Hello Fourth Ward friends and neighbors,
Big but not unexpected news downtown: Northlight Theatre has broken ground on its long-anticipated construction project! With a $2 million kick-start from Evanston’s federal pandemic relief funds (those ARPA dollars we were all talking about three years ago), Northlight has raised over $25 million. They began construction this month and are planning to finish in time for the Fall 2026 theater season.
I’m excited about the creative energy and economic activity that Northlight will bring as we continue to invest in Evanston’s downtown!

 Civic Center Relocation
The City is in the final stages of relocating all municipal offices from 2100 Ridge Avenue to the newly established Lorraine H. Morton City Hall at 909 Davis Street. Many departments have already transitioned, and the phased relocation will be completed by March 31, 2025. After this date, the building at 2100 Ridge Avenue will no longer be accessible. Residents can view the relocation schedule at cityofevanston.org/relocation.
Park for free at the Maple Avenue Parking Garage or Sherman Plaza Self Park. Bring your parking ticket for validation on the 1st or 2nd floor. There are six ADA spaces available at the front entrance (a disability plate or placard is required—violators risk being towed) as well as at each parking garage.
The Customer Service Center, home to the Collector’s Office, Adjudication, and Permitting, is now open to the public on the first floor of 909 Davis Street.
The Illinois Secretary of State’s Seniors Only DMV, previously located at 2100 Ridge Avenue, has officially moved to a new location at the Levy Senior Center, 300 Dodge Avenue. Seniors can visit ilsos.gov or call 800-252-8980 for more information.
 Community Meeting: Development at 605 Davis Street, April 3
Please join me for a community meeting regarding the conceptual plans for a mixed-use development at 605 Davis St. At the meeting, we will hear from the developers and be able to ask questions and provide feedback. The meeting will take place in the Falcon Room at the Evanston Public Library Main Branch on Thursday, April 3 at 6 p.m.
About the project
Vermilion Development has submitted conceptual plans for a 31-story mixed-use development at 605 Davis St. The project would include 3,200 sq. ft. of ground floor commercial space, 80 parking spaces on floors 2-3, and a total of 447 multi-family residential apartments above. The project would also feature 20 percent onsite Inclusionary Housing units dispersed throughout the building. This project will require approval as a Planned Development and is still in the early design phase. A formal application requesting zoning approval has not yet been submitted. The specific development attributes may change as the proposal is finalized.
 Earth Day Cleanup: Part 1 (Downtown)
Join Downtown Evanston, The Woman's Club of Evanston, and Brightview Landscaping on Sunday, April 27, from noon to 2 p.m. for an Earth Day Clean-Up event! Individuals, families, office groups, students, etc. are all encouraged to lend a hand in making our downtown business district a cleaner and more welcoming place to live, work, and visit! Participants will gather at the north side of Fountain Square to get outfitted with gloves, bags, and maps before heading out in small groups to pick up litter and debris along assigned corridors within the Downtown Evanston business district. When finished, participants will bring the trash bags back to Fountain Square for disposal.
Volunteers who pre-register below and make it to this clean-up event will be entered into a drawing for a $100 Evanston E-Gift Card, courtesy of Downtown Evanston!

 Earth Day Cleanup: Part 2 (Main Dempster Mile)
Sign up for the annual Main-Dempster Mile Earth Day Clean-up on Saturday, April 19, from 11 a.m. to 1 p.m.
Cleanup supplies will be provided - trash bags, gloves (including a limited number of kids' sizes), and a route map for you or your group.
Show your wristband, and get treats! Any volunteers who help with the cleanup will receive treats from neighborhood businesses when they show their wristbands.
 Spring Bulk Trash Pickup
The City offers the free removal of up to six cubic yards of bulk garbage in the spring and fall as part of its Bulk Trash Pickup program. Spring bulk trash pickups will take place on Fridays, April 4 through 25, and are scheduled according to residents' normal refuse pickup day.
Bulk trash pickup for residents whose normal refuse collection day is:
- Monday will be Friday, April 4
- Tuesday will be Friday, April 11
- Wednesday will be Friday, April 18
- Thursday will be Friday, April 25
Condo buildings and residents that receive a bill from the City for refuse collection services are eligible to participate in bulk trash pickup according to the residential schedule above based on their location (view map). Condos that receive a monthly bill from the franchise waste service provider are not able to participate in the City’s bulk pickup program.

 2025 alley maintenance
The City has announced its 2025 alley maintenance schedule. Starting in the spring every year, Evanston's more than 300 unpaved alleys are periodically graded by the City. Work begins May 1 and continues through mid-October.
Why grade the alleys? This work is done to eliminate potholes and ruts caused by vehicles, weather, and other factors.
 Street cleaning is underway!
The City has begun street cleaning operations for the year, which will run through December 15.
Parking signage posted at the beginning and end of each block indicates the specific days and times parking restrictions will be in place on each street (i.e. First Tuesday of the Month, 9 a.m. to 1 p.m.). View the street cleaning map and schedule.
Parking is prohibited only on the days and times indicated on the street signs. Always check the street signs before parking your car. Drivers parked illegally are subject to a $75 ticket.
Additional fall street cleaning dates have been added for residential streets to ensure debris is cleared in the late fall months. Signage will be posted and parking restrictions will be enforced.
