On June 28th, 2019 Governor Pritzker signed the REBUILD ILLINOIS capital plan to fund transportation projects along with many other investments.
It is important to note that although the tax rate on motor fuel has doubled, local agencies will not receive an amount equal the double of their current allotment, rather, Agencies should anticipate receiving two allotments of different amounts each month. The first allotment will be based on the previous tax rate of 19 cents per gallon and the second allotment will be based on the additional taxes. Even though agencies will receive separate payments, for accounting purposes these distributions should be combined in their MFT account. Local agencies should expect the first additional payment from the new tax rates in September.

The Federal Communications Commission’s (FCC) order on cable franchising has been published in the Federal Register, setting an effective date of September 26, 2019. The order will substantially change cable franchises in many communities by allowing providers to deduct the value of many franchise obligations from their cash franchise payments to communities, and by eliminating local authority over non-cable services and infrastructure provided by cable companies. This order represents the most substantial change to cable franchising in the past 35 years, since the 1984 Cable Act was signed into law. The National League of Cities is encouraging communities to:
- Conduct in-depth reviews of their existing franchises, side letters, settlements, service agreements.
- Examine state laws to assess the likely impact of the order before it goes into effect this month.
- Proactively communicate with community stakeholders and congressional delegations before the effective date of the order, to help them understand what may change in the community as a result of reduced funding availability.
Congressional opposition to the order, and any further preemption, is critically important.
Communities should review these steps as soon as possible and decide whether they are able to contribute to legal efforts to fight the order. For information about the order please click here.
During the development of ON TO 2050 it became clear that a critical component of CMAP's walkability analysis was missing -- there was no regional data on sidewalks -- until now.
CMAP staff recently analyzed approximately 30,000 miles of roads in Cook, DuPage, Kane, Lake, McHenry, and Will counties to determine the existence of sidewalks on one or both sides of the street and whether there is a barrier between traffic and the sidewalk. The resulting dataset shows that the availability, quality, and safety of sidewalks around the region varies greatly. The final product, a database now publicly available on the CMAP Data Hub, is a tool for understanding communities' pedestrian infrastructure needs, including how to prioritize sidewalk improvements. Lake County Board Chair Sandy Hart, Lake County District 7 Board Member Steve Carlson, Gurnee Mayor Krysti Kovarik and the Lake County Stormwater Management Commission (SMC) invite individuals to get important floodproofing tips and learn about how increased rainfall is impacting Lake County at an upcoming public information meeting.
Lake County has been experiencing more frequent and stronger rainfall events, which not only impacts the residents and business owners of Lake County, but also public and private development projects. SMC will present floodproofing tips businesses and homeowners can use to help safeguard their property, share data on the increased rainfall Lake County is receiving, provide resources and tools for best practices, and answer questions from the audience. IDOT has released a Circular Letter to provide information to Local Public Agencies regarding inclusion of Created Head in hydraulic submittals. The Preliminary Bridge Design and Hydraulic Report, Form BLR 10210, was recently updated with instructions for its use. However, there have been some questions regarding whether to include Created Head when determining the Over-the-Road (OTR) flow and the elevation for Freeboard.
