Lake County Council of Mayors Members,

The Transportation Committee of the Lake County Council of Mayors will meet virtually at 9:00 am on Thursday January 21, 2021.  The meeting will be held virtually through Zoom, registration for the meeting is required to receive login information.

Please be aware that while not required, Zoom works best if participants download the application from https://zoom.us/download. Zoom has apps for Windows, Mac, iOS and Android.  If you do not already have it installed, please allow fifteen minutes to do so prior to the 9:00 am meeting. If you are not able to download the app there is also an option to join in your web browser. We will be using screen sharing to conduct the meeting.

If your computer does not have a camera or microphone, you can still login to the meeting through either the desktop or browser application to see the screen sharing and to vote on action items, and use a phone to dial in for audio. We encourage everyone to use the Zoom app or browser client and only dial-in if they lack the ability to use the app for audio. Meeting materials are below and can always be found on the LCCOM webpage

Rebuild Illinois Bond for Local Agencies

IDOT has issued Circular Letter 2021-04 that provides information on the third installment of Rebuild Illinois Bonds to Local Agencies.  

New in this circular letter is the Information Exchange:

Each Local Agency needs to complete an online form for each intended project that will, or is planned, to employ RBI funds. Please note that for each project submitted, the LPA will receive a verification email of submission and content for their information and verification.

Each Local Agency should submit projects to cover all funds to be received not just funds that have been received so far.  

Completion and submission of the online form and information is critical.


Completed forms should be submitted as directed on the online form no later than February 16, 2021.

Metra Announces New Rail Cars Purchase

The Metra Board of Directors  approved the purchase of up to 500 state-of-the-art railcars from Alstom Transportation Inc., opting for new multilevel cars that will be more comfortable, accessible, reliable and safe than the outdated gallery cars they will replace.

About 40 percent of Metra’s current fleet of 840 cars are rated in marginal or poor condition, although they are still safe to operate. The new cars will offer increased reliability, while reducing operating costs – a substantial improvement over the increasing expense of maintaining the older cars.

Driven by consumer research conducted in 2019, the new cars will be designed for modern-day comfort and teeming with passenger amenities, including video screens, bike racks, storage for bags, charging outlets, cupholders, arm rests and more.

Funding Opportunities

Funding Opportunity: STP-Shared Fund, CMAQ and TAP Call for Project now open through CMAP

CMAP is accepting funding applications for surface transportation projects from Friday, January 8, through Friday, March 5. This call for projects will lead to local and regional transportation investments that advance the region's long-range plan, ON TO 2050, and help northeastern Illinois communities prosper.

CMAP programs funding for these projects through three federal sources, including: the regional Surface Transportation Program (STP) Shared Fund, Congestion Mitigation and Air Quality Improvement Program (CMAQ), and the locally programmed Transportation Alternatives Program (TAP-L). Projects may address safety, transit, bicycle, or pedestrian improvements, as well as traffic and freight movement, bridge and road reconstruction, and vehicles and equipment that use alternative fuel sources.

Flood Mitigation Assistance Program
The Flood Mitigation Assistance Program provides funding for projects that reduce or eliminate the risk of repetitive flood damage to buildings insured by the National Flood Insurance Program. The application period closes Friday, January 29, 2021.

Building Resilient Infrastructure and Communities
Building Resilient Infrastructure and Communities grants support states, local communities, tribes, and territories as they undertake hazard mitigation projects, reducing the risks they face from disasters and natural hazards. The application period closes Friday, January 29, 2021.

Highway safety grant opportunities
The Illinois Department of Transportation's Bureau of Safety Programs and Engineering posted notice of funding opportunities for five highway safety programs: Pedestrian and Bicycle Safety Program, Motorcycle Awareness Program, Non-Enforcement Program, Traffic Records Local Agency Program, and Sustained Traffic Enforcement Program. Applications close on Wednesday, February 3, at 4:00 p.m. Find the applications and other materials on the Illinois Traffic Safety Grants webpage.

Five Star and Urban Waters Restoration program
Public and private groups interested in restoring habitats, enhancing water quality, and making other ecological improvements can apply now for the Five Star and Urban Waters Restoration program. This program will award about $1.5 million in grants to public and private community partners throughout the country. Proposals are due by Thursday, January 28, 2021.
