IDOT Circular Letter on USDOT Funding Opportunity for Roadway Safety Tools
IDOT has released a Circular Letter to provide information on the recently announced USDOT Notice of Funding Opportunity for Roadway Safety Tools. This opportunity makes available funding to develop, refine, and deploy safety tools that address specific roadway safety problems. Click here to view the Circular Letter.
Surface Transportation Program (STP) – Shared Fund Update
At their November 21st meeting, the STP Project Selection Committee concurred with CMAP Staff’s recommendation to not implement rolling focus for the 2021 Shared Fund call for projects. Additional discussions regarding eligible project types will occur as part of “lessons learned” discussions in early 2020. The committee also determined that for the 2021 STP Shared Fund call for projects cycle, the deadline for projects to have Phase 1 Engineering (or equivalent) substantially complete will be the same date as the application deadline in March 2021, as opposed to June 1, 2021. To help facilitate a consistently applied definition of substantially complete, additional application materials will be developed. Please note that this Phase 1 Engineering requirement does not apply to the upcoming 2020 LCCOM local call for projects.

Federal Highway Funding Cut Averted
Last week, Congress passed and the President signed into law a bill that cancels an impending cut of $7.6 billion in federal highway funds. If the previously scheduled rescission had gone into effect, Illinois would have been subject to a $452 million cut on July 1, 2020, across a number of important programs for road, bridge, bicycle/pedestrian, planning, and research projects.
