Lake County Announces $109 Million in Projects for 2021 Construction Program
The Lake County Division of Transportation (LCDOT) today announced the 2021 construction program that includes $109 million for infrastructure projects to improve traffic congestion, increase safety, and reduce carbon emissions on Lake County's transportation system.
More than 30 transportation projects will be under construction in 2021, featuring road widenings, a new roundabout, bike path connections, resurfacings and adaptive signal controls with flashing yellow arrows along Butterfield Road - marking the first time this technology has been used in Lake County.
"Improving infrastructure continues to be one of our top priorities," said Lake County Board Chair Sandy Hart. "The Lake County Board is proud to be investing more than $500 million in transportation over the next six years. We also continue to advocate for our state and federal partners to invest in much-needed projects such as railroad grade separations, so people spend less time sitting in traffic and the transportation of goods and services keeps flowing."
This year's program features a combination of projects that preserve, modernize, and expand Lake County's transportation system. Notable projects include:

14th St: Reconstructing 14th St from IL 131 to Jackson St in North Chicago and Waukegan using a ‘road diet’ concept, where four lanes will be reduced to three, providing one lane in each direction and a center turn lane. This concept makes room available to build non-motorized facilities such as a sidewalk on the south side and a bike path on the north side. Construction is anticipated to be completed this fall.

Buffalo Grove Road: Widening Buffalo Grove Road from Deerfield Pkwy to IL 22 to two lanes in each direction. Construction is anticipated to be completed this fall.

Adaptive Signal Control Technologies with Flashing Yellow Arrows: Replacement of traffic signals along the Butterfield Road corridor between IL 137 and Allanson Road in Libertyville, Mundelein, and Vernon Hills. The new signals will utilize a new Adaptive Signal Control Technologies system that will monitor and continually adjust the traffic signal timings to efficiently move traffic through the corridor. As part of the replacement, flashing yellow arrows will be installed at these signals that will allow for more operational flexibility while improving safety. This will be the first flashing yellow arrows installation in Lake County.

New Roundabout: Construction of a new roundabout at the intersection of Fairfield Road and Monaville Road in Lake Villa Township. A full 90 day closure will be needed this summer.

"Expect to see a lot of orange cones this summer as we work on projects to ensure people spend less time driving to work, sitting at stop lights, and navigating traffic on their way home," said Bill Durkin, Public Works, Planning and Transportation Committee Chair. "We are actively connecting bike paths on several of the projects we are working on in an effort to grow Lake County's ever expanding non-motorized network."
Resurfacing a roadway typically takes about three months to complete and usually requires temporary lane closures and flaggers to direct traffic. Whenever possible, four-foot-wide bike-friendly paved shoulders are added during resurfacing projects. Preservation work to be completed in 2021 includes the following pavement resurfacing projects:
- 14th St - Jackson St to Sheridan Road
- 21st St - Delany Road to IL 173
- 33rd St - IL 131 to Galilee Ave
- Engle Dr - IL 83 to IL 132
- Kenosha Road - Russell Road to IL 173
- Russell Road - Lewis Ave to Sheridan Road
- St Mary's Road - IL 176 to IL 60
- Washington St - Lake St to US 45
"Maintaining and preserving our roads, including resurfacing projects, culvert replacements, bridge repairs and other maintenance items is always our top priority, as this work ensures that Lake County highways are safe to drive on," said Shane Schneider, LCDOT Director of Transportation. "Expect to also see our crews working on other preventative maintenance items this season like crack sealing and using pavement rejuevenator, which extends pavement life and reduces long-term costs."
