity in Lake County and the Illinois TRUST Act, The Illinois TRUST Act allows local law enforcement to assist with the deportation of convicted and undocumented violent criminals, but they cannot assist with other immigration enforcement. It is important that everyone know their rights; Attorney General Kwame Raoul offers a good summary and additional resources for your use. Nearly 300 new laws took effect on January 1, 2025, covering a range of issues that will affect Illinois residents. These include:
- Most Illinois companies will have to include the pay scale and benefits to any new job posting.
- Gym memberships can now be canceled over the phone, online or via email.
- The Secretary of State will be able to issue mobile ID cards and driver’s licenses.
- It is illegal to create digital replicas of individuals via generative Artificial Intelligence without the consent of the recorded individual.
- Businesses will be required to notify customers at least three days before an automatic renewal that goes into effect after a free trial of 15 days or more.

LakeComm Board Approves Hiring of Executive Director
The Lake Consolidated Emergency Communications (LakeComm) Member Board of Directors has appointed Jason E. Kern as the LakeComm Executive Director. LakeComm, the new consolidated Public Safety Answering Point (PSAP), is set to become fully operational in 2025. It will provide services to 30 agencies in Lake County. A PSAP is a 9-1-1 call center responsible for handling emergency calls for law enforcement, fire and emergency medical services. Learn more
Permanent PADS Shelter is Coming to Waukegan
The Lake County Board allocated $7.06 million in American Rescue Plan Act funding to support a new homeless shelter in Waukegan. An additional $2 million in funding was provided by the Illinois Department of Commerce and Economic Opportunity. Local officials recently celebrated the acquisition of a commercial building that will be transformed into a permanent shelter to support individuals and families experiencing homelessness or a housing crisis in Lake County.
PADS Lake County plans to modify the nearly 33,000 square-foot former Travelodge hotel located on Lewis Avenue in Waukegan to create a safe space to help those who find themselves unhoused in Lake County by providing them with a place to sleep, eat and receive assistance. The proposed new facility will offer over 60 rooms with 200 beds and communal areas for socializing. We are proud to be able to offer critical funding for this important venture. Learn more
Check Radon Levels in Your Home This Winter
Radon gas builds up in homes over time and can’t be seen, tasted or smelled, making it easy for radon problems to go unnoticed.
The Lake County Health Department and Community Health Centerrecommends that all residents test the radon levels in their homes and apartments during the winter season, when indoor radon levels are highest. Short-term test kits are available for $10, which includes return postage, laboratory analysis and interpretation by Health Department staff.

County Is Recognized as Digital Inclusion Visionary Trailblazer
Congratulations to Lake County's Digital Inclusion Team, which was recently recognized as a Digital Inclusion Visionary Trailblazer by the National Digital Inclusion Alliance. Lake County was one of 60 recipients, representing municipal, county and regional governments. Recognizing the array of interests and unique barriers of its community members, Lake County joins a record number of Digital Inclusion Visionary Trailblazers this year who are working to close the digital divide and pave the way for digitally inclusive communities. Senior Citizen Tax Deferral Program - Apply by February 28
Senior citizens may defer part or all of their property taxes on their personal residence if they qualify for the Senior Citizen Tax Deferral Program. The deferral is similar to a loan against the property's fair market value.
Deferred amounts are borrowed from the state, which then pays the tax bill to the County Collector's Office. Interest on the amount paid by the State accumulates and a lien is placed on the property for all deferred tax payments and interest.

Staying Safe in Extreme Cold
January is forecasted to be much colder with the possibility of an arctic blast. When it is cold outside, your body can lose heat faster than it can be produced, leading to serious health problems such as hypothermia and frostbite.
It is best to avoid prolonged time outdoors in extreme cold. If you must spend time outside, dress yourself, your family and your pets appropriately. Wear layers of loose-fitting and lightweight clothing. Pets should be kept indoors as much as possible.

Freezing temperatures can potentially cause frozen pipes, which can be costly to repair. No matter the material, exposed pipes face the risk of freezing and bursting, causing significant damage. Protect your home this winter by taking the proper precautions. Learn more
Enroll to Adopt a Highway. Enrollment Runs to January 31
Volunteer with friends, family or coworkers to help pick up litter and debris along Lake County highways and bike paths. Participants adopt a section of a county highway and commit to cleaning it twice a year. View a map of available sections and apply to volunteer.
Health Department Names New Executive Director
The Lake County Board of Health announced Christopher Hoff, MPH, will become the new Executive Director of the Lake County Health Department and Community Health Center effective March 10.
Hoff is currently the Deputy Director, Public Health for the DuPage County Health Department where he has made significant contributions for over 10 years. Learn more

Projects Address Critical Stormwater Issues Across County
The Lake County Stormwater Management Commission (SMC) accepted a second grant from the Illinois Department of Commerce and Economic Opportunity (DCEO) for $30 million for regional stormwater projects.
The 16 projects to be funded by this grant are targeted for Zion, Wauconda, Kildeer, the Round Lake and Buffalo Grove areas, North Barrington, North Chicago, Lake Zurich, Lindenhurst, Highland Park, Lake Bluff, Lincolnshire and Vernon Hills. Watch this video to learn more about these SMC projects.

Make 2025 A More Sustainable Year. Here's Some Ways to Start
The Solid Waste Agency of Lake County (SWALCO) has easy ways to start your new year making more sustainable choices.
- Donate and divert responsibly. Did you receive new gadgets, electronics or clothes over the holidays? Recycle and donate your unwanted items. SWALCO offers electronics recycling, clothing and textile collection and the Reuse-A-Shoe Program.
- Learn how to backyard compost or participate in your community's curbside composting program. Deerfield, Highland Park, Highwood, Lake Bluff and Port Barrington residents can combine food scraps and yard waste year-round. Visit SWALCO's composting website to learn tips, and keep an eye out for events celebrating International Compost Awareness Week in May.
- Attend a SWALCO event, including recycling events and educational programs all year long.

SWALCO Can Help You Recycle Right
Every day, Illinois sends around $1 million worth of recyclable materials to landfills, wasting resources that could be reused. However, by recycling these materials correctly, we can conserve natural resources, combat climate change and strengthen the circular economy.
The Solid Waste Agency of Lake County provides these recycling guidelines to help you brush up on your recycling habits and make a difference.
Learn About Discount Solar Installation through Solar Switch
Solar Switch is a solar group buying program that allows homeowners and small businesses to secure a discounted price on rooftop solar installation for their homes or small businesses. Optional add-ons such as battery storage and EV chargers are also available through the program.
Through the most recent group buying period, Lake County customers saved an average 16% on solar panel installation. A total of 157 residents have utilized Solar Switch since Lake County joined the program in 2023. Federal and State incentives can further reduce system costs. It is free to register, and there is no obligation to purchase a system. Learn more about Solar Switch
The County has taken important steps towards operating with solar power. Our Central Permit Facility in Libertyville now operates entirely on solar power. Since connecting to the system, the solar panels have generated energy equivalent to saving over 3,400 gallons of gasoline, 2,600 pounds of methane and 22,000 gallons of water.

Officers Honored for Saving Man
Two Lake County Forest Preserves police officers were honored for their extraordinary dedication in locating a missing man.
Sgt. Bradley Ehrhardt was presented with a Meritorious Service Award, while Officer Michael Viramontes received a Lifesaving Award. Both officers were recognized with proclamations for their heroic efforts in rescuing a man who had been lost in Wadsworth Savanna Forest Preserve for about 13 hours in frigid 12-degree temperatures. Land Deals Approved
The Lake County Forest Preserves Board of Commissioners approved the purchase of additional land to expand Raven Glen Forest Preserve in Antioch and finalized an agreement with the Village of Gurnee.
The Forest Preserves purchased a 27.9-acre parcel, known as the Yatowt property, on Deep Lake Road, about a half mile south of Route 173 in Antioch. More than 14 acres of the former residential property are valuable wetlands and buffer. A land exchange with Gurnee at Lake Carina Forest Preserve was also approved, adding more protected floodway parcels. Read Now »

Museum to Expand with Alex Ross Exhibition
The Dunn Museum, operated by the Lake County Forest Preserves, is expanding to include a new gallery for larger special exhibitions. The inaugural exhibit will feature the work of renowned comic book artist Alex Ross, whose art has captivated audiences worldwide.
The idea for the expansion ties back to Alex Ross’ first exhibition at the Libertyville museum, “Marvelocity: The Art of Alex Ross,” held about five years ago. Often called the “Norman Rockwell of comics,” Ross—who lives locally—was thrilled by the show’s success, which introduced a whole new audience to the Dunn Museum. New Podcast Season Launches
Words of the Woods, the Lake County Forest Preserves’ award-winning podcast about nature and history, debuted its third season on Dec. 4. It’s available on all major podcast apps, including Apple Podcasts and Spotify: LCFPD.org/podcast

Lake County Jail Passes Inspection and Audit
Lake County Sheriff John D. Idleburg announced the Lake County Jail passed its most recent inspection and audit conducted by the Illinois Department of Corrections (IDOC). The detailed inspection of the Lake County Jail took place on September 17, 2024.
The IDOC inspection is conducted on an annual basis. During the inspection, IDOC auditors thoroughly inspect more than 330 different categories.
