Quarterly status update are required for all projects in the Lake County Council of Mayors Active and Contingency Program, the first status update is due in December 2020. Each project sponsor must complete a December update for each project between 12/1 and 12/31. Completed updates should be sent to Mike Klemens from either the Technical Project Manager or Financial Project Manager. Please submit a separate update form for each project.

As discussed at the October LCCOM Transportation Committee meeting, a sub-committee will be formed to review and recommend changes to the LCCOM STP Methodology ahead of the next call for projects in January 2022.

CMAP has assembled a Regional Economic Recovery Task Force on behalf of the region's seven county board chairs and the City of Chicago. The task force, which includes leaders from across northeastern Illinois, will identify regional strategies to support a strong economic recovery and build back a more inclusive and resilient region.  Grant Funding Opportunities
CMAP will have a call for projects open January 8th, 2021-March 5th, 2021 for projects seeking funding from CMAQ, TAP and the STP Shared Fund. Application information will be shared when the call for projects opens.
The Congestion Mitigation and Air Quality Improvement (CMAQ) program is a federally-funded program of surface transportation improvements designed to improve air quality and mitigate congestion. The program description document contains more information on the program and the types of projects it funds.
The locally programed Transportation Alternatives Program (TAP-L) is a federally-funded program of surface transportation improvements designed to support non-motorized transportation. CMAP uses a competitive process to select bicycle facility projects to fund under this program that help complete the Regional Greenways and Trail Plan.
The STP-Shared Fund was established for the purpose of supporting larger-scale regional projects that address regional performance measures and the goals of ON TO 2050. The programming authority distributed to the shared fund is derived from a set-aside of the region’s annual allotment of STP-L funds. Project selection is a region-wide competitive process overseen by the STP Project Selection Committee.
Project eligibility is focused on projects of significant cost and multijurisdictional projects in eight categories that address federal performance measures and priorities of ON TO 2050: road reconstructions, transit station rehabilitation or reconstructions, bridge rehabilitation or reconstructions, highway/rail grade crossing improvements, road expansions, bus speed improvements, corridor-level or small area safety improvements, and truck route improvements. Evaluation criteria are intended to emphasize the desire to bring projects to completion, address needs with cost-effective improvements, and implement planning factors that are an integral part of ON TO 2050, while also considering local preferences at the sub regional level.
The Department has proposed the Truck Access Route Program (TARP) continue to be funded in FY 2022 at the $7.0 million funding level. Funding is anticipated to be available beginning in July 2021. Only roadway sections determined to be eligible for upgrading to a designated truck route will be funded from the program (unless phase construction is approved). Eligible routes must terminate at a designated truck route or municipality and begin at a truck generator, another designated truck route or municipality. Roadway sections that were previously upgraded with TARP funds are not eligible for funding from this program. The TARP is not intended for use in pavement preservation or maintenance projects. The program will provide $45,000 per lane mile and $22,000 per eligible intersection, with total project funding up to one-half of the project cost, subject to a maximum of $900,000 per project. TARP funds may be used for project construction only.
The Flood Mitigation Assistance Program provides funding for projects that reduce or eliminate the risk of repetitive flood damage to buildings insured by the National Flood Insurance Program. The application period closes Friday, January 29, 2021.
Building Resilient Infrastructure and Communities grants support states, local communities, tribes, and territories as they undertake hazard mitigation projects, reducing the risks they face from disasters and natural hazards. The application period closes Friday, January 29, 2021.

FHWA recently unveiled a unique site to help local agencies reduce serious and fatal crashes on their roadways. The Local Road Safety Plan Do-It-Yourself Website includes resources local agencies and their partners need to create these lifesaving plans.
