February 28 Democratic Primary in North Chicago and Waukegan

Tuesday, February 28th, is the Consolidated Primary Election for residents of North Chicago and Waukegan. The Consolidated Primary Election involves contested races for Ward 2 of the City of North Chicago and Wards 2, 3, 4, 6, 7, and 8 of the City of Waukegan. The February primary will determine the Democratic candidates for alderperson in each contest for the Consolidated Election on April 4th, 2023. Early voting for the Consolidated Primary Election will begin on January 19th, at the Lake County Main Courthouse Lobby. Starting on February 13th, voters may vote at the North Chicago City Hall.

All eligible residents in the participating North Chicago and Waukegan wards may vote at either Early Voting location.

On Election Day, February 28th, voters should vote at their assigned voting site between 6 a.m. and 7 p.m. Visit LakeVoterPower.info for more information


Election Judge_Serve your Community

Are you interested in learning more about how elections are conducted? Are you interested in serving your community? If so, consider becoming an Election Judge.

Election Judges are responsible for administering the proper and lawful conduct of all elections by serving in local voting sites. Join our election judge team and be the proud face of democracy. It will be a rewarding experience, and your community will thank you.

Election Judges must successfully complete the 2-part (online and in-person) training offered by the Lake County Clerk's Office before receiving their Election Day assignment.

Register NOW for 2-Part Election Judge Training

With the April 4th Consolidated Election approaching, the Lake County Clerk’s Office has begun training for both new and returning Election Judges. Anyone wanting to serve as an election judge must complete Part 1, a self-paced online training course(s). The in-person, hands-on training (Part 2) begins on January 20th.

Calling High School Juniors and Seniors!!!

Are you, or do you know, a high school Junior or Senior interested in public service and government? Are you interested in how our elections function? Are you looking for community service hours? Are you looking to bolster your college applications?

Become an Election Judge and serve Lake County.

To be an Election Judge, students must meet the following requirements:

  • Be a U.S. citizen
  • Be currently enrolled in a Lake County public or private high school
  • Provide written permission from a parent or guardian and principal
  • Have a cumulative G.P.A. of 3.0 on a 4.0 scale
  • Satisfactorily complete the election judge training
  • Meet all other qualifications of an election judge.

Four Ways to Return Your Ballot

Under Illinois statute, eligible voters may choose to receive their ballot by mail. For the February 28th Consolidated Primary for the cities of North Chicago and Waukegan, Vote by Mail applications must be received by the Clerk’s office by 5 p.m. on February 23rd. For the April 4th Consolidated Election, the deadline is March 30th.

Meet Dolores Shaw – 25 Years as an Election Judge

Bubbly. Sweet. Friendly. Helpful. Dedicated. These are just some adjectives that election officials and voters use to describe Dolores Shaw. At 92, Dolores has been a Lake County Election Judge for more than 25 years.

In 1968, Dolores moved to Lake County from neighboring Cook County. In addition to raising her family, she worked for Abbott and her son-in-law’s business for a while.

Dolores does not describe herself as political and says that being an Election Judge and voting is how she interacts with the government. She has been an Election Judge since 1996 and has worked 39 elections. In her years as an Election Judge, she has served in nearly every role: Site Manager, Voter Services Judge, Ballot Box Judge, and Check-in Judge. In addition to working on Election Day, Dolores worked during the Early Voting period.

She doesn’t limit herself to Gurnee. Dolores often goes where Election Judges are needed and has worked at more than 20 different voting locations around Lake County.

Dolores says she enjoys being an Election Judge, seeing people, and talking to the voters. She especially likes seeing “the first-time voters with mommy and daddy in the background bursting with pride.” She also says, “at the end of a long day, it feels great, whereas when you’re getting ready to be at the polling site by 5:15 a.m., you feel crazy.”

Dolores recalled that when she started, voting was only on Election Day. Now, you have early voting and vote by mail. And she’s seeing more and more people voting and being involved. This year, at the Heather Ridge Club House, there were 904 voters at this site. The most that Dolores ever recalls. She says this is a good sign that folks are involved and following the issues.
