I hope you had a wonderful Labor Day Weekend! As always, there is a lot going on around Lake County! We are fortunate to live in wonderful communities that hold many events throughout the year, which would not be possible without the many volunteers who give countless hours to make Lake County a great place to live. I was able to attend recent village board meetings in both Lake Bluff and Gurnee, where residents were recognized for their selfless volunteerism over the years. Thank you and congratulations to Lake Bluff residents Bill Reidy, the family of the late Lee Sachnoff, and Dave Szaflarski, who received the Elmer Vliet Community Service Award, and to the Phyllis Albrecht award recipients Gregg Marsh and Mark Dewart. Thank you and congratulations also to Kathy Blair of Gurnee, who was the 2024 Gurnee Days Honoree.
In an effort to provide better public transporation service for our sailors stationed at Great Lakes Naval Base, I met with base leadership and representatives from Pace bus to see how we can expand service to meet their needs. Since many sailors are only stationed here for a short time, they rely heavily on public transit, and I appreciate that Pace is working to make their access easier to all that Lake County offers.
You may have read in the paper recently about my effort to improve the housing conditions for our military families at Halsey Village in North Chicago. After receiving the letter that North Chicago Mayor Rockingham and I wrote to Hunt Military Communities, Senator Tammy Duckworth raised the issue at the May 16 US Senate Armed Services Committee Hearing. Adequate, affordable housing is an enormous need in Lake County, and it is unacceptable that these homes have been allowed to fall into such a great state of disrepair. I want to thank Senators Duckworth and Durbin, as well as Congressman Brad Schneider, for their commitment to resolving this long-standing eyesore, and I pledge to keep you updated on our progress.

I visited the Greenbelt Farm, a program formed in partnership between the Lake County Forest Preserves and College of Lake County (CLC). Through the Lake County Board funded Summer Youth Employment Program, select students have meaningful work experience and provides insight into career paths within local food systems, including growing and marketing, health careers and culinary pathways.

The Lake County Children's Advocacy Center (LCCAC) held an event to kick off their partnership with Rosalind Franklin University, thanks to a state grant from State Senator Julie Morrison. Children are brought to the LCCAC for a forensic interview when there has been an allegation of sexual abuse, severe physical abuse, or a child has been a witness to a major crime. This partnership will allow children to receive necessary medical services at the LCCAC and is expected to serve approximately 600 children per year. If you suspect a child has been harmed or is at risk, you can file a confidential report.

Last week I participated in the groundbreaking ceremony for YouthBuild Lake County for its newest affordable housing sites at 2129 Honore Avenue in North Chicago. YBLC will build three single-family, affordable houses, taking a significant step toward addressing the critical need for affordable housing in North Chicago. These homes will also serve as training sites for YBLC participants.

I also attended the open house for the Living Room Wellness Center at the Independence Center. They recently celebrated reaching 10,000 visits to serve people in need. If you've read my newsletter before, you know that I've been focused on the expansion of behavioral health resources, particularly for those who struggle with serious mental illness. The Living Room Wellness Center provides a safe, inviting environment where skilled staff provide critical services for guests experiencing a crisis. The Living Room is an alternative to the emergency room for guests in crisis and is open 24 hours a day, seven days a week.

Over the next two weeks I'll be attending a ribbon cutting for CASA Lake County in celebration of their renovated facility in Vernon Hills. Through volunteers and staff, CASA advocates for the best interests of abused and neglected children within the juvenile court system. I'll also be speaking at Visit Lake County and Lake County Partners events celebrating the economic vitality through tourism and business investment (respectively); attending a Drug Court graduation ceremony, a breakfast thanking our hundreds of Lake County Forest Preserves volunteers who provide thousands of hours restoring our preserves and collecting native seeds for future restoration projects; and taking a tour of Aspire Academy in Waukegan.
There are great things happening across Lake County that wouldn't be possible without the volunteer efforts of our residents. If you want to give back, please check out these opportunities, or visit the websites of one of the many non-profits operating in Lake County.

Property Taxes Are Due Thursday, September 5!
The second installment of Lake County property taxes is due Thursday, Sept. 5. Please note, you received one bill in May, and you will not receive another bill for the second installment. If you misplaced your second installment coupon, print a copy from the Treasurer's Office website by entering your PIN number or address.
There are convenient options to pay your property tax bill. These include paying online, by phone, by mail and at your local bank. Learn more about your payment options.

Property Assessment Notices Are Being Published
The 2024 property assessment notices are being mailed through September to homeowners across Lake County. It’s important to read and understand this notice for accuracy as it contains important information about your property. Taxpayers are encouraged to contact their local township assessor’s office if they have questions regarding the valuation of their property.
Appeal Information Property owners that decide to appeal must do so electronically. Property owners may appeal their assessment on their own through the Lake County Board of Review. No attorney is required for a residential appeal. Appeals must be filed using the SmartFile E-Filing Portal.

Changes to Exemption for Veterans with Disabilities
There was a change in the law regarding the Standard Homestead Exemption for Veterans with Disabilities, providing a reduction in the Equalized Assessed Value (EAV) of a primary residence occupied by a veteran with a disability or the veteran's surviving spouse. Also, beginning in 2024, payable in 2025, veterans of World War II, regardless of disability status, and their surviving spouse are eligible to apply for this exemption. All applications must be submitted online through the Smartfile E-Filing Portal. You can receive assistance by phone or in person by calling or visiting the Chief County Assessment Office or the local township assessor's office.

Individuals Sought to Become Medical Foster Home Caregivers for Veterans
Aligning with the Veterans Health Administration's commitment to provide the highest levels of care in the least restrictive settings while honoring veterans’ wishes, the Captain James A. Lovell Federal Health Care Center (FHCC) has established the Veteran Medical Foster Home Program.
A Medical Foster Home provides a safe, supportive, long-term care option for veterans in a comfortable home environment. Medical Foster Homes can be an alternative to nursing homes for veterans. A Medical Foster Home may be appropriate for those who need nursing home care but prefer a non-institutional setting with fewer residents.
The Lovell FHCC is actively seeking individuals to open their homes to become Medical Foster Home caregivers for veterans. Caregivers must live in the home as their primary residence and need to identify at least one approved relief caregiver. Caregivers and relief caregivers are thoroughly vetted and receive VA background checks. Learn more
Update on the Knollwood Community Drainage Study
Since the public meeting held on June 25, Kimley-Horn has received 83 reports of drainage concerns within Knollwood. The feedback received was geographically mapped within a database and discussed with the Lake County Stormwater Management Commission (SMC). These reports included:
- Inadequate ditch conveyance
- Basement flooding
- Street and ditch ponding
- Property flooding
This meeting was used as a confirmation of any reports that SMC may have received in the past, and to help identify potential improvements. Next, consultants and the SMC staff will perform a neighborhood visit in August to clarify any unknown items identified on the desktop analysis and obtain any survey data that will support the hydrologic and hydraulic analysis. Currently an existing conditions model is being developed to evaluate and identify problem areas within the study limits. It's anticipated the model will be completed within four to six weeks.

County, Great Lakes Naval Station Sign Intergovernmental Support Agreement
Lake County and Naval Station Great Lakes (NSGL) officials recently gathered to ceremoniously sign an Intergovernmental Support Agreement (IGSA) at the County’s Libertyville campus, strengthening their partnership.
Through the agreement, Lake County will provide sand, gravel and soil removal for NSGL. Lake County has an existing contract for the purchase of these services that allows NSGL to team up with the County for joint purchasing. As part of the IGSA, Lake County also will assist NSGL with material procurement. Learn more

Permanent Vote By Mail Program
Voters wishing to enroll in permanent vote by mail can do so by completing a one-time application that was mailed to you and returning it to the Lake County Clerk's Office. Voters who do not wish to receive future notifications can also opt-out of notifications as this mailing is required by state law every two years. Learn more

Lake County Continues To Lead On the National Level
At the recent National Association of Counties (NACo) Annual Conference in early July, resolutions proposed by Lake County Vice-Chair Mary Ross-Cunningham and Board Member Jennifer Clark were adopted for national advocacy.
The first urges Congress to provide additional federal funding for county deflection initiatives to divert non-violent individuals in behavioral health crisis from jails and into treatment programs. The second addresses public safety and environmental health concerns along rail lines, focusing on blocked crossings, freight train lengths and the routing of hazardous materials. The last proposal urges Congress to reauthorize the Affordable Connectivity Program (ACP), which provided free or low-cost internet services to eligible low-income residents.
Once again, Lake County is demonstrating its leadership at this national conference, introducing important policy changes and addressing topics for the benefit of our residents. Learn more

Help Us Close the Digital Divide.
More than 19,000 households, about 8 percent of Lake County, do not have any type of broadband subscription, including through a cell phone plan.
The Digital Equity Coalition was created to close the digital divide. The group will hold its first in-person meeting on Sept. 25, 3 to 5 p.m., at the Eleanor Murkey Center, 34 Sheridan Road in Waukegan. Aimed at increasing digital skills and access to devices, sidents, Interested residents and organizations who want to help address the digital divide are invited to join the coalition.
The coalition is part of the Lake County Digital Growth Initiative, created to better understand the current state of high-speed internet service and digital equity in the county and implement solutions for improvement. Learn more by reaching out to broadband@lakecountyil.gov.

Annual Report Highlights County’s Fiscal Responsibility
Lake County’s Annual Comprehensive Financial Report (ACFR) provides a detailed and transparent overview of the County’s financial condition, performance and activities. The Fiscal Year 2023 ACFR, which was completed in May and is available online, references Lake County's strong financial position, detailed breakdowns of revenue and expenditures, an overview of significant capital projects, the audit process and the County's future outlook. County Announces $850 Million Transportation Improvement Program
The Lake County Division of Transportation (LCDOT) has launched a new interactive dashboard displaying the more than 300 projects in its 2024-2029 Transportation Improvement Program that was recently adopted by the Lake County Board.
The program is designed to maintain more than 900 lane miles of county highways, increase driver and pedestrian safety, improve mobility and reduce carbon emissions. This program is updated annually to show the projects planned in the current year and the next five years. Learn more

Pay for Ride Lake County Fares with Ventra App
Those who use Ride Lake County, the borderless countywide paratransit service, can now use the Ventra mobile app to pay for their trips.
Riders certified for ADA Paratransit who have already been using Ventra to pay for Pace bus trips can immediately begin paying for their Ride Lake County trips through the app. Riders using Ride Lake County who are not certified for ADA Paratransit will need to obtain a Ventra card and establish a Pace TripCheck Account before being able to pay for their trip fares through Ventra. Executive Director Mark Pfister Announces His Retirement
The Lake County Health Department and Community Health Center Executive Director Mark Pfister will retire on Sept. 3. Mark worked at the Health Department and served the Lake County community for over 30 years and served as its Executive Director for seven years.
The Health Department has contracted with GovHR USA, a national search firm that specializes in executive government recruitment. The search will begin in early August and is anticipated to take approximately 12 weeks to complete. Learn more

Multiple Cases of West Nile Virus, First Human Death of 2024 Reported
The Lake County Health Department and Community Health Center is reporting the first human cases of neuroinvasive West Nile Virus (WNV) in Lake County for 2024. Three individuals have tested positive for WNV, up from just one case reported last year. One of the affected individuals, in their 80s, experienced symptom onset in mid-August and passed away shortly thereafter. The Health Department regularly monitors mosquito populations to identify the type of mosquito known to spread West Nile Virus and notifies local governments when there is an increased level of activity. Bob Ross Exhibition Opens
A special exhibition, “Art for Everyone: Bob Ross®,” has opened Aug. 31 at the Dunn Museum in Libertyville. It runs through January 20, 2025. Large Rookery Becomes Part of Lake County Forest Preserves
At our last Forest Preserves Board meeting, we approved the purchase of about 41 acres east of Grass Lake Road in Antioch Township that holds the largest heron and egret rookery in Lake County and has significant ecological features, including important wetlands and wooded areas. Developing public access on this property would severely damage the delicate ecosystem and disrupt the vital rookery, so the property will be a “conservation preserve” rather than a “forest preserve” to indicate that the Forest Preserves will own and manage the site for the protection of its rare ecological attributes.
The new preserve, aptly named Lotus Country, has been associated with the Grass Lake area since the early 1900s when Lake County was a popular resort destination. Back then, one of the main draws was the extensive lotus beds, showcasing large, pale-yellow flowers that bloom in late July and early August. Learn More »

Lace up your walking shoes and take an opportunity to enjoy vibrant fall colors, cool breezes and the proven health benefits of spending time outdoors.

Nature, Business Thrive in Lake County

Lake County Forest Preserves Referendum on November Ballot
On Nov. 5, Lake County voters will be asked to consider a referendum to bring additional resources to the Forest Preserves. The Lake County Forest Preserves board of commissioners authorized the question asking voters to approve the sale of $155 million in bonds. The Board has allocated $65 million for land acquisition and $90 million for public access improvements and habitat restoration. The estimated annual increase on a Lake County home valued at $300,000 is just under $33.
New funding would be used to acquire and restore additional lands to ensure they can be enjoyed by future generations in every part of Lake County, protect and restore wildlife habitat that is home to native plants and animals, some of which are threatened or endangered and build important trail connections. Fall Hydrant Flushing Begins Sept. 9
Lake County Public Works will conduct its semi-annual water hydrant flushing program beginning Sept. 9, depending on weather conditions.
The process will be performed daily, Monday through Friday, between 8 a.m. and 3 p.m., per the hydrant flushing schedule and will continue until all water mains throughout our water systems have been flushed. The anticipated completion date is Oct. 25.
Residents are urged not to do laundry during periods of flushing in your area to avoid staining of clothing, which may occur due to the disturbance in the water main. Signs will be posted in each area before the start of hydrant flushing. Meet Desi, County’s New Four-Legged Employee
The Nineteenth Judicial Circuit Court's newest employee has four legs, curly apricot-colored hair, a fuzzy tail, and an uncanny ability to make almost everyone smile. Desi is a one-year-old purebred standard poodle raised and trained by Canines 4 Comfort of Round Lake and donated to the Nineteenth Judicial Circuit as the Court's first Facility Dog, one of the only designated courthouse facility dogs in Illinois.
Desi's training equips her to perform a wide range of specific skilled tasks in the courthouse, from helping victims, petitioners, and defendants in court to welcoming and spending time with jurors, visiting children in Kids' Korner, and even supporting employees and our justice partners including judges and attorneys throughout the workday. Annual Report Highlights Crime Statistics, New Programs
Lake County State’s Attorney Eric Rinehart provided his annual report at a recent Law & Judicial Committee, which included crime statistics and detailed the office’s new programs and budgetary needs. As part of the report, State’s Attorney Rinehart shared the ongoing work of law enforcement and the Gun Violence Prevention Initiative, work to execute a comprehensive strategy to the opioid crisis and preliminary data regarding the SAFE-T Act. Data Task Force to Enhance, Accelerate Analysis of Illinois Crime Data
Illinois Governor JB Pritzker signed a bill creating a statewide Crime Data Task Force of law enforcement leaders and data experts to enhance and accelerate the analysis and publication of Illinois crime data.
The bill was sponsored by Lake County legislators, Mary Edly-Allen and Daniel Didech with the collaboration of Lake County State’s Attorney Eric Rinehart to increase the use of crime data. Currently, under the United States Department of Justice’s reporting system, statewide crime data takes months if not years to be released to the public. Learn more about the data task force

Register to Join Fall Community Police Academy Class
Sheriff John D. Idleburg announces the return of the Lake County Sheriff’s Office Community Police Academy, which will begin the week of Sept. 16 and will run until Nov. 18. Classes will be held on Mondays at the sheriff’s substation in Libertyville and headquarters in Waukegan.
The Community Police Academy is open to all Lake County residents aged 18 or older of good moral character with no felony convictions. In this free program, participants will get an in-depth view of all the various responsibilities of the Lake County Sheriff’s Office, including an inside look at our Corrections Division, Patrol Division, Court Security Division, Criminal Investigations Division, Crash Investigations Unit, Evidence Collections/Processing Unit and more.

Sheriff’s Office, City of Waukegan to Share Tactical Response Team
The Lake County Sheriff’s Office and City of Waukegan Police Department have entered into a service-sharing agreement that will increase safety and decrease costs. The Waukegan Police Department is joining the Lake County Sheriff’s Tactical Response Team (TRT). This partnership will unify the specialized resources, expertise, and personnel of both agencies into a single, highly capable unit, ensuring an effective response to critical incidents for the over 220,000 residents both agencies serve. New Boat Dedicated in Honor of Tony Borcia and Y-noT Project
Sheriff John D. Idleburg recently held a ceremony, dedicating the Lake County Sheriff’s Office new Chain O’Lakes Patrol Boat in Tony Borcia’s honor.
Tony’s life was tragically taken on July 28, 2012, when he was enjoying a day with his family on the Chain O’Lakes. Tony was tubing, and he fell off the tube. A reckless and careless boater, operating a boat under the influence of cocaine and alcohol, struck and killed Tony.
Tony’s family vowed to make our recreational waterways safer, and founded the Y-noT Project. The Y-noT Project, which is dedicated to keep recreational Chain O’Lakes users safer when enjoying the waterways, donated $75,000 to the Sheriff’s Office to use to fund equipment and arrest impaired boaters. The donation helped to purchase a new Chain O’Lakes patrol boat. Learn more

Coroner’s Office is Recognized with Life Changer Award
The Lake County Coroner’s Office received the 2024 Life Changer Award for Outstanding Teams from the Gift of Hope Organ and Tissue Network organization, recognizing its valiant efforts to make an impact on organ and tissue donation.
Last year, the Coroner’s Office and Gift of Hope expanded their ability to work together by collaborating on an initiative that allows Gift of Hope to access electronic information related to a deceased person more efficiently. This pivotal change allows Gift of Hope to connect with families and coordinate tissue and organ donation when this is the intention of the loved one or their next of kin. Learn more

Watch All County Board and Committee Meetings

All Lake County board and committee meetings can be viewed on lakecounty.tv and on cable television (Comcast channels 18 or 30, depending on where you live, and AT&T U-Verse Channel 99). The public also is welcome to attend all meetings in person at the Lake County Administrative Tower, 18 N. County St., Waukegan or may attend meetings remotely using the registration link on the front page of each meeting’s agenda. Individuals attending meetings in person or remotely may present their public comments during the meeting. Those not in attendance may provide written public comment via email or by mail.
